    Spatial-temporal data mining procedure: LASR

This paper is concerned with the statistical development of our spatial-temporal data mining procedure, LASR (pronounced ``laser''). LASR is the abbreviation for Longitudinal Analysis with Self-Registration of large-pp-small-nn data. It was motivated by a study of ``Neuromuscular Electrical Stimulation'' experiments, where the data are noisy and heterogeneous, might not align from one session to another, and involve a large number of multiple comparisons. The three main components of LASR are: (1) data segmentation for separating heterogeneous data and for distinguishing outliers, (2) automatic approaches for spatial and temporal data registration, and (3) statistical smoothing mapping for identifying ``activated'' regions based on false-discovery-rate controlled pp-maps and movies. Each of the components is of interest in its own right. As a statistical ensemble, the idea of LASR is applicable to other types of spatial-temporal data sets beyond those from the NMES experiments.Comment: Published at http://dx.doi.org/10.1214/074921706000000707 in the IMS Lecture Notes--Monograph Series (http://www.imstat.org/publications/lecnotes.htm) by the Institute of Mathematical Statistics (http://www.imstat.org

Developing an Actuarial Risk Assessment to Inform the Decisions Made by Adult Protective Service Workers

In 2008, the New Hampshire Department of Health and Human Services Bureau of Elderly and Adult Services (BEAS) and the National Council on Crime and Delinquency (NCCD), with funding provided by the National Institute of Justice (NIJ), collaborated to construct an actuarial risk assessment to classify BEAS clients by their likelihood of elder maltreatment and/or self-neglect in the future. Studies in adult and juvenile corrections and child welfare have demonstrated that active service intervention with high risk clients can reduce criminal recidivism and the recurrence of child maltreatment (Wagner, Hull, & Luttrell, 1995; Eisenberg & Markley, 1987; Baird, Heinz, & Bemus, 1981). The purpose of this research was to examine a large set of individual and referral characteristics, determine their relationship to subsequent elder self-neglect and/or maltreatment, and develop an actuarial risk assessment for BEAS workers to complete at the end of an investigation to inform their case decisions.BEAS and NCCD pursued development of an actuarial risk assessment with the goal of reducing subsequent maltreatment of elderly and vulnerable adults who have been involved in an incident of self-neglect or maltreatment by another person (i.e., abuse, exploitation, or neglect). The actuarial risk assessment described in this report provides BEAS workers with a method to more accurately identify high risk clients and therefore more effectively target service interventions in an effort to protect their most vulnerable clients

Structuring Decisions in Adult Protective Services

A new NCCD Focus article, "Structuring Decisions in Adult Protective Services," describes the value of structured decision frameworks in the growing field of adult protective services (APS). The article highlights findings on risk factors for future adult maltreatment from research literature as well as NCCD's efforts to develop an actuarial-based risk assessment for APS in partnership with the New Hampshire Bureau of Elderly and Adult Services under a grant from the National Institute of Justice

Budget Gimmicks Increase Federal Spending and Mask True Costs of Legislation

    Get PDF
The power of the purse is one of the fundamental responsibilities delegated to Congress by the Constitution. Congress exercises this authority through its budget resolutions, annual appropriations legislation, and a wide variety of other legislation containing authorizations of activities and programs that it considers in a given year. The American people have the right to know the full costs of the activities in which Congress engages. Instead, Congress utilizes a wide variety of gimmicks and accounting tricks to hide those costs. This allows Congress to spend more and more -- evading fiscal discipline and adding billions of dollars to the federal debt each year. Congress must take immediate steps to close budget loopholes that have allowed for the continued use of budget gimmicks. Without reforms, debt and deficit levels are likely to continue to rise, pushing the nation closer to the brink of fiscal disaster

    The Fabric of Time Myth

Back in the days of Ice and fog, on a cold and bitter morning, when the snow fell so high it blotted out the low rising sun, Time came down from the heavens as a naked lamb. “I am cold,” she said. “Who amongst you will weave me a garment strong enough to see me through these bitter days?

An investigation into the preparation of consolidated statements for holding companies

    Get PDF
This treatise is intended for those who are interested in the compilation and presentation of Consolidated Statements, which disclose the trading results and the financial position of a group of companies. The aim of the writer has been to explore methods which would simplify the actual preparation of these Statements. The novel methods suggested are suitablç,not only to the practising accountant or the secretary who may be required to make up Consolidated Statements for a large and complex group, but also to the student for examination purposes. In the many examples given the same designations for members of the group have been used to avoid confusion to the reader, while diagrams are freely employed to assist him in grasping the essential facts of each group under consideration. The original intention of the writer was to deal only with the more complex groups, but it was soon realised that the con anal methods of preparing Consolidated Statements, as outlined in accountancy test books, were not adaptable and accordingly, after much trial and error, an entirely new method was evolved. It was also found that the new method, when introduced to simple groups, made the preparation of Consolidated Statements simple and straight forward. The treatise was therefore enlarged so as to deal with the subject from the beginning. Chapters I. to VI. (omitting perhaps the section in Chapter II. dealing with Preference Shares and the gearing of the share capital structure in the valuation of shares) form really a treatise in themselves, suitable for the student who may be studying the subject in order to acquire sufficient knowledge to pass a professional examination of one of the accountancy bodies. Chapters VII. and onwards (Part 2) deal with the more difficult points and the larger group, which may be encountered in practice. It is fully realised that the method of treating certain matters is controversial. Up to date, however, it cannot be said that any definite rules have been laid down in regard to the constitution of Consolidated Balance Sheets and Consolidated Profit and Loss Accounts. As Consolidated Statements now form part of the annual accounts of a company, it has seemed to the writer and many of his colleagues that the moment is ripe for a more general agreement upon the accounting principles adopted and the methods used. This treatise is offered as a contribution towards that end

How to Teach Oral Reading In Intermediate Grades

In everything, we attempt to de some phase of reading is required. Teaching reading in the fourth grade is the stepping stone to solving the many problems that confront us in life. How well we shall be able to solve these problems depends upon our understanding of them, and this understanding will come about largely through reading. The Intermediate School must see to it that every child who leaves school is able to use books and libraries. Suppose we may assume a person earns a living by an occupation in which reading is not necessary; if he has not learned to read, he has been trained only to exist. He is unfit to function in vital social relationships and is unfit to enjoy one of the most valuable means of leisure recreation. The purpose of this discourse is to show that a real ability in reading will almost always lead to success in school life. It will make school life happier and more profitable and will reap large benefits In outside of school. life of the people both during his years in school and after he leaves it. It is also to show that if the child to® carries ever into the higher grades this training which he gets will help him get an understanding of and solve the problems of life. The materials used in the contents of this thesis have been obtained through research work in the library of Prairie View College, The Gregory Elementary School, and information gleaned from classwork as an Intermediate Teacher
