One Foundation's Story: The New Hampshire Charitable Foundation Makes a Significant Impact With Public Policy

This paper, "One Foundation's Story," was prepared for the first Community Foundation Colloquium, which has been organized by the Aspen Institute's Nonprofit Sector Research Fund to encourage community foundations to develop their organizational capacity for effectiveness beyond traditional financial measures of success, such as asset size and grantmaking. This particular paper tells the story of how the New Hampshire Charitable Foundation developed as an organization to make a significant, positive, social impact on the state of New Hampshire by employing activities that helped shape public policy as a means of addressing issues on a systemic level, and securing broader social change. While this should be viewed primarily as one organization's story, and not a prescriptive model for all foundations, the paper's secondary goal is to inspire spirited discussion, offer suggestions for performance, and share information that might be useful to other community foundations interested in broadening and deepening their community impact by becoming involved in government-related decisions that shape social programs and influence the lives of people in their states

Meaningful measures for individuals' realities: evidence from the JUBILEE project

Reality differs according to the individual's perception : this is a statement of the obvious. How to deliver appropriate library and information services to fulfil those individuals' requirements is not obvious. Measures of success are needed to form the basis of service planning.These measures must be meaningful for individuals, both users and managers, if the goal of designing and delivering library and information services to meet individuals' realities is to be realised. Contexts are changing for individuals: the fast developing world of electronic information services (EIS) provides individuals with new opportunities and new threats. It is against this background that the JUBILEE project was launched.This paper will use evidence from JUBILEE to present the issues underlying the development of an evaluation toolkit for managers of EIS, which will take into account differences between individuals, between disciplines, and between institutions

Selling the JUBILEE Project: issues arising from a methodology

This article, inspired by JUBILEE project fieldwork, is influenced by van Leeuwen and Leeuw's work on the growing negative attitude towards market research. While the JUBILEE team, as academic researchers, were not making a sales pitch, they were trying to sell the project to putative participants. Issues discussed include length - and degree of difficulty - of questionnaire; how to sell a questionnaire; and how to identify key prospects for interviews and focus groups. Through the experiences gained, the JUBILEE researchers were able to identify key points of good fieldwork practice in relation to the issues discussed

Effects of ion irradiation on conductivity of CrSi_2 thin films

Electrical resistivity measurements are used to study damage in CrSi_2 thin films induced by Ne, Ar, or Xe ion irradiation over a fluence range of 10^(10)–10^(15) ions cm^(−2). Irradiation produces a factor of 5–12 increase in film conductivity at the higher fluences. The influence of defect generation and recombination is evident. We speculate that formation of a compound defect is a dominant factor enhancing film conductivity. A temperature dependence at low fluences is reported and tentatively identified

Security, peace and development: Unpacking discursive constructions of wartime rape and sexual violence in Syria

The ‘rape-as-a-weapon’ of war narrative has been particularly influential in the securitization of sexual violence. Drawing upon ideas about the fetishization of Conflict-Related Sexual Violence (CRSV) (Meger 2016a, 2016b), this article unpacks the language used within this security paradigm. Using an original case study, discourse analysis is used to unpack how policymakers, activists and the news media construct a ‘truth’ about rape and sexual violence committed in Syria. It is argued that the international political economy of this conflict is being obscured by a biopolitical security agenda that prioritizes CRSV. The foreign policy implications of this security narrative are reviewed within the broader context of International Peace and Development. Using secondary data analysis, this study examines how gendered dimensions of the Syrian conflict interact with global economic and local state/military practices to (1) reinforce existing patterns of violence against women and girls and (2), expose them to new forms of Gender-based Violence. Analyzing concepts such as ‘rape-as-a-weapon of war’ and terms such as ‘widespread’ and ‘systematic’, findings suggest that the selective focus on wartime rape and sexual violence in Syria, particularly by extremist groups, precludes an understanding of the complexities of conflict violence and impedes efforts to eliminate it

Chemical effects in ion mixing of a ternary system (metal-SiO_2)

The mixing of Ti, Cr, and Ni thin films with SiO_2 by low‐temperature (−196–25 °C) irradiation with 290 keV Xe has been investigated. Comparison of the morphology of the intermixed region and the dose dependences of net metal transport into SiO_2 reveals that long range motion and phase formation probably occur as separate and sequential processes. Kinetic limitations suppress chemical effects in these systems during the initial transport process. Chemical interactions influence the subsequent phase formation

Gender and the Violence(s) of War and Armed Conflict

Drawing on historical and contemporary case studies, Gender and the Violence(s) of War and Armed Conflict delves into visual as well as text-based materials to unpack gender-based violence(s) perpetrated and experienced by both genders within and beyond the conflict zone. Considering examples of old and new wars ranging from the Holocaust, the 1971 Liberation War in Bangladesh; and the armed conflicts in the DRC, Iraq, Syria and Darfur, this book uncovers sexualised, genocidal and reproductive violence against both genders. Crucially, the author showcases examples of male victimisation, and thus redresses gaps within the literature. In particular, as part of an original gendered analysis of the war on terror, Banwell unpacks women’s involvement in sexual violence against male prisoners at Abu Ghraib. By going beyond instances of interpersonal violence, and looking additionally at structural forms of gender-based violence, state violence, institutional violence and climate variability, this book broadens our understanding of both the causes and consequences of modern conflicts. Through her critique of gender essentialism, the author challenges gendered notions of who ‘is dangerous’ and who is ‘in danger’ during war/armed conflict. Eclectic in its approach, and multi-disciplinary in scope, Banwell’s text is illuminating reading for academics, students and professionals working with war-affected populations
