Innovation’s governance and investments for enhancing competitiveness of manufacturing SMEs

    Get PDF
To become innovative and competitive manufacturing contractors, SMEs have to be capable to supply manufacturers with advanced equipment, components, and tools for improved manufacturing and engineering operations. Besides, despite their foremost numbers and importance in job creation, traditionally SMEs encounter difficulty in obtaining formal credit or equity. Maturities of commercial bank loans extended to SMEs are often limited to a period far too short to pay off any sizeable investment. Many European governments and international financial institutions have tried to address the problems of high transaction costs and risks by creating subsidized credit programmes and/or providing loan guarantees. Such projects have often fostered a culture of non-repayment or failed to reach the target group or achieve financial self-sustainability. Further, it tries to understand what are the main barriers for SMEs with respect to the realisation of their innovative potential and their capacity to improve internal processes by the adoption of innovative manufacturing techniques and a graduated organizational change. They are becoming particularly important for achieving greater productivity, lower operational costs, and higher revenues (usually characterized by reduced access to external finance, unavailability of wider distribution channels, low internationalization, etc.). The purpose of this article at last is to clarify how on-line training on automation and innovation fields can bring economic and organizational benefits. Innovative training contents can improve manufacturing knowledge of managers and employees, especially on industrial automation systems. To become innovative and competitive manufacturing contractors, SMEs have to be capable to supply manufacturers with advanced equipment, components, and tools for improved manufacturing and engineering operations. To strengthen democracy, promote government efficiency and effectiveness, discourage wastes and misuses of government resources, public administrations have to promote a new stronger level of openness in government. The purpose of this manuscript is to describe an innovative approach for the governance of public systems and services, currently applied in the Italian public administration domain, which could be easily replicated in other countries as well. Two initiatives, to collect and provide relevant public information gathered from different and heterogeneous public organizations, to improve government processes and increase quality of services for citizens and companies, are described. The cases adopted have been validated through a case analysis approach involving the Italian Agency for the public administration digitalization to understand new e-government scenarios within the context of governmental reforms heavily influenced by the principles of Open Government Model. To strengthen democracy, promote government efficiency and effectiveness, discourage wastes and misuses of government resources, public administrations have to promote a new stronger level of openness in government. The purpose of the paper is also to synthetize the experience done and the benefits of e-learning and of a specific online environment in the training process in this field. The project provides training contents to enhance participants background and some innovative simulations to improve knowledge of employees on industrial automation systems. The purpose of this paper is to introduce and discuss the benefits of on-line training on automation and innovation fields and try to explain their organizational impact on small and medium-sized enterprises (SME). The present paper regards risk, threats and organizational issues that are associated with human behavior;e.Business is no exception[2]. Organizational actors in e.Businessorganizations make security decisions with a wide variety of meanings[3]: information systems interactions, access to physical premises, behavior within the workplace, utilization of tools and work instruments, are just a few examples of the realm of security decisions that are made within all organizations, and e.Business organizations in particular. The way in which the risk is perceived greatly influences any decision. The aim of the present paper is to conjugate general risk theories in terms of human behavior and system security (as opposed to system risk) in order to identify a common baseline ofrisk and behavior, that will lead eventually lead to a structured framework that will contribute to the discipline of organizational studies
