Participatory budgets of Polish major cities during Covid-19
PURPOSE: This article aims to determine the "resilience" of solutions adopted in Poland in the
scope of participatory budgeting regarding the crisis in the economy.DESIGN/METHODOLOGY/APPROACH: Multiple case studies as the research tool was used. It
enabled a multi-faceted analysis of the functioning of participatory budgets (PB). Firstly - a
review of the literature on the subject of PBS, secondly - an analysis of the legal sources
regarding the PBs in Poland; thirdly - an analysis of information available on the websites
and in the source, documents published by individual main regional 17 cities in Poland,
associated with the implementation of PB procedures in 2019 -2020.FINDINGS: Data obtained from individual city offices concerning the distribution of the
procedure over time and the decisions made regarding the shape of PB in 2020 indicate a
relatively strong impact of the pandemic on the implementation of PB in the studied cities.
Changes in the scope of schedules, reduction in the pool of funds, changes in the scope of
consultation processes, or changes in the proper voting methods constitute apparent
consequences of the pandemic's impact on the PB processes.PRACTICAL IMPLICATIONS: The research shows that earlier implementation of remote voting and
the strengthening of the inhabitants' belief in the importance of PB can undoubtedly have a
significant impact on the strengthening of PB processes. Also, the ability of citizens and
municipalities to use new technologies both in designing PBs and voting will be essential to
strengthen the PB process in crisis times.ORIGINALITY/VALUE: The analysis carried out indicates some of the problems in implementing
(mandatory) PB processes under crisis conditions. It, therefore, provides an opportunity for
discussion regarding the purposefulness and optimal scope of introducing legal regulations
concerning PB while indicating the potential threats associated with this.The project is financed by the Ministry of Science and Higher Education

Changes in the Attitudes of Y Generation Members towards Participation in the Activities Municipalities in the Years 2008-2017
The presented research results cover a comparative analysis of cyclical surveys about attitude to social participation conducted among students (members of Y generation) of Wroclaw's economic universities in 2008, 2013 and 2017. The basic purpose of the study is to compare the attitudes to social participation of students at similar stages of life (students) and at similar age over the years 2008-2017. The second aim is to answer the question whether these attitudes have changed with the introduction of active participation of citizens through the use of the participatory budget. The survey included 40 problematic questions. In the majority of them a five-step Likert scale was applied.
The results of the survey show that the dating analysed period surveyed groups of questioned young Poles had very low interest in gmina financial activity but it was slightly rising. The feeling of real influence on local issues among the respondents is slowly rising what may result, among other things, from the fact that the processes of participatory budget in municipalities became widespread. Additionally, the percentage of people who do not feel the need to increase their impact on municipal affairs continues to raise what can be caused by existing more satisfactory possibilities for citizens to participate in the activities of municipalities
Participatory Budgeting in Poland – Finance and Marketing Selected Issues
This article is an attempt to present and analyse the changes in the scale and scope of the significance of participatory budgets introduced in the years 2014-2016 in most Polish cities with district rights (MNP), as well as to determine the importance of activities in the field of marketing communication for the effective implementation of the objectives related to its functioning. The analysis carried out in the article concerning PB development in MNP clearly indicates the rise of interest of this form of citizens’ participation in deciding about MNP expenses. Simultaneously, differences in scale and range of implemented PB among examined groups might be visible. As an example, the city of Wrocław shows that an adequate marketing communication of the city as well as local project leaders with inhabitants is a fundamental factor influencing forming an active participation among inhabitants
Znaczenie badania ergospirometrycznego w diagnostyce choroby wieńcowej
Choroba wieńcowa obejmuje stany niedokrwienia mięśnia sercowego wiążące się ze zmianami
w tętnicach wieńcowych. Dławica piersiowa jest zespołem klinicznym charakteryzującym
się bólem związanym z niedokrwieniem mięśnia sercowego. Częstość dławicy zwiększa się
wraz z wiekiem u osób obojga płci. W wytycznych ACC/AHA kardiologiczną próbę wysiłkową
zaleca się jako pierwsze badanie u pacjentów w stanie stabilnym z podejrzeniem dławicy,
jednak czułość i swoistość ograniczają wartość tej metody. Analiza wymiany gazowej w trakcie
wysiłku fizycznego w badaniu ergospirometrycznym u osób w chorobą wieńcową odzwierciedla
wcześniejsze osiągnięcie AT, zmniejszenie DVO2/DWR oraz spadek pochłaniania tlenu względem
częstości rytmu serca (O2pulse). Dzięki analizie metabolizmu tlenowego badanie ergospirometryczne
ma większą czułość i specyficzność niż kardiologiczna próba wysiłkowa. Analiza
gazów oddechowych może być również przydatna w diagnostyce choroby wieńcowej u pacjentów,
u których istnieją nieprawidłowości w spoczynkowym zapisie EKG uniemożliwiające
rozpoznanie niedokrwienia
Influence of PPARγ agonists and polymorphism Pro12 Ala on blood pressure values in patients with type 2 diabetes. Initial coverage
Wstęp Receptor aktywowany przez proliferatory peroksysomów
γ (PPARγ, peroxisome proliferator-activated
receptor-γ) jest czynnikiem transkrypcyjnym
o szerokim spektrum działania. Zaburzenia jego ekspresji,
uwarunkowane wariantami polimorficznymi
genu, są nierzadko odpowiedzialne za otyłość, insulinooporność,
a także nadciśnienie tętnicze.
Celem pracy była ocena wpływu agonisty receptora
PPARγ (roziglitazon) na wartości ciśnienia tętniczego
u chorych na cukrzycę typu 2 w zależności od
polimorfizmu Pro12Ala receptora PPARγ.
Materiał i metody U 45 pacjentów z niewyrównaną
metabolicznie cukrzycą typu 2 i insulinoopornością,
leczonych pochodnymi sulfonylomocznika i metforminą,
dołączono roziglitazon w dawce 4 mg/d.
U wszystkich chorych oznaczono polimorfizm
Pro12Ala [SnaPshot; ABI PRISM310]. Przed i po
22-tygodniowej terapii roziglitazonem dokonano
oceny wartości ciśnienia tętniczego (średnia z 3 pomiarów).
Pozostałe badania wykonano za pomocą
rutynowych metod laboratoryjnych.
Wyniki U 12 osób ustalono genotyp Pro12Ala, a u 33
chorych genotyp Pro12Pro. Po zastosowanej terapii
stwierdzono istotne statystycznie obniżenie ciśnienia
skurczowego (przed leczeniem: 145,35 ± 20,25 mm Hg vs. po leczeniu: 139,40 ± 15,39 mm Hg; p < 0,045).
Składowa rozkurczowa również uległa obniżeniu,
jednak w stopniu nieistotnym statystycznie (przed
leczeniem: 86,37 ± 10,77 vs. po leczeniu: 83,73 ± 10,19 [mm Hg]; p = 0,170). Uwzględniając genotyp
badanych, obniżenie ciśnienia tętniczego obserwowano
jedynie u pacjentów posiadających jeden
zmutowany allel (p < 0,023). U pacjentów z genotypem
Pro12Pro nie wykazano istotnego statystycznie
zmniejszenia wartości ciśnienia tętniczego (p = 0,307).
Wnioski 1. Egzogenna stymulacja receptora PPARγ
przebiega z istotnym spadkiem skurczowych wartości
ciśnienia tętniczego. 2. Efekt hipotensyjny rozyglitazonu
dotyczy przede wszystkim chorych z genotypem
Pro12Ala.Background PPARγ is a transcriptor factor with wide spectrum
activity. Its expression disorders, connected with polymorphic
variants, are responsible for obesity, insulin
resitance and also hypertension.
The aim of this study was to assess the influence of PPARγ
agonist (roziglitazon) and polymorphism Pro12Ala of this
receptor on blood pressure values in type 2 diabetes
Material and methods In 45 patients, who were treated
sulfonylurea and metformin with inadequate metabolic control
and insulin resitance, rosiglitazone 4 mg per day was
administered. Polymorphism Pro12Ala was estimated
[SnaPshot; ABI PRISM310]. In 45 patients with type 2 diabetes
before and following 22 weeks of rosiglitazone therapy
blood pressure valuses were estimated (mean of three
measurments). Other tests were conducted using routine
lab tests.
Results A heterozygous genotyp Pro12Ala was found in 12
patients and and a homozygous genotyp Pro12Pro in 33
patients. Following rosiglitazone therapy a statistically significant
downward tendency of systolic blood pressure
valuses was noted (before: 145.35 ± 20.25 mm Hg vs. after:
139.40 ± 15.39 mm Hg; p < 0.045 ). A downward tendency
of diastolic blood pressure valuses was observed as
well, but it did not achieve significance level (before: 86.37
± 10.77 vs. after: 83.73 ± 10.19 [mm Hg]; p = 0.170).
Blood pressure reduction was noted only in patients with
genotype Pro12Ala PPARγ (p < 0.023). A statistically significant
downward tendency of blood pressure was not
noted in patients with Pro12Pro genotype (p = 0.307).
Conclusions 1. Exogenous stimulation of PPARγ receptor
is connected with statistically significant downward tendency
of systolic blood pressure values. 2. Hypotensive effect
of rosiglitazone appears first in all patients with
Pro12Ala genotype

Celem pracy jest przedstawienie nowoczesnych wskazań do leczenia głuchoty u osób dorosłych metodą implantacji ślimakowej. Głównymi wskazaniami do zastosowania wszczepu ślimakowego są znaczny lub głęboki obustronny niedosłuch odbiorczy przy braku korzyści ze stosowania aparatów słuchowych. W procesie kwalifikacji chorego do implantacji istotne są oceny audiologiczna, otoneurologiczna, otochirurgiczna, radiologiczna, logopedyczna oraz psychologiczna. Autorzy przedstawiają ogólne zasady działania implantu ślimakowego oraz technikę operacyjną. Przedstawiono zasady rehabilitacji chorego po operacji, w której uczestniczy zespół złożony z audiologa, inżyniera biomedycznego, logopedy i psychologa.The aim of this paper was describing the modern indications for deafness treatment in adults with cochlear implantation method. The main indications for cochlear implant are considerable and profound sensorineural hearing loss with no benefit from hearing aid use. The examination by audiologist-otoneurologist, radiologist, speech therapist and psychologist is very important during qualification process for cochlear implantation. The authors present general principles of cochlear implant action and surgical technique. W artykule poruszono problematykę świadomego realizowania celów wizerunkowych przez pracodawców w środowisku Internetu. Celem artykułu jest wskazanie i charakterystyka działań z zakresu kształtowania wizerunku i budowania marki pracodawcy w Internecie, zwłaszcza w segmencie odbiorców najaktywniej korzystających z tego medium (pokolenia Y). W pracy wykorzystane zostały badania typu desk research, obejmujące analizę wyników dotychczas opublikowanych badań dotyczących kształtowania wizerunku pracodawcy, analizę charakterystyk generacji Y oraz analizę działań z zakresu kształtowania wizerunku i zewnętrznego employer brandingu podejmowanych przez pracodawców w obszarze Internetu, z uwzględnieniem prezentacji studiów przypadków stanowiących przykłady dobrych praktyk w badanym zakresie.This article deals with issues of knowingly realising the image goals of employers in the Internet environment. Problematyka tworzenia i dostarczania klientom wartości przez przedsiębiorstwa wydaje się być jedną z najistotniejszych kwestii na współczesnym silnie konkurencyjnym rynku usług bankowych. Celem artykułu jest przybliżenie pojęcia wartości oraz atrybutów ją determinujących, a także wskazanie w jaki sposób banki mogą kreować wartość dostarczaną swoim klientom. Cześć teoretyczną uzupełniają wyniki badań przeprowadzanych corocznie przez Pentor, ukazujące opinie Polaków na temat wartości usług bankowych, z których korzystali w latach 2004-2009.Creation and delivery of customer value is one of the most important issues for banking in the light of the increasingly competitive market. Marketing in banking sector is inherently based on exchange processes – namely, transactions made between the bank and its customers, and related to exchange of certain values. Banking customers evaluate market offers from the viewpoint of prospective values – they strive for maximization of those values, while at the same time appraising the cost incurred in the process. They have certain expectations with regard to the value of services offered, and those expectations shape their behavior. This paper presents the notion of customer value and its determinants, as well as the ways to improve customer value creatio
