Taxing Human Capital: A Good Idea
This paper studies a Ramsey optimal taxation model with human capital in an infi nite-horizon setting. Contrary to Jones, Manuelli, and Rossi (1997), the human capital production function does not include the current stock of human capital as a production factor. As a result, the return to human capital, namely labor income, does not vanish in equilibrium. In a stationary state, the household underinvests in human capital relative to the fi rst best, i.e., education is distorted. Human capital is eff ectively taxed. Bovenberg and Jacobs (2005) and Richter (2009) derive the education efficiency theorem: In a second-best optimum, the education decision is undistorted if the function expressing the stock of human capital features a constant elasticity with respect to education. I drop this assumption. The household inherits an initial stock of human capital, implying that the aforementioned elasticity is increasing. In a two-period Ramsey model of optimal taxation, I show that the education efficiency theorem does not hold. In a second-best optimum, the discounted marginal social return to education is smaller than the marginal social cost. The household overinvests in human capital relative to the first best. Inclination Dependence of Lyman-Alpha Properties in a Turbulent Disk Galaxy
We present simulations of Lyman-Alpha radiation transfer in an isolated disk
galaxy with a turbulence sub-grid model, multi-phase interstellar medium and
detailed star formation modelling. We investigate the influence of inclination
on the observed Lyman-Alpha properties for different snapshots. The Lyman-alpha
spectrum, equivalent width distribution and escape fractions vary significantly
with the detailed morphology of the disk, leading to variations from one
snapshot to another. In particular, we find that supernova-driven cavities near
star-forming regions in the simulation can dominate the transmitted Lyman-alpha
fraction, suggesting a variability of LAEs on the timescales of the star

Efficient Subsidization of Human Capital Accumulation with Overlapping Generations and Endogenous Growth
This paper studies second best policies for education, saving, and labour in an OLG model in which endogenous growth results from human capital accumulation. Government expenditures have to be financed by linear instruments so that growth equilibria are inefficient. The inefficiency is exacerbated if selfish individuals externalize the positive effect of education on descendentsâ productivity. Waterbelt scenario for the Cryogenian glaciations questioned by uncertain mixed-phase clouds
Geologische Funde deuten auf Gletscher hin, die im Kryogenium (vor 720 - 635 Millionen Jahren) in den tropischen Ozean flossen. Diese Funde werden klassischerweise durch die Schneeball-Erde Hypothese erklärt, in welcher ein vollständig mit Eis bedeckter Ozean angenommen wird. Es ist jedoch schwierig, diese Bedingungen mit fossilen Funden in Einklang zu bringen, welche auf das Ăberdauern komplexer mariner Lebewesen während der Eiszeiten im Kryogenium hindeuten. Daher wurden alternative Szenarien vorgeschlagen, die ein groĂflächiges Refugium in Form eines eisfreien WassergĂźrtels im tropischen Ozean beinhalten. Ein besonders attraktives Szenario mit einem WassergĂźrtel-Klimazustand ist die sogenannte Jormungand-Hypothese, da sie einen umfassenden Lebenszyklus fĂźr den Ablauf der Eiszeiten vorschlägt und auf gut verstandenen atmosphärischen Prozessen beruht. Der Jormungand-Hypothese zufolge wird das Klima im WassergĂźrtel-Zustand durch eine Abschwächung des Eis-Albedo-Feedbacks in den Subtropen stabilisiert. In den Subtropen sind die Niederschlagsraten an der Erdoberfläche aufgrund der Hadley-Zirkulation geringer als die Verdunstungsraten. In Summe fĂźhrt das zur Verdunstung von Schnee, der sich zuvor auf Meereis abgelagert hat. Daher ist das Meereis in den Subtropen schneefrei. Im Gegensatz zu Schnee, der eine hohe Albedo aufweist, ist schneefreies, blankes Meereis relativ dunkel. In dieser Arbeit untersuchen wir, ob ein auf der Jormungand-Hypothese basierendes WassergĂźrtel-Szenario sich als mĂśgliche Erklärung fĂźr die Eiszeiten des Kryogeniums eignet.
Wir untersuchen zunächst, ob auf der Jormungand-Hypothese basierende Wassergßrtel-Zustände eine robuste Eigenschaft des Klimas der Erde sind. Hierzu fßhren wir idealisierte Simulationen mit zwei Klimamodellen durch, die einen Wasserplaneten repräsentieren. Zusätzlich fßhren wir Simulationen mit modifizierten Eigenschaften der simulierten Wolken durch. Wir interpretieren die Ergebnisse aus den Klimamodellen mit einem eindimensionalen Energiebilanzmodell. Unsere Simulationen zeigen, dass geologisch relevante Wassergßrtel-Zustände keine robuste Eigenschaft des Klimas sind. Damit Wassergßrtel-Zustände geologisch relevant sind, ist es notwendig, dass in den Subtropen neben schneefreiem Meereis mit einer niedrigen Albedo Mischphasen-Wolken existieren, die viel solare Einstrahlung reflektieren. Weiterhin zeigen unsere Ergebnisse, dass die hohe Unsicherheit, die mit der Abbildung von Mischphasen-Wolken in Klimamodellen verbunden ist, eine Beurteilung verhindert, ob die Mischphasen-Wolken tatsächlich viel solare Einstrahlung reflektiert haben und damit auch, ob die Erde während des Kryogeniums in einem Wassergßrtel-Zustand war.
Es ist weithin bekannt, dass die Unsicherheit, die mit der Abbildung von Wolken in Klimamodellen verbunden ist, hauptsächlich aus den Parametrisierungen fßr Konvektion und Aerosol-Wolken-Wechselwirkungen resultiert.
Daher untersuchen wir in einem zweiten Schritt, ob die Reduktion der erforderlichen Modellannahmen fßr die Abbildung von Konvektion in atmosphärischen Modellen uns hilft, die Plausibilität eines Wassergßrtel-Szenarios zu beurteilen. Wir gehen hierbei in drei Schritten vor.
1) Wir zeigen, dass in Klimamodellen nicht explizit aufgelĂśste Prozesse einen erheblichen Einfluss darauf haben, wie viel solare Einstrahlung durch Mischphasen-Wolken in WassergĂźrtel-Zustand reflektiert wird.
2) Wir fßhren eine Reihe von Simulationen mit dem Atmosphärenmodell ICOsahedral Nonhydrostatic (ICON) durch, die von Simulationen mit grobskaligen Klimamodellen bis hin zu Large-Eddy-Simulatio\-nen reichen, welche die atmosphärische Konvektion explizit auflÜsen. Wir verwenden fßr diese Simulationen moderate Konzentrationen von Aerosolpartikeln, die als Eiskeime fungieren kÜnnen. Diese Simulationen deuten darauf hin, dass stark reflektierende Wolken in den Subtropen während des Kryogeniums existiert haben kÜnnen.
3) Wir testen, wie stark sich die Reflektivität der Wolken ändert, wenn wir die Konzentration an Aerosolpartikeln, die Eiskeime bilden kĂśnnen, erhĂśhen. Bei hohen, aber vertretbaren Konzentrationen von Aerosolpartikeln ist die Reflektivität der Wolken stark reduziert. Daraus schlieĂen wir, dass die Existenz stabiler WassergĂźrtel-Zustände durch die Konzentration dieser Partikel bestimmt werden kann. Aus dem zweiten Teil dieser Arbeit schlussfolgern wir, dass das explizite AuflĂśsen von konvektiven atmosphärischen Prozessen helfen kann, die Reflektivität von Mischphasen-Wolken während des Kryogeniums genauer zu bestimmen. Allerdings ist eine Eingrenzung der Reflektivität von Mischphasen-Wolken dennoch nur bedingt mĂśglich, da unser begrenztes Wissen Ăźber die damalige Konzentration und Zusammensetzung von Aerosol stark begrenzt ist.
Insgesamt schlussfolgern wir, dass WassergĂźrtel-Zustände angesichts der groĂen Unsicherheit, die mit der Abbildung von Mischphasen-Wolken und ihrer Wechselwirkung mit Strahlung in atmosphärischen Modellen einhergeht, weiterhin eine unsichere Eigenschaft des Klimas der Erde bleiben. Die Idee, dass Szenarien mit einem WassergĂźrtel-Zustand die geologischen Befunde des Kryogeniums erklären kĂśnnen, wird durch unsere Ergebnisse stark in Frage gestellt. Die damaligen Lebewesen waren daher mit hoher Wahrscheinlichkeit den harschen Bedingungen eines vollständig mit Eis bedeckten Ozeans ausgesetzt
What have we learned? Assessing labor market institutions and indicators
"Over the last decade, both the availability of quantitative indicators on labor market institutions and of studies trying to explain differences in national labor market performance through institutional variables have burgeoned significantly. It is now time to review these indicators and the empirical findings. Therefore, this paper has a threefold objective: first, we provide an overview of the aggregate indicators of core labor market institutions such as employment protection, the generosity of the benefit system, active labor market policies, taxation and collective bargaining. We assess the reliability of selected indicators. Second, we review the most relevant macro-econometric studies that made use of these indicators in order to explain diverging patterns of national employment performance. Third, and finally, this paper draws some preliminary conclusions regarding the further development of aggregate indicators and possible directions for future empirical research." Electromagnetically induced transparency of ultralong-range Rydberg molecules
We study the impact of Rydberg molecule formation on the storage and
retrieval of Rydberg polaritons in an ultracold atomic medium. We observe
coherent revivals appearing in the retrieval efficiency of stored photons that
originate from simultaneous excitation of Rydberg atoms and Rydberg molecules
in the system with subsequent interference between the possible storage paths.
We show that over a large range of principal quantum numbers the observed
results can be described by a two-state model including only the atomic Rydberg
state and the Rydberg dimer molecule state. At higher principal quantum numbers
the influence of polyatomic molecules becomes relevant and the dynamics of the
system undergoes a transition from coherent evolution of a few-state system to
an effective dephasing into a continuum of molecular states.Comment: Submitted to PR
