СТРАТЕГІЧНЕ ПЛАНУВАННЯ БІЗНЕС-ДІЯЛЬНОСТІ СТОМАТОЛОГІЧНОГО ЦЕНТРУ, ОСНОВАНОГО НА ЗАСАДАХ ДЕРЖАВНО-ПРИВАТНОГО ПАРТНЕРСТВА

Purpose: to substantiate scientifically the methodology of strategic planning in a dental medical center based on the principles of public-private partnership. Materials and Methods. The method of strategic planning in the dental center was developed on the basis of a systematic approach and system analysis using information-analytical method. The information base for its formation was the scientific works of specialists in the organization and management of health care, as well as the results of their own research. The article presents the methodology of strategic planning of business – activities of the dental center on the principles of public-private partnership, which includes a sequence of planning stages, a schedule and monitoring of their implementation. The proposed methodology creates organizational and methodological conditions for conducting strategic management and contributes to the economic efficiency of the center’s activities. The methodology is especially important for centers on the principles of public-private partnership, since their activities are aimed primarily at meeting the needs of the population in a wide range of services necessary to maintain dental health. Conclusions. The proposed methodology for strategic planning of business processes will be used in the development of an optimized functional and organizational model of the dental center, which operates on the principles of public-private partnership.Мета: науково обґрунтувати методику здійснення стратегічного планування у стоматологічному медичному центрі, основаному на принципах державно-приватного партнерства. Матеріали і методи. Методику стратегічного планування у стоматологічному центрі обґрунтовано на основі системного підходу і системного аналізу із використанням інформаційно-аналітичного методу. Інформаційною базою для її формування є наукові праці фахівців із організації та управління охороною здоров’я, а також результати власних досліджень. Результати. У статті представлено методику стратегічного планування бізнес-діяльності стоматологічного центру на принципах державно-приватного партнерства, яка включає послідовність етапів планування, графік і моніторинг їх проведення. Запропонована методика створює організаційно-методичні умови для проведення стратегічного менеджменту та сприяє забезпеченню економічної ефективності діяльності центру. Методика є особливо важливою для центрів, основаних на принципах державно-приватного партнерства, оскільки їх діяльність націлена насамперед на задоволення потреб населення у широкому спектрі послуг, необхідних для збереження і зміцнення стоматологічного здоров’я. Висновки. Запропоновану методику проведення стратегічного планування бізнес-процесів буде використано при розробці оптимізованої функціонально-організаційної моделі стоматологічного центру, який працює на принципах державно-приватного партнерства

Purpose: to scientifically substantiate the methodology of standardization of medical business-processes at the dental center, on the principles of public-private partnership. Materials and Methods. The methodology standardization of medical business-processes at the dental center was developed on the basis of a systematic approach and system analysis using information-analytical method. The information base for its formulations were scientific works of specialists in the organization and management of health care, and the results of own research. Results. The main objective of the radical change of medical business processes in the dental center on the principles of public-private partnership is the introduction of completely new ways of carrying out the work, restructuring of the production of services, which will increase the efficiency of management, financial and business activities and the quality of services. The research substantiates the methodology of structuring the activities of the dental center. The main medical business processes are identified with a list of key factors that shape them; defined events at the input and output of each group of business processes, as well as the necessary resources, functions and management impacts for their implementation. All this provides orientation of the dental center to the patient, increases the efficiency of resource use, improves control over the activities of medical personnel and improves the quality of medical care, which ultimately helps to improve the dental health of the population. Conclusions. The methodology of standardization of medical business processes, which ensures the formation of groups of business processes in the provision of dental care, provides a patient-oriented organization of the work of the dental center, increases the efficiency of the use of available resources, improves control over the activities of medical personnel, and improves the quality of medical care.Мета: науково обґрунтувати методологію стандартизації медичних бізнес-процесів у стоматологічному центрі на принципах державно-приватного партнерства. Матеріали і методи. Методологію стандартизації медичних бізнес-процесів у стоматологічному центрі обґрунтовано на основі системного підходу і системного аналізу із використанням інформаційно-аналітичного методу. Інформаційною базою для її формування є наукові праці фахівців із організації та управління охороною здоров’я, а також результати власних досліджень. Результати. Основна мета радикальної зміни медичних бізнес-процесів у стоматологічному центрі на принципах державно-приватного партнерства – запровадження абсолютно нових способів виконання робіт, реструктуризація виробництва послуг, що забезпечить підвищення ефективності управління, фінансово-господарської діяльності та якості послуг. У дослідженні здійснено обґрунтування методології структуризації діяльності стоматологічного центру; виділено основні медичні бізнес-процеси із вказанням ключових чинників, які їх формують; визначено вхідні та вихідні події кожної групи бізнес-процесів, а також необхідні ресурси, функції і керуючі впливи для їх реалізації. Все це забезпечує орієнтацію роботи стоматологічного центру на пацієнта, підвищує ефективність використання наявних ресурсів, покращує контроль над діяльністю медичного персоналу і забезпечує підвищення якості медичної допомоги, що в кінцевому результаті сприяє збереженню стоматологічного здоров’я населення. Висновки. Запропонована у статті методологія стандартизації медичних бізнес-процесів, яка забезпечує формування груп бізнес-процесів при наданні стоматологічної допомоги, забезпечує пацієнторієнтовану організацію роботи стоматологічного центру, підвищує ефективність використання наявних ресурсів, покращує контроль за діяльністю медичного персоналу, забезпечує підвищення якості медичної допомоги

On ‘Organized Crime’ in the illicit antiquities trade: moving beyond the definitional debate

The extent to which ‘organized crime’ is involved in illicit antiquities trafficking is unknown and frequently debated. This paper explores the significance and scale of the illicit antiquities trade as a unique transnational criminal phenomenon that is often said to be perpetrated by and exhibit traits of so-called ‘organized crime.’ The definitional debate behind the term ‘organized crime’ is considered as a potential problem impeding our understanding of its existence or extent in illicit antiquities trafficking, and a basic progression-based model is then suggested as a new tool to move beyond the definitional debate for future research that may help to elucidate the actors, processes and criminal dynamics taking place within the illicit antiquities trade from source to market. The paper concludes that researchers should focus not on the question of whether organized criminals- particularly in a traditionally conceived, mafia-type stereotypical sense- are involved in the illicit antiquities trade, but instead on the structure and progression of antiquities trafficking itself that embody both organized and criminal dynamics

RISK ASSESSMENT FOR VIOLATION OF ANTI-TRUST LEGISLATION BY STATE EXECUTIVE AUTHORITIES

The article deals with a problem of building an anti-trust compliance system in state executive authorities from the point of view of contemporary risk management. The authors expound a well-known instrument based on the bow-tie diagram construction which successfully helps to develop effective measures to prevent violation of anti-trust legislation cases by state executive authorities. They also give some numeric results of statistical modelling of anti-trust legislation violation risks by state executive authorities by means of the Monte-Carlo method

Global Spiral Modes in NGC 1566: Observations and Theory

We present an observational and theoretical study of the spiral structure in galaxy NGC 1566. A digitized image of NGC 1566 in I-band was used for measurements of the radial dependence of amplitude variations in the spiral arms. We use the known velocity dispersion in the disk of NGC 1566, together with its rotation curve, to construct linear and 2D nonlinear simulations which are then compared with observations. A two-armed spiral is the most unstable linear global mode in the disk of NGC 1566. The nonlinear simulations are in agreement with the results of the linear modal analysis, and the theoretical surface amplitude and the velocity residual variations across the spiral arms are in qualitative agreement with the observations. The spiral arms found in the linear and nonlinear simulations are considerably shorter than those observed in the disk of NGC 1566. We argue therefore, that the surface density distribution in the disk of the galaxy NGC 1566 was different in the past, when spiral structure in NGC 1566 was linearly growing.Comment: 41 pages, 20 figures, to be published in the Astrophysical Journa

The article deals with a problem of building an anti-trust compliance system in state executive authorities from the point of view of contemporary risk management. The authors expound a well-known instrument based on the bow-tie diagram construction which successfully helps to develop effective measures to prevent violation of anti-trust legislation cases by state executive authorities. They also give some numeric results of statistical modelling of anti-trust legislation violation risks by state executive authorities by means of the Monte-Carlo method.В работе предлагается взгляд на проблематику построения системы антимонопольного комплаенса в исполнительных органах государственной власти с позиции общей философии, теории и практики современного риск-менеджмента. Изложен известный метод анализа рисков, основанный на построении диаграммы «галстук-бабочка», позволяющий осознанно разрабатывать эффективные меры предупреждения рисков нарушения антимонопольного законодательства исполнительными органами государственной власти. Electromagnetic dissociation of relativistic 8^8B nuclei in nuclear track emulsion

Experimental data on fragmentation channels in peripheral interactions of $^8$B nuclei in nuclear track emulsions are presented. A detailed analysis made it possible to justify selections of events of the electromagnetic-dissociation process $^8$B $\to^7$Be + \emph{p} and to estimate its cross section.
