    Changes in the system of organization and financing of culture in Poland in the years 2001-2008

    This article will show the major reforms and changes in public administration system in Poland according to changes in the sphere of culture in the years 2001-2009 and the final form of the culture finance system. The reason of this time horizon is, that before year 2001 the data have been incomplete according to the spatial regional reforms in the local administration systems. I will try to show the effects of changes, such as how new administration and local governments use culture as a part of economic capital of the regions and cities, I will show changes in public expenditures for culture and new possibilities and plans of financing this sphere in Poland.Artykuł ukazuje główne reformy i zmiany jakie zaszły w systemie administracji publicznej, a zwłaszcza w sferze kultury w latach 2001-2009 oraz ostateczny kształt organizacji i finansowania kultury w Polsce. Powodem przyjęcia takiego horyzontu czasowego jest fakt, że przed rokiem 2001 dane mogły być niekompletne z powodu reform systemu administracji lokalnej. W artykule tym podjęta została próba ukazania efektów przeprowadzonych reform, analiza wydatków publicznych na kulturę oraz przedstawione nowe perspektywy i możliwości finansowania tej sfery w Polsce

    This paper focuses on the analysis of expenditure on culture covered by the provincial budgets, taking into consideration the structure of cultural institutions by their types in the years 2003, 2006, 2010 and 2012. To illustrate the diversity of the expenditure on culture by the type of the institutions in particular provinces, one applied the location quotient (LQ), which reflects a spatial distribution of expenditure on culture in relation to reference expenses incurred by the cultural institutions in Poland

    The aim of the paper is to determine the proportion of goods covered by anti-dumping proceedings in the value of import conducted by the European Union between 1995-2012. In the empirical research the eight-digit commodity codes CN8 were used as well as HS2 codes that allow grouping imported commodities covered by anti-dumping proceedings by their manufacturing divisions. In that way a determined classification of commodities was used to describe a comparative advantage. To conduct assessment the modified Ballasa index (Bi) and Grupp/Legler index were used. The result of conducted analysis is determination of groups of commodities that are crucial for export of a given country

    Hierarchical Cont-Bouchaud model

    We extend the well-known Cont-Bouchaud model to include a hierarchical topology of agent's interactions. The influence of hierarchy on system dynamics is investigated by two models. The first one is based on a multi-level, nested Erdos-Renyi random graph and individual decisions by agents according to Potts dynamics. This approach does not lead to a broad return distribution outside a parameter regime close to the original Cont-Bouchaud model. In the second model we introduce a limited hierarchical Erdos-Renyi graph, where merging of clusters at a level h+1 involves only clusters that have merged at the previous level h and we use the original Cont-Bouchaud agent dynamics on resulting clusters. The second model leads to a heavy-tail distribution of cluster sizes and relative price changes in a wide range of connection densities, not only close to the percolation threshold.Comment: 10 pages, 6 figure

    Voter model dynamics in complex networks: Role of dimensionality, disorder and degree distribution

    We analyze the ordering dynamics of the voter model in different classes of complex networks. We observe that whether the voter dynamics orders the system depends on the effective dimensionality of the interaction networks. We also find that when there is no ordering in the system, the average survival time of metastable states in finite networks decreases with network disorder and degree heterogeneity. The existence of hubs in the network modifies the linear system size scaling law of the survival time. The size of an ordered domain is sensitive to the network disorder and the average connectivity, decreasing with both; however it seems not to depend on network size and degree heterogeneity.Comment: (8 pages, 12 figures, for simililar work visit http://www.imedea.uib.es/physdept/
