    Report of the CGIAR Sub-Saharan Africa Task Forces : the Tervuren Consensus

    The CGIAR created two Task Forces (TFs) to conduct a study on rationalization of CGIAR operations across the System, starting with Sub-Saharan Africa (SSA). TF1 was asked to examine CGIAR’s work in terms of its programmatic coherence with and relevance to the CGIAR’s vision, goals and its clients’ needs, with a view to identifying opportunities for integration and synergies. TF2 was given the task of reviewing the strengths and weaknesses of the existing System arrangements and identify opportunities for organizational adjustments towards increasing effectiveness and efficiency of CGIAR research. The two TFs decided to work closely together, hold joint meetings, and prepare a joint report. The observations and conclusions presented in this report were drawn based on data or information collected from available published documents/reports and using instruments which included the following: 1) a survey of the perceptions of the CGIAR stakeholders in SSA; 2) a survey of the CGIAR Centers infrastructure, staff resources, funding, program focus, and interaction with partners (mode and product of cooperation) in the region; and 3) field consultations/visits undertaken by consultants engaged by the TFs.     Final report of the CGIAR Task Force on Africa established following in May 1986 by CGIAR Chairman S. Shahid Husain to examine ways of improving collaboration between IARCs, donors, and national programs in sub-Saharan Africa. Presented by Andrew Bennett on behalf of Task Force Chair Guy Camus at CGIAR International Centers Week October - November 1989.The task force recommended that national systems should take the initiative in managing the interface between national and international research, and noted that CGIAR policy supported interfacing mechanisms in cases of common interests. Further collaboration with SPAAR was recommended. The Task Force urged the Center Directors Standing Committee on Africa to maintain its dialogue with African NARS, and supported the coordination of non-specialized training at a regional or sub-regional level

    Report of the first meeting of the Task Force on Sub Saharan Africa, held in Paris in September 1986, with the participation of the Sub-Committee of Center Directors on Sub-Saharan Africa and co-chaired by Guy Camus and Laurence Stifel. The purpose of the Task Force was to propose mechanisms for coordinating IARC programs conducted in collaboration with national research systems in Sub Saharan Africa, and facilitating cooperation between IARCs and NARS in the region. Members accepted the action program suggested at the Task Force's June 1986 preparatory meeting, which involved selecting an agroecologically defined sub region in which to set up a pilot coordinating mechanism. CIMMYT was asked to prepare a proposal for maize-based production systems in the mid-altitude zone of the southern Africa region. Annexes include the Task Force's terms of reference, a list of participants, and the summary record of the preparatory meeting held at CIAT headquarters during TAC 40.
