THE EVALUATION OF THE RELATIONSHIP BETWEEN URBAN TRANSPORTATION AND SOCIAL EXCLUSION: ANKARA CASE
Sosyal dışlanma kavramı özünde bireylerin veya grupların sosyal, ekonomik ve mekânsal
olarak toplumla entegre olamaması durumunu ifade etmektedir. Bu nedenle sosyal
dışlanma gelir yoksulluğunun ötesinde, refah düzeyi ve kentsel yaşam kalitesi ile doğrudan
ilişkili; sağlık, eğitim, barınma, ulaşım gibi birçok politikayı kapsayan yeni bir sosyal
politika konsepti olarak literatürde yerini almaktadır. Sosyal dışlanma çalışmaları
ülkemizde özellikle son on yıldır ivme kazanmış, dışlanmanın çeşitli boyutlarda ele
alınmasıyla birlikte sosyal içerilmenin sağlanmasına yönelik çeşitli politikalar
geliştirilmiştir. Ancak sosyal dışlanma nosyonu toplumsal katılımın en önemli
belirleyicilerinden biri olan ulaşım bağlamında değerlendirildiğinde literatürde
çalışmaların kısıtlılığını sürdürdüğü görülmektedir. Hâlbuki ulaşım iş, sağlık, eğitim,
rekreasyon gibi birçok fırsata erişimi sağlaması sebebiyle sosyal dışlanma ile ayrılmaz bir
bütündür ve bu yönüyle ulaşım (hareket/erişim) eksikliği bireyin toplum ile etkileşimde
bazı yoksunluklara sebep olmaktadır. Bu noktadan hareketle çalışmada ulaşım ve sosyal
dışlanma arasındaki karmaşık ilişkinin tanımlanarak Ankara kenti ulaşım yapısının sosyal
dışlanmaya etkisinin belirlenmesi, sosyal ve ulaşım dezavantaj(lı)larının ortaya konulması
amaçlanmaktadır.The notion of social exclusion refers to the condition of individuals and groups not being
able to integrate socially, economically and spatially with the wider society. Therefore,
social exclusion, which goes beyond the notion of income poverty, appears as a new social
policy in literature that comprises many policies such as health, education, housing, and
transportation; and that is directly related to welfare and quality of life. Social exclusion
studies in our country has gained momentum especially in the last ten years and several
policies addressing social inclusion has been developed by the help of discussions which
takes into account various dimension of exclusion. Besides, the literature falls short in
terms of studies which discuss social exclusion under the transportation framework, which
is one of the main determinants of social participation. On the other hand, transportation is
an indispensable part of social exclusion since it provides access to many opportunities
such as work, health, education, and recreation. Hence, transportation (mobility/access)
deficiency results in deprivation of individuals from interaction with the community at
large. In this regard, this study aims to put forth the complex relationship between
transportation and social exclusion, discuss the impact of transportation structure on social
exclusion in the case of Ankara and reveal the disadvantaged groups socially in terms of
transportation
