Dilemas da saúde: financiamento e descentralização
Aperfeiçoar o financiamento e a descentralização das ações de saúde da União exige visão e soluções integradas com as reformas tributária e orçamentária. Após a Constituição de 1988, aumentou, e muito, a presença dos Estados e MunicÃpios, e o orçamento federal tornou-se marcantemente dependente das contribuições para a seguridade social. Os programas federais de saúde pouco se beneficiaram porque foram comprimidos pela expansão da previdência e ficaram mais expostos à polÃtica de contenção do Tesouro Nacional, não tendo sido montado um adequado esquema de inter-relacionamento com Estados e MunicÃpios. O equacionamento financeiro da seguridade – especialmente o da saúde – nem tão cedo poderá prescindir das atuais contribuições sociais. A vinculação constitucional de receitas não é uma alternativa racional e segura. Propõe-se buscar mudanças graduais e criativas e privilegiar os esforços para melhorar a gestão de saúde pública.The improvement of funding and decentralization of the Government's health actions require wise and integrated solutions involving tax and budget reform. After the 1988 Constitution, the presence of states and municipalities has greatly increased, and the federal budget has become highly dependent on social security contributions. Federal health programs could not benefit much because, first, they have been compressed by an increase in security payouts; second, they became more exposed to the reduction policy by the National Treasury; and, third, this process has not been followed by a suitable arrangement between federal, state and municipal levels. The equation of social security – as far as health is concerned - cannot be achieved in the short term without the current contributions. Constitutional proposed is the search of gradual and creative changes and an effort to improve public health management

As deliberações da Assembleia Nacional Constituinte de 1987/88 sobre o Sistema FinanceiroNacional foram marcadas por inovações e polêmicas. A começar pela opção inédita dese dedicar um capÃtulo especÃfico da Constituição ao tema. Desde os trabalhos iniciais proliferarampropostas tidas como populistas – desde a nacionalização e estatização do sistema bancário, quenão chegaram a ser aprovadas, até a fixação da taxa de juros, consequente crime de usura e anistiapara dÃvidas dos produtores rurais junto aos bancos oficiais. Como paliativo, a eficácia de todas asnormas foram remetidas para posterior lei complementar. Até que, em 2003, emenda constitucionalsuprimiu todos incisos e parágrafos do art. 192 e manteve a remissão, agora no plural, para que asleis complementares regulamente o assunto

the last century, revolves around employment. Wages are the benchmark, either for the
collection of social contributions, or for payment of benefits, such as unemployment
insurance and retirement. This construction will be shaken by the economic and social
revolution that will pass through the automation of the labor process and the expansion
of independent labor. Work will no longer be synonymous only with employment and
it will be necessary to redo that social pact. One of the axes of this structural change in
Brazil will be the Workers’ Assistance Fund (FAT) and the BNDES, so that support for
the worker must take on forms other than that of the signed portfolio, not to revisit the
financing scheme for workers’ investments. To foster this debate, this article rescues the
lessons of John Maynard Keynes to illuminate the reforms needed to face the future.A rede de proteção social aos trabalhadores, vigente desde meados
do século passado, girava em torno do emprego. Os salários são o
referencial, seja para cobrança de contribuições sociais, seja para
pagamento de benefÃcios, como seguro-desemprego e aposentadoria.
Essa construção será abalada pela revolução econômica e social,
que passará pela automação do processo de trabalho e a expansão
do trabalho independente. Trabalho não mais será sinônimo apenas
de emprego e será preciso refazer o pacto social brasileiro. Um
dos eixos dessa mudança estrutural no Brasil passará pelo Fundo de
Amparo ao Trabalhador (FAT) e pelo BNDES, de modo que o amparo
ao trabalhador deverá assumir outras formas que não apenas a
carteira assinada, além de revisitar o esquema de financiamento aos
investimentos. Para fomentar esse debate, este artigo resgata as lições
de John Maynard Keynes para iluminar as reformas necessárias
para enfrentar o futuro
Rendas do petróleo no Brasil: alguns aspectos fiscais e federativos
Bibliografia: p. 265-269.A descoberta das reservas de petróleo e gás na chamada camada do pré-sal colocará as rendas públicas derivadas de sua extração em papel cada vez mais central na agenda nacional de debates econômicos. Procurando contribuir para esse debate, este artigo apresenta um diagnóstico sobre a forma como os royalties têm sido distribuÃdos e aplicados no Brasil. Observa que os critérios de rateio vigentes não atendem a qualquer objetivo de justiça Inter- geracional e geram um excesso de recursos em alguns governos locais, que induz desperdÃcio e ineficiência. O governo federal também não escapa de distorções, pois as vinculações para programas setoriais têm sido descumpridas pela lógica financeira de curto prazo, que contingencia dotações e privilegia o acúmulo de superávit primário em caixa. Nesse cenário, quando se abre um amplo debate sobre o rearranjo institucional dessa matéria, o artigo procura contribuir com alternativas para o novo rateio dos royalties (inclusive simulando os efeitos das eventuais alterações) e diretrizes gerais para uma nova institucionalidade fiscal e federativa.The public income resulted from the oil and gas extraction must play an important role in the national agenda of economic debates, due to the discovery of gas and oil reserves in the pre-salt layer. In order to contribute towards this debate, this article sets forth a diagnostic on the distribution and use of royalties in Brazil. It is Worth noting that the applicable sharing criteria do not meet any purpose of intergenerational justice and, indeed, they generate a funding surplus in some local governments, which may result in waste and inefficiency. The federal government also has some incongruities, since the association for sector programs has been not complied with the short-term financial logic, which gathers donations and also privileges the accumulation of primarily surpluses in cash. In this scenario, when a wide debate is held on the institutional rearrangement of this issue, the article also contribute with alternatives to the new royalties sharing (including a simulation of the potential alteration effects), as well as general guidelines for a new tax and federative institution

Despite the specificities of each relationship, some combinations of operational and financial autonomy and corporate responsibility provide these institutions with better performance and institutional stability to carry out its mandate with a long-term perspective.
