A inserção da Bahia no movimento de relocalização da indústria calçadista no Brasil

O processo de instalação de indústrias de bens finais em regiões distantes dos centros tradicionais de produção começou a ganhar força no Brasil a partir dos anos 1990, quando a abertura econômica trouxe para o mercado nacional produtos importados a preços altamente competitivos. Para fazer frente ao aumento da concorrência, empresas dos mais variados segmentos, atraídas por políticas de incentivos implementadas por Estados e municípios como forma de trazer indústrias para suas regiões, começaram a migrar para novos locais em busca de menores custos de produção. Na região Nordeste, o Estado da Bahia foi o destino preferencial de empresas do segmento calçadista, tradicionalmente concentrado no eixo Sul-Sudeste do país. Diante desse contexto, o presente artigo, a partir de estudos bibliográficos, analisa a inserção da Bahia no movimento de relocalização da indústria calçadista no cenário produtivo nacional e propõe averiguar até que ponto essas empresas têm contribuído para o desenvolvimento dos locais onde se instalaram. Os resultados alcançados apontam que tais atividades, embora tenham contribuído para a diversificação e interiorização da matriz industrial baiana, apresentam baixo nível de integração e encadeamento e resultados pouco satisfatórios no que se refere à contribuição para o desenvolvimento dos locais hospedeiro
