    Getting Ready for a Nuclear-Ready Iran

    As Iran edges closer to acquiring a nuclear bomb and its missiles extend an ever darker diplomatic shadow over the Middle East and Europe, Iran is likely to pose three threats. First, Iran could dramatically up the price of oil by interfering with the free passage of vessels in and through the Persian Gulf as it did during the l980s or by threatening to use terrorist proxies to target other states\u27 oil facilities. Second, it could diminish American influence in the Gulf and Middle East by increasing the pace and scope of terrorist activities against Iraq, Saudi Arabia, other Gulf states, Israel, and other perceived supporters of the United States. Finally, it could become a nuclear proliferation model for the world and its neighbors (including many states that otherwise would be more dependent on the United States for their security) by continuing to insist that it has a right to make nuclear fuel under the Nuclear Nonproliferation Treaty and then withdrawing once it decides to get a bomb. To contain and deter Iran from posing such threats, the United States and its friends could take a number of steps: increasing military cooperation (particularly in the naval sphere) to deter Iranian naval interference; reducing the vulnerability of oil facilities in the Gulf outside of Iran to terrorist attacks, building and completing pipelines in the lower Gulf region that would allow most of the non-Iranian oil and gas in the Gulf to be exported without having to transit the Straits of Hormuz; diplomatically isolating Iran by calling for the demilitarization of the Straits and adjacent islands, creating country-neutral rules against Nuclear Nonproliferation Treaty state members who are suspected of violating the treaty from getting nuclear assistance from other state members and making withdrawal from the treaty more difficult; encouraging Israel to set the pace of nuclear restraint in the region by freezing its large reactor at Dimona and calling on all other states that have large nuclear reactors to follow suit; and getting the Europeans to back targeted economic sanctions against Iran if it fails to shut down its most sensitive nuclear activities.https://press.armywarcollege.edu/monographs/1726/thumbnail.jp

    Were Iran to acquire nuclear weapons, there is a grave risk it would be tempted to provide them to terrorists. After all, mass casualty terrorism done by proxies has worked well for Iran to date. The fear about what Iran might do with nuclear weapons is fed by the concern that Tehran has no clear reason to be pursuing nuclear weapons. The strategic rationale for Iran\u27s nuclear program is by no means obvious. Unlike proliferators such as Israel or Pakistan, Iran faces no historic enemy who would welcome an opportunity to wipe the state off the face of the earth. Iran is encircled by troubled neighbors, but nuclear weapons does nothing to help counter the threats that could come from state collapse in Afghanistan, Pakistan, Iraq, or Azerbaijan. Achieving trans-Atlantic consensus on how to respond to Iran\u27s nuclear program will be difficult. This is a remarkably bad time for the international community to face the Iran nuclear problem, because the tensions about the Iraq WMD issue still poison relations and weaken U.S. ability to respond. Nevertheless, Iran\u27s nuclear program poses a stark challenge to the international nonproliferation regime. There is no doubt that Iran is developing worrisome capabilities. If the world community led by Western countries is unable to prevent Iranian proliferation, then it is unclear that there is much meaning to global nonproliferation norms. Iran\u27s nuclear program raises stark shortcomings with the global nonproliferation norms. The basic deal behind the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is that countries are allowed to acquire a wide range of troubling capabilities in return for being open and transparent. The NPT gives Iran every right to have a full closed fuel cycle, with large uranium enrichment facilities and a reprocessing plant that can extract substantial amounts of plutonium capabilities which would permit Iran at any time to rapidly break out of the NPT, building a considerable number of nuclear weapons in a short time.https://press.armywarcollege.edu/monographs/1035/thumbnail.jp

    Community-based interventions for enhancing access to or consumption of fruit and vegetables among five to 18-year olds: a scoping review

    <p>Abstract</p> <p>Background</p> <p>Low fruit and vegetable ( FV) consumption is a key risk factor for morbidity and mortality. Consumption of FV is limited by a lack of access to FV. Enhanced understanding of interventions and their impact on both access to and consumption of FV can provide guidance to public health decision-makers. The purpose of this scoping review is to identify and map literature that has evaluated effects of community-based interventions designed to increase FV access or consumption among five to 18-year olds.</p> <p>Methods</p> <p>The search included 21 electronic bibliographic databases, grey literature, targeted organization websites, and 15 key journals for relevant studies published up to May 2011. Retrieved citations were screened in duplicate for relevance. Data extracted from included studies covered: year, country, study design, target audience, intervention setting, intervention strategies, interventionists, and reported outcomes.</p> <p>Results</p> <p>The search located 19,607 unique citations. Full text relevance screening was conducted on 1,908 studies. The final 289 unique studies included 30 knowledge syntheses, 27 randomized controlled trials, 55 quasi-experimental studies, 113 cluster controlled studies, 60 before-after studies, one mixed method study, and three controlled time series studies. Of these studies, 46 included access outcomes and 278 included consumption outcomes. In terms of target population, 110 studies focused on five to seven year olds, 175 targeted eight to 10 year olds, 192 targeted 11 to 14 year olds, 73 targeted 15 to 18 year olds, 55 targeted parents, and 30 targeted teachers, other service providers, or the general public. The most common intervention locations included schools, communities or community centres, and homes. Most studies implemented multi-faceted intervention strategies to increase FV access or consumption.</p> <p>Conclusions</p> <p>While consumption measures were commonly reported, this review identified a small yet important subset of literature examining access to FV. This is a critically important issue since consumption is contingent upon access. Future research should examine the impact of interventions on direct outcome measures of FV access and a focused systematic review that examines these interventions is also needed. In addition, research on interventions in low- and middle-income countries is warranted based on a limited existing knowledge base.</p
