    Myriad aspects of commercial interaction between the federal government and individuals may be affected by the near-ancient sections 3466 and 3467 of the Revised Statutes which subject a fiduciary of an insolvent estate to personal liability for failure to grant priority to specified governmental claims. In an attempt to guide the practitioner through the maze of contingencies presented by these provisions, the author outlines considerations relevant to an assessment of the applicability and effect of the statutory priorities

    On the duration of the subsonic propeller state of neutron stars in wind-fed mass-exchange close binary systems

    The condition for the subsonic propeller - accretor state transition of neutron stars in wind-fed mass-exchange binary systems is discussed. I show that the value of the break period, at which the neutron star change its state to accretor, presented by Davies & Pringle (1981) is underestimated by a factor of 7.5. The correct value is P_{\rm br} = 450 \mu_{30}^{16/21} \dot{M}_{15}^{-5/7} (M/M_{\sun})^{-4/21} s. This result forced us to reconsider some basic conclusions on the efficiency of the propeller spindown mechanism.Comment: 3 pages, published in A&A 368, L

    Practical constraints on network architecture and signalling in the MSAT system

    Telesat Mobile Inc. plans to provide mobile satellite communications services in Canada in 1993/4, in close cooperation with the American Mobile Satellite Consortium Inc., which will be providing services in the U.S.A. L-band frequencies will be used in multiple beams for communication with mobile terminals. Ku-band frequencies will be used for the feeder-links to fixed stations. The system will support voice and data communications. The baseline Canadian system will support approximately 450 assignable voice channels, some fraction of which will be the equivalent in data channels. The method of multiple access will be Frequency Division Multiple Access/Single Channel Per Carrier. The availability of frequencies, the availability of technology and the time scale for implementation all constrain the network architecture for the system. Further, it is important to have an open specification to encourage multiple equipment vendors. The interplay of these constraints is discussed

    X-Ray Absorption from the Milky Way Halo and the Local Group

    Million degree gas is present at near-zero redshift and is due either to a gaseous Galactic Halo or a more diffuse but very massive Local Group medium. We can discriminate between these models because the column densities should depend on location in the sky, either relative to the Galaxy bulge or to the M31-Milky Way axis. To search for these signatures, we measured the OVII Kalpha absorption line strength toward 25 bright AGNs, plus LMC X-3, using XMM-Newton RGS archival data. The data are in conflict with a purely Local Group model, but support the Galactic Halo model. The strongest correlation is between the OVII equivalent widths and the ROSAT background emission measurement in the R45 band (0.4-1 keV), for which OVII emission makes the largest single contribution. This suggests that much of the OVII emission and absorption are cospatial, from which the radius of a uniform halo appears to lie the range 15-110 kpc. The present data do not constrain the type of halo gas model and an equally good fit is obtained in a model where the gas density decreases as a power-law, such as r^(-3/2). For a uniform halo with a radius of 20 kpc, the electron density would be 9E-4 cm^(-3), and the gas mass is 4E8 Msolar.     Peter Davies in his paper outlines the major trends in the development of Japan's commercial shipping prior to World War I. The paper focusses in particular on the role played by the Japanese government, arguing that the promotion of the industry was undertaken primarily not for commercial, but for strategic imperialist reasons. Kunio Katayama's paper focusses on Japanese shipping policy in the years immediately prior to the Sino-Japanese War of 1894-5. Using analysis of parliamentary debates over subsidies for shipping and prize-winning essays on the topic, the author contends that public opinion in favour of the creation of major overseas shipping liones was well established prior to the war, and that these plans were conceived for economic and commercial reasons, and not imperialist and stratetic ones.Japanese shipping industries

    MSAT network architecture

    The Mobile Satellite (MSAT) communications system will support mobile voice and data services using circuit switched and packet switched facilities with interconnection to the public switched telephone network and private networks. Control of the satellite network will reside in a Network Control System (NCS) which is being designed to be extremely flexible to provide for the operation of the system initially with one multi-beam satellite, but with capability to add additional satellites which may have other beam configurations. The architecture of the NCS is described. The signalling system must be capable of supporting the protocols for the assignment of circuits for mobile public telephone and private network calls as well as identifying packet data networks.
