Despite numerous discussions of Korean aid effectiveness, there have been few empirical works on the conditions under which aid is or is not tied, which has a considerable impact on aid effectiveness. Unlike prior works that examine South Korea's fragmented aid system, national interest, and recipient needs, this paper takes a closer look at factors such as the political systems of recipient countries, bilateral trade, and aid sectors.ใ€€It turns out that aid is tied when a recipient country is non-democratic and aid is provided for economic infrastructure and services. This empirical result will help aid providers devise ways to improve the effectiveness of Korea's ODA, which in turn will increase public support for more aid
