    This contribution aims to highlight the importance of analyzing the professionals from theEuropean field of power in order to understand the European policy. Using a sociologicalapproach, this article examines the central role of policy experts from mezzo level whichinvolve in European policy-making. After a study of agenda-setting and adoption of theEuropean arrest Warrant just after 9/11, we will focus on the judges and civil servants fromthe national and European institutions, who define the new European extradition law’snormative form.     Relative humidity impact on aerosol parameters in a Paris suburban area

    Measurements of relative humidity (RH) and aerosol parameters (scattering cross section, size distributions and chemical composition), performed in ambient atmospheric conditions, have been used to study the influence of relative humidity on aerosol properties. The data were acquired in a suburban area south of Paris, between 18 and 24 July 2000, in the framework of the 'Etude et Simulation de la Qualit&#233; de l'air en Ile-de-France' (ESQUIF) program. According to the origin of the air masses arriving over the Paris area, the aerosol hygroscopicity is more or less pronounced. The aerosol chemical composition data were used as input of a thermodynamic model to simulate the variation of the aerosol water mass content with ambient <i>RH</i> and to determine the main inorganic salt compounds. The coupling of observations and modelling reveals the presence of deliquescence processes with hysteresis phenomenon in the hygroscopic growth cycle. Based on the H&#228;nel model, parameterisations of the scattering cross section, the modal radius of the accumulation mode of the size distribution and the aerosol water mass content, as a function of increasing RH, have been assessed. For the first time, a crosscheck of these parameterisations has been performed and shows that the hygroscopic behaviour of the accumulation mode can be coherently characterized by combined optical, size distribution and chemical measurements

    La criminalité transnationale organisée (CTO) est devenue un élément majeur des agendas des institutions internationales. La mobilisation de la communauté internationale a donné lieu à un nombre impressionnant de réponses institutionnelles à ce qui a été décrit comme un défi d’envergure mondiale. L’agenda JAI de l’UE n’a pas fait exception, et a constamment inclus la lutte contre la CTO au rang de ses priorités depuis le milieu des années 1990. Afin de comprendre l’état actuel de la stratégie de l’UE contre la criminalité organisée, et en tenant compte des derniers développements en la matière, cet article examine successivement le cadre légal de l’UE, ainsi que ses mécanismes de coopération, et notamment le rôle et le mandat d’Europol et d’Eurojust.Transnational Organised Crime (TOC) has risen up on international institutions’ agenda. The international community’s mobilisation against organised crime has led to an impressive elaboration of institutional responses to what has been depicted as a global challenge. The EU JHA agenda has not been an exception, which has constantly addressed this issue since the middle of the 1990s. In order to understand the current state of the EU strategy against organised crime, this article examines the existing EU legislative framework, as well as the European justice and police co-operation mechanisms (specifically the role and mandate of Europol and Eurojust)
