    An East and West Debate on Human Rights

    In an East and West debate on human rights, scholars from different cultures disagree on whether all civil and political rights are human rights. While they generally agree that basic civil rights such as rights against torture and slavery (i.e., physical security rights) are human rights, some of them argue that traditional political rights in the West such as freedom of speech and political participation (i.e., liberal rights) are not human rights. Some scholars, such as Daniel A. Bell, argue that liberal rights are not human rights because liberal rights conflict with some East Asian cultures. In this dissertation, I argue that both physical security rights and liberal rights are human rights, and explain the relationship between these rights and East Asian cultures. First, I argue that if liberal rights are not human rights because they conflict with some East Asian cultures, then physical security rights are also not human rights because physical security rights also conflict with some East Asian cultures. Next, I discuss the idea from Daniel Bell and Michael Walzer that physical security rights are human rights because they are minimal values. Based on their idea, I explain what minimal values are, and why it is possible to develop some maximal theories of physical security rights in East Asian cultures. I argue that since physical security rights are minimal values, they are still human rights even they conflict with some East Asian cultures. I then argue that liberal rights, similar to physical security rights, are also minimal values, and it is possible to develop some maximal theories of them in East Asian cultures. Therefore, similar to physical security rights, liberal rights are also human rights even they also conflict with some East Asian cultures. I also discuss other human rights debates, especially the debates between Daniel Bell and other philosophers. Charles Taylor argues for an overlapping consensus approach on human rights; Jack Donnelly argues for a Western liberalist approach on human rights. I explain the relationship between these approaches and my arguments, and how my arguments can help them to reply to the challenges from Daniel Bell

    A preliminary consequential evaluation of the roles of cultures in human rights debates

    In the debates on the roles of cultures in the ethics of human rights, one of them concerns Confucianism and Ubuntu, two prominent cultures in East Asia and Southern Africa, respectively. Some scholars assert that both cultures have values that are sharply different from the West, and conclude that the West should learn from these cultures. The aim of this paper is to philosophically investigate the roles of cultures in the ethics of human  rights. I first introduce the works of Bell, Metz and others on community values such as relationships and harmony in Confucianism and Ubuntu. I then argue that even if their interpretations were correct, their works still would not justify the conclusion they want. I show that it is better to use consequential evaluation rather than cultural evaluation to justify human rights. An example of human rights to health and privacy is discussed. This paper thus offers some preliminary but important philosophical  investigations and addresses practical issues of consequential evaluation related to human rights.Keywords: Confucianism, Ubuntu, Cultural Evaluation, Consequential Evaluation, Human Rights, Health, Privac

    The 2015 outbreak of Middle East respiratory syndrome (MERS) in the Republic of Korea is the largest outbreak outside the Middle East since MERS was discovered in 2012. Its origin was a single imported case after the patient travelled to endemic countries.1 Together with Ebola and avian influenza epidemics, MERS has presented yet another threat to global health security.

    In the era of globalization, no society exists in isolation. Global transportation networks facilitate the international spread of emerging infectious diseases, such as Ebola and Middle East Respiratory Syndrome (MERS). From restrictions of travel with regard to Ebola-stricken countries to international aid delivered to West Africa, from advice against travelling to South Korea (The Government of Hong Kong Special Administrative Region 2015) to experts from the World Health Organization visiting Seoul, decisions made by any country often have global health ramifications. Global health advocates affirm the importance of moral responsibilities for global public health. However, does everyone have moral responsibilities to help stop the Ebola outbreak in West Africa or MERS in South Korea and the Middle East? Should we consider global health issues to be as important as domestic ones

    Global Handwashing Day 2012: a qualitative content analysis of Chinese social media reaction to a health promotion event

    Background: Global Handwashing Day (GHD) is a handwashing promotion campaign organized by the Global Public-Private Partnership of Handwashing with Soap. In China, it has been promoted by the Chinese public health authorities, international organizations and multinational corporations through various channels including social media such as Sina Weibo, the leading Chinese microblogging site similar to Twitter. The objective of this study is to qualitatively assess Chinese social media users’ reactions to a health promotion campaign using Global Handwashing Day (GHD) 2012 as an example. Methods: We conducted a qualitative content analysis of 552 Weibo posts generated on GHD 2012 by Weibo users with 1000 or more followers with the Chinese keyword for “handwashing”. We categorized the Weibo posts into groups by keywords that frequently appeared in the data set. These groups were either exact reposts of an original post, or they conveyed similar information. Results: We observed the interconnections between traditional media and social media in handwashing promotion. Social media were found to serve as amplifiers of contents provided by traditional media. We observed the contextualization of global hygiene messages in a unique national social media market in China. Discussion: Our study showed that social media and traditional media are two interconnected arms of the GHD campaign in China. Our analysis demonstrated that public health campaigns in China can be evaluated using social media data. The themes and topics identified in this study will help public health practitioners evaluate future social media handwashing promotion campaigns
