The Brazilian Urban Bus Industry: Present Challenges and Future Perspectives
The aim of this contribution is the description and understanding of the present crisis in the Brazilian urban bus sector and to point out new perspectives for the development of this industry. At the beginning, the present structure of the industry as well its modernisation and concentration level is explained. A further section deals with the challenges this industry is now facing, especially due to the rapid motorization the country is now undergoing as well to the invasion of the transport market by illegal operators, and the reaction the regular operators are offering to these challenges. Following this, the new legislation on public procurement procedures for administrative and concessions contracts is presented, which will oblige that these contract are preceded by competitive bidding procedures. In Brazil, the improvement of the efficiency of public transport systems requires the use of Public- Private Partnerships for promoting competitiveness and delivering modern and high quality public services. Experiences from European countries have shown advantages and disadvantages of using PPP in transport projects. Lack of financing in transport infrastructure could deliver opportunities for testing this mechanism in developing countries. The main aim of this study is to understand the crucial role that legal analysis plays in developing new financing transport projects. Assessing performance in interurban coach transport contracts
This paper discusses MFR (Managing for Results) in Coach Transport Contract Management. It presents an Integrated Planning Process and shows how it is possible to merge planning, monitoring and assessing activities into one single framework. After that, we propose a set of performance indicators that are able to cope with both procedural and finalistic performance management requirements. Fiscal Feasibility Assessment Applied to Transport Infrastructure Projects
[EN] The demand for transport infrastructure investment is a latent issue for several countries,
mainly for developing countries. However, investments in major logistics projects should be
carefully evaluated, in order that their deployment induces development without
endangering fiscal sustainability by excessive public indebtedness.
Fiscal accounting practices used currently in the feasibility studies of transport
infrastructures in Brazil are very limited, as they do not consider indirect and induced effects
of the infrastructure investment in the fiscal evaluation. In addition, the corresponding
influence area has not an established delimitation method. The aim of the present paper is to
develop a model for calculating economic and fiscal impacts of transport infrastructure
investment projects that includes the direct, indirect and induced effects within a reference
area do be determined. First, different project assessment guides in Brazil and abroad are
examined with a special focus on the assessment of economic and fiscal impacts of the
projects. Based on the assessment experience and on the definition of the fiscal balance of
an infrastructure project, the next step sets up a framework for the calculation of the impacts,

FEASIBILITY STUDY FOR WATERWAY INFRASTRUCTURE: INTERNATIONAL OVERVIEW AND METHODOLOGICAL RECOMMENDATIONS
[EN] The context in which the waterway transportation is in Brazil makes clear the development need of specific
methodologies for the sector planning. This paper aims to compare the methods of analysis of technical, economic
and environmental viability, adopted in Europe, United States and Brazil, listing the best practices and possible
improvements of the method adopted in Brazil. The analysis of the documents was based on comparative method,
seeking the common elements from its attributes. Each document was analysed in terms of: its structure; type of
impacts; required indicators on each impact analysis; reference values for classification of indicators; and the form
of integrated analysis of different impacts. The study suggests the inclusion of certain changes in the methodology
of calculation and in its combination of tools and parameters used in the measurement of fiscal impacts on the
