The Partnership Bill 2003: unnecessary tinkering or much-needed reform?
Purpose - To examine the nature and merits of the proposed changes to partnership law contained in the draft Partnership Bill published in the Law Commission's Partnership Law Report (2003). Design/methodology/approach - Sets out how the proposed Bill differs from the current law of partnership (contained in the Partnership Act 1890 and the Limited Partnerships Act 1907), looking at the definition of 'partnership', the introduction of separate legal personality, the provisions governing partners' duties, partnership finances, liability, the departure of partners, termination of the partnership and limited partnerships, and the introduction of new 'special limited partnerships' (which have no separate legal personality). Findings - Concludes that although there are weaknesses in the proposed Bill, with a few minor amendments 'it could provide the statutory basis for partnership law for at least another century'. Originality/value - Offers an overview of the changes that will be made to partnership law if the draft Partnership Bill is adopted in its current form
Access to justice in the community courts: a limited right?
This article examines access to the European Court of Justice under Art.230 EC, relating to judicial review, and submits that the approach to locus standi for natural and legal persons under that article is both inconsistent and inappropriate. It is argued that other avenues of redress are often limited, the European Court of Justice has contradicted its own jurisprudence from other areas, the judicial review process has the potential to reduce the Community's democratic deficit, the jurisprudence is out of step with that of Member States and the approach contravenes rights protected by the Charter of Fundamental Rights of the European Union. The article concludes with proposals for reform of Art.230 EC

Quantum Spectra of Triangular Billiards on the Sphere
We study the quantal energy spectrum of triangular billiards on a spherical
surface. Group theory yields analytical results for tiling billiards while the
generic case is treated numerically. We find that the statistical properties of
the spectra do not follow the standard random matrix results and their peculiar

Statistical Properties of Many Particle Eigenfunctions
Wavefunction correlations and density matrices for few or many particles are
derived from the properties of semiclassical energy Green functions. Universal
features of fixed energy (microcanonical) random wavefunction correlation
functions appear which reflect the emergence of the canonical ensemble as the
number of particles approaches infinity. This arises through a little known
asymptotic limit of Bessel functions. Constraints due to symmetries,
