    NOXOLOGICAL APPROACH TO ENVIRONMENTAL PROTECTION AND HUMAN LIFE ACTIVITY SAFETY: RISKS OF MODERN DANGERS

    The purpose of the article: The purpose of the article is to theoretically substantiate the noxological approach to the definition of mechanisms to counter the risks of modern hazards. Materials and methods: The key ideas of the noxological approach in the framework of this study are environmental preservation and human life-activity safety. The research is based on the methodological principles and leading ideas of environmental protection and human life-activity safety, presented in the context of social ecology, the concept of sustainable development of environmental safety, in the environmental paradigm, in the co-evolutionary paradigm of environmental ethics. Results of the research: The authors attempt to create a theoretical model of noxological approach to countering the risks of modern hazards in environmental preservation and human life-activity safety. The systematization of the basic concepts of the noxological approach as an independent scientific direction is carried out; the regularities and sources of the hazards’ emergency are established; the taxonomy of hazards is determined; the prototype of the hazard passport is justified. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of noxological approach to environmental protection and human life activity safety: risks of modern dangers is presented in a comprehensive and complete manner

    Management effectiveness of students socialization as a development imperative of cultures dialogue and civilizations partnership

    © 2016, Econjournals. All rights reserved.The relevance of the study is conditioned by the ways’ search to prevent the civilizations’ clash and to settle local inter-civilizational conflicts. In the context of globalization the world is increasingly integrated into a single wholeness which is constantly faced with the necessity of cultural pluralism in problems’ solving of contemporaneity. At the end of the twentieth century, with the initiative of the United Nations the idea of an “Alliance of civilizations” appeared aimed at eliminating of the gap between Muslim and Christian communities. The society demanded from research universities training of professionals, which are not only competitive in the labor market, but also possess civil position, ready to self-realization and construction of their own life in the flux of social transformations. The article is aimed at clarifying of the management peculiarities of National Research University students’ socialization as a development imperative of the cultures’ dialogue and civilizations’ partnership. The leading method is the method of action research, allowing to obtain new knowledge about the interaction processes of socialization, cultures’ dialogue and civilizations’ partnership and to develop the management mechanism of National Research University students’ socialization as a development imperative of the cultures’ dialogue and civilizations’ partnership. The article reveals the essence of socialization, cultures’ dialogue and civilizations’ partnership; gives the characteristic of professional education as agent of socialization; clarifies universal mechanisms of socialization (traditional, institutional, stylized, interpersonal, reflexive); determines pedagogical principles (dialectic inclusion of national culture in national and world culture system, multicultural identity and self-actualization of personality, axiological, multiculturalism) of management of National Research University students’ socialization as a development imperative of the cultures’ dialogue and civilizations’ partnership; clarifies pedagogical tools (content and technology) and pedagogical conditions (inclusion in the educational content of the educational material that provides the dialectical relationship between national identity of the learners with the development of social and moral norms of behavior; formation of the system of cultural imperatives; the formation of an integrated poly-cultural worldview in all agents of socialization) of management effectiveness in National Research University students’ socialization as a development imperative of the cultures’ dialogue and civilizations’ partnership; presents the developed management mechanism in the socialization of students of National Research University as a development imperative of the dialogue of cultures and partnership of civilizations. The paper submissions can be useful for teachers of research universities; specialists of centers of qualification improvement and personnel retraining the selection and structuring of the content for the training of scientific and pedagogical staff of research universities

    Enhancement of Rashba coupling in vertical In(0.05)Ga(0.95)As/GaAs quantum dots

    PACS number(s): 71.70.Ej, 72.25.Dc, 73.63.NmWe study the spin-splitting energies in low-potential-barrier quantum dots, ïŹnding splitting energies that are orbital state dependent. The theoretical analysis is done with a generalization of the Fock-Darwin states in the presence of spin-orbit interactions. We discuss experimental evidence indicating that the Rashba interaction strength in vertical InxGa1−xAs/GaAs quantum dots is in the range 80 meV A˚ λR 120 meV A. This enhanced ˚ spin-orbit interaction can be understood from the high penetration of the electron wave function into the quantum well with low-potential barrier.L.S. was supported by the MICINN (Spain) Grant No. FIS2008-00781.     Objective: to analyze joint activity of state power bodies, local self-government bodies and civil society institutions to research the condition and reasons for corruption, as well as for studying the efficiency of corruption counteraction measures. Methods: comparative-legal, logical, formal-juridical. Results: The results of carried out complex anti-corruption activities, elaboration of recommendations for reducing conditions for corruption, minimization of consequences of corruptive breaches and improving anti-corruption work show that corruption load reduced due to elimination of corruptive schemes and non-profile burden on prime cost, the economic effect of the carried out work allowed to save for the budget and prevent inefficient expenses for almost 2 billion rubles, and to increase the efficiency of preventive measures aimed at corruption constraint. Scientific novelty: The article analyzes the issues of anti-corruption measures implementation in Tatarstan Republic by the state power bodies (in particular, financial control bodies) and local self-government bodies in cooperation with civil society institutions. The authors propose introducing the institution of working groups on the corruption counteraction issues, formed at coordinative and consultative bodies, state power and local self-government bodies. Practical value: The presented practice of anti-corruption work, as well as organizational model formed in Tatarstan Republic for corruption prevention, can be recommended for practical usage by other subjects of the Russian Federation with a view of increasing the efficiency of corruption prevention measures, strengthening the purposeful anti-corruption activity both at federal, regional and municipal levels

    Civil law regulation of investments combines regulations from different industry sectors and is characterized by its complexity. An efficient type of investment in the digital infrastructure of the construction industry is a financial lease. The purpose of the study is to characterize the civil law regulation of a financial lease. The methodological basis was the technical and legal method that ensures the effectiveness of the analysis of civil law regulation of a financial lease, the adequacy of the assessment of concepts and legal structures. The following results of the study have been obtained: the content of the international financial leasing transaction and the essence of a financial lease in Russia have been determined; particular aspects of the implementation of the UNIDROIT Convention in Russia have been identified. The content of the international financial leasing transaction reflects a threeway process with the participation of the equipment seller, lessor and lessee, who are linked by a supply contract and a lease contract. In Russian legislation, the term «financial lease» is used. The essence of a financial lease reflects both a lease contract with elements of sale in conjunction with the purchase option and the type of secured financing. Particular aspects of the implementation of the UNIDROIT Convention in Russia are due to different terminology and are associated with cross-border leasing. A draft federal law is undergoing a regulatory impact assessment, which provides for the introduction of a financial lease concept. Civil law regulation of leasing relations will ensure the effectiveness of attracting investments in order to improve the digital infrastructure of the construction industry

    Experimental study of energy relaxation of hot electrons on liquid helium-4

    We report an experimental investigation of energy relaxation of surface electrons on superfluid helium-4. Electrons are heated by resonant microwave radiation which excites electrons from the ground subband to the first excited subband. The conductivity of electrons is measured under applied microwave radiation and a change of conductivity due to the population of higher excited subbands is recorded. Experimental data are reproduced by numerical calculations, based on a theoretical model developed previously. Fitting calculated data to experimental data allows us to obtain information about energy relaxation of surface electrons. Our results support theoretical predictions for energy relaxation due to two-ripplon emission
