    Assessing the EU pressure for rules change: perception by southern Mediterranean energy regulators

    This paper analyses the perception of the EU as rules promoter of energy regulatory agencies in four southern Mediterranean countries: Algeria, Egypt, Turkey and Jordan. The restructuring of the energy sector, as promoted by the EU in the southern Mediterranean region, is considered as the main criteria to evaluate the EU modes of external governance. EU modes of governance are assessed in a comparative way through a perception survey.     Gauge theories with the orthogonal Cayley-Klein gauge groups SO(2;j)SO(2;j) and SO(3;j)SO(3;{\bf j}) are regarded. For nilpotent values of the contraction parameters j{\bf j} these groups are isomorphic to the non-semisimple Euclid, Newton, Galilei groups and corresponding matter spaces are fiber spaces with degenerate metrics. It is shown that the contracted gauge field theories describe the same set of fields and particle mass as SO(2),SO(3)SO(2), SO(3) gauge theories, if Lagrangians in the base and in the fibers all are taken into account. Such theories based on non-semisimple contracted group provide more simple field interactions as compared with the initial ones.Comment: 14 pages, 5 figure

    In a companion paper [quant-ph/9904013] we have investigated several variations of Schwinger's proposed mechanism for sonoluminescence. We demonstrated that any realistic version of Schwinger's mechanism must depend on extremely rapid (femtosecond) changes in refractive index, and discussed ways in which this might be physically plausible. To keep that discussion tractable, the technical computations in that paper were limited to the case of a homogeneous dielectric medium. In this paper we investigate the additional complications introduced by finite-volume effects. The basic physical scenario remains the same, but we now deal with finite spherical bubbles, and so must decompose the electromagnetic field into Spherical Harmonics and Bessel functions. We demonstrate how to set up the formalism for calculating Bogolubov coefficients in the sudden approximation, and show that we qualitatively retain the results previously obtained using the homogeneous-dielectric (infinite volume) approximation.Comment: 23 pages, LaTeX 209, ReV-TeX 3.2, five figure

    Symmetric spaces of higher rank do not admit differentiable compactifications

    Any nonpositively curved symmetric space admits a topological compactification, namely the Hadamard compactification. For rank one spaces, this topological compactification can be endowed with a differentiable structure such that the action of the isometry group is differentiable. Moreover, the restriction of the action on the boundary leads to a flat model for some geometry (conformal, CR or quaternionic CR depending of the space). One can ask whether such a differentiable compactification exists for higher rank spaces, hopefully leading to some knew geometry to explore.     Retarded Casimir-Polder force on an atom near reflecting microstructures

    We derive the fully retarded energy shift of a neutral atom in two different geometries useful for modelling etched microstructures. First we calculate the energy shift due to a reflecting cylindrical wire, and then we work out the energy shift due to a semi-infinite reflecting half-plane. We analyze the results for the wire in various limits of the wire radius and the distance of the atom from the wire, and obtain simple asymptotic expressions useful for estimates. For the half-plane we find an exact representation of the Casimir-Polder interaction in terms of a single, fast converging integral, which is easy to evaluate numerically.Comment: 12 pages, 8 figure

    IgE-Mediated Hypersensitivity Reactions to Cannabis in Laboratory Personnel

    Background: There have been sporadic reports of hypersensitivity reactions to plants of the Cannabinaceae family (hemp and hops), but it has remained unclear whether these reactions are immunologic or nonimmunologic in nature. Objective: We examined the IgE-binding and histamine-releasing properties of hashish and marijuana extracts by CAP-FEIA and a basophil histamine release test. Methods: Two workers at a forensic laboratory suffered from nasal congestion, rbinitis, sneezing and asthmatic symptoms upon occupational contact with hashish or marijuana, which they had handled frequently for 25 and 16 years, respectively. Neither patient had a history of atopic disease. Serum was analyzed for specific IgE antibodies to hashish or marijuana extract by research prototype ImmunoCAP, and histamine release from basophils upon exposure to hashish or marijuana extracts was assessed. Results were matched to those of 4 nonatopic and 10 atopic control subjects with no known history of recreational or occupational exposure to marijuana or hashish. Results: Patient 1 had specific IgE to both hashish and marijuana (CAP class 2), and patient 2 to marijuana only (CAP class 2). Controls proved negative for specific IgE except for 2 atopic individuals with CAP class 1 to marijuana and 1 other atopic individual with CAP class 1 to hashish. Stimulation of basophils with hashish or marijuana extracts elicited histamine release from basophils of both patients and 4 atopic control subjects. Conclusions: Our results suggest an IgE-related pathomechanism for hypersensitivity reactions to marijuana or hashish. Copyright (C) 2011 S. Karger AG, Base
