[Excerpt] This report describes the Keystone XL Project as it is proposed in the 2012 Presidential Permit application and the process that the State Department is obligated to complete to issue or deny that application. To the extent that they may affect the State Department’s decision to issue or deny the current permit application, this report discusses selected issues related to the project proposed in 2008 and issues that have arisen since the State Department denied the initial permit application in 2012. This report also summarizes key arguments that have been raised, both for and against the pipeline, by the pipeline’s developers, state and federal agencies, environmental groups, private property owners, and other stakeholders. Finally, the report discusses the constitutional basis for the State Department’s authority to issue a Presidential Permit, and opponents’ possible challenges to this authority

Locked in the Classroom: Teachers Coming Out to Students

In lieu of an abstract, below is the first paragraph of the paper. The use of the S word among students and teachers can become quite controversial. Sexuality is becoming a topic of open discussion, but also one of avoidance. The process of coming out about one\u27s homosexuality is a long and hard progression. This is largely due to people assuming that heterosexuality is the sexual identity of those around them. Due to the assumption of heterosexuality, homosexuals have a harder time coming out to others. This course becomes harder for teachers than for other homosexuals, as teachers are seen as role models for many students and colleagues. Opposing forces have argued that gay and lesbian teachers will recruit students to follow a homosexual lifestyle. Some fear that if homosexual issues are dealt with in school, more students will pursue this way of life. These negative feelings towards homosexual teachers can be expressed by parents, co-workers, and students alike

A calibration technique for a hot-wire-probe vector anemometer

Calibration tests using hot wires were conducted using a newly developed test rig that greatly reduced the data acquisition time. A comparison of measured and computed velocity vector magnitude and direction indicates the necessity of complete probe calibration to determine flow interference and/or operating limitation regions. Calibration results indicate that flow rates with 3 percent accuracy and flow angles with 5 deg accuracy are attainable
