    Research Data Management (RDM) at the University of Ghana (UG)

    This article explores Research Data Management (RDM) at the University of Ghana (UG). It emphasises on institutional awareness and attitudes, and whether the University Library is officially supporting this emerging strategic interest in research focused Higher Education Institutions (HEIs). Purposive sampling was used to select information-rich respondents from across the University (i.e. Librarians, Research Administrators, ICT Managers and Senior Researchers) who were interviewed on a range of issues about RDM. Institutional documents were also reviewed to corroborate the primary data and get a deeper understanding of the research problem. The study shows that while RDM is recognised at the institutional level as good research practice and integrity issue, the concept is tenuously understood in the local community. Unsurprisingly, however, there was a general appreciation and awareness of the need for RDM and the implications for such critical concerns as security, integrity, continuity and institutional reputation. The library is yet to take a strategic approach to RDM issues and there is clearly a dearth in RDM expertise within the library system. The study recommends that the library must be proactive in advocating and promoting RDM issues at UG, but first, the Librarians must take advantage of numerous existing opportunities to build their capacity. &nbsp

    The purpose of this study was to assess Research Data Management (RDM) capabilities at the University of Ghana (UG). The study focused on four key capability elements: policy framework, technological infrastructure, skills and knowledge, and support services. It explored the extent to which RDM is embedded in research practices at UG and provides insight into the preparedness of UG to develop RDM. A qualitative case study method was adopted for the study and data was gathered using semi-structured interviews and document analysis. The instrument for the assessment was informed by the Collaborative Assessment for Research Data Infrastructure and Objectives (CARDIO) Matrix tool and respondents were drawn from the Library, IT department, Research Office and senior researchers. The results of the study show that RDM at UG is currently underdeveloped but with immense potential for growth. Though there is no formal RDM infrastructure in place, RDM is considered an essential research integrity issue. Capabilities were generally found to be limited, uncoordinated and not officially instituted. The study recommends that a clear and comprehensive policy framework for RDM should be developed to articulate RDM aspirations and express management’s commitment. It also recommends that research support staff should be supported to build their capacity for RDM promotion and support

    Developing an implementation plan for research data management (RDM) at the University of Ghana

    The current global and data intensive outlook of research provides new opportunities and challenges for HEIs including effective and sustainable RDM. As a growing area of interest in the global research arena, experiences from developed countries have dominated the body of literature on RDM. This study is in part, to fill this gap by assessing the state of the art of RDM and institutional preparedness at the University of Ghana (through existing data management activities and capabilities) in order to develop a plan for implementation. The study used a qualitative case study method and gathered data using semi-structured interviews and document analysis. Thematic analysis method was used to analyse the data collected. A total of seven respondents (five service providers and two senior researchers) were selected purposively using two sampling techniques ("priori criteria sampling" and snowball sampling). Criteria were set for their inclusion and each respondent provided information about institutional support, capabilities, policies and expectations on RDM. The findings of the study revealed a number of RDM related activities, these include support for collaborative research, support for data analysis and computational science, guidance on RDM and grant applications as well as support for storage and high-speed connectivity to facility the research enterprise at UG. In terms of capabilities, no specific RDM policy was identified, existing infrastructure identified include an HPC cluster, a private cloud facility (HP Cloud Matrix), an Institutional repository (UGSpace), an institutional Google Drive platform, data analysis packages (NVivo and SPSS) and a robust network and security infrastructure. These were not necessarily provisioned for RDM purposes. Also, the findings show that staff do not possess the necessary skills or adequate knowledge to fully support RDM at UG. In terms of the specific objectives of the study, the results of the semi-structured interviews and document analysis provided an understanding of the current situation (i.e. requirements, current activities and capabilities at the UG) which is the first objective of the study. These findings were then benchmarked against the EPSRC policy framework following the outline of the DCC CARDIO Matrix and using the optimal desirable expectation or level of development as the standard for comparison. This was useful in identifying gaps in RDM awareness, support and capabilities at UG which is the second objective of the study. To achieve the third objective, which was identifying priority areas for RDM development, the researcher examined both initial findings (i.e. findings on requirements, current activities and capabilities identified under the first objective as well as the gaps identified in the second objective) and proposed six broad areas where UG must focus its RDM development agenda. Finally, the six broad areas proposed in objective three were further cascaded into a number of specific initiatives and tasks to be implemented. This was done taking cognisance of the potential of current infrastructure, gaps identified in institutional awareness and capabilities as well as essentials for a cultural changed. The study concluded that RDM at the University of Ghana is currently underdeveloped but with immense potential for growth. While a few RDM related activities were identified, existing capabilities were generally found to be inchoate, uncoordinated and not formally instituted. The study recommended six main areas where the UG should focus RDM development, these include: constituting a steering group to spearhead and coordinate RDM development at the UG, developing a coordinated policy framework for RDM at UG, streamlining existing technical infrastructure to support data management requirements, creating opportunities for RDM training and capacity development for professional staff, researchers and students, developing services to support requirements, and exploring internal funding strategies to facilitate RDM development and support at the UG.     Travel behaviour prediction amid covid-19 underlaying situational awareness theory and health belief model

    Travel and tourism have been hard-hit by COVID-19, and people have been forced to cancel travel plans due to governments being forced to implement travel bans to curb infection dissemination. Therefore, this study investigates the influence of situational awareness for adopting health-protective behaviours such as postponed travel plans. We used the theory of situational awareness (SAT) coupled with the health belief model (HBM) to analyze health-related behaviors. Data from a cross-sectional survey of 705 Pakistani and international adults were analyzed using Structural Equation Modelling, during the peak of the COVID-19. The results confirmed that perceived understanding of COVID-19 cause influences perceived severity, understanding of contracting COVID-19 influences perceived susceptibility, and perceived understanding of COVID-19 prevention influences both perceived barriers and perceived benefits. The results further showed that perceived understanding of COVID-19 prevention is a strong predictor of self-efficacy, which ultimately influences health-protective behaviour. In addition, the sentiment analysis revealed that as COVID-19 continues to rise, people are becoming more sentimental and avoiding travel, even during festivals. The outcome of this study demonstrates that situational awareness has an effect on the postulates of health-protective measures and plays a key role in the implementation of protective measures such as canceling travel plans to ensure protection
