    Incremental Interpretation: Applications, Theory, and Relationship to Dynamic Semantics

    Why should computers interpret language incrementally? In recent years psycholinguistic evidence for incremental interpretation has become more and more compelling, suggesting that humans perform semantic interpretation before constituent boundaries, possibly word by word. However, possible computational applications have received less attention. In this paper we consider various potential applications, in particular graphical interaction and dialogue. We then review the theoretical and computational tools available for mapping from fragments of sentences to fully scoped semantic representations.     Low-cost, precision, self-alignment technique for coupling laser and photodiode arrays to polymer waveguide arrays on multilayer PCBs

    The first, to our knowledge, passive, precision, self-alignment technique for direct coupling of vertical cavity surface emitting laser (VCSEL) and photodiode (PD) arrays to an array of polymer buried channel waveguides on a rigid printed circuit board (PCB) is reported. It gives insertion losses as good as the best achieved previously, to within experimental measurement accuracy, but without the need for costly active alignment nor waveguide facet polishing and so is a major step towards a commercially realizable low cost connector. Such an optical connector with four duplex channels each operating at 10 Gb/s (80 Gb/s aggregate) was designed, constructed, and its alignment precision assessed. The alignment technique is applicable to polymer waveguide interconnections on both rigid and flexible multilayer printed circuit boards (PCBs). The dependence of optical coupling loss on mis-alignments in x, y and z of the VCSEL and PD arrays allows the precision of alignment to be assessed and its reproducibility on multiple mating cycles of the connector is reported. The first recorded measurements of crosstalk between waveguides when the connector is misaligned are reported. Lateral misalignments of the connector to within its tolerance are shown to have no effect on the signal to crosstalk ratio (SCR), to within experimental measurement accuracy. The insertion loss repeatability is similar to that of single mode fiber mechanically transferable (MT) connectors

    Investigation into Additive Manufacturing for Controlling Thermal Expansion in Optical Applications

    The design of components for the optical industry requires a consideration into the thermal expansion co-efficient of the materials used. Often the body material of an optical system exceeds the thermal expansion of the lens material. This can lead to lens decentre and misalignment. This thesis will investigate the use of additive manufacturing to tailor the thermal expansion co-efficient of the parts produced so that they match the thermal expansion co-efficient of the lens material. Several state-of-the-art additive manufacturing methods are investigated to achieve this. These include metal laser powder bed fusion, polymer fused deposition modelling, and continuous fibre re-enforced polymer fused deposition modelling. A method used to tailor the co-efficient of thermal expansion focuses on the design of the components, while another method focuses on the adjustment of the materials used. The design of an optical system features two metals with different thermal expansion co-efficients which work together to produce a different overall thermal expansion co-efficient similar to the lens material. Another method investigates the use of the low expansion invar alloy, and the controlled expansion aluminium - silicon alloy. Adjusting the elemental constituents by mixing the alloy powders with elemental powders has shown to successfully change the overall constituents of the printed alloy, opening up the avenue for tailoring thermal expansion in-situ with the build process. A promising method of controlling thermal expansion with polymers is shown by introducing inclusions into the polymer filament feedstock material. The introduction of carbon and glass fibres as well as metal and organic particles shows a remarkable ability to adjust the co-efficient of thermal expansion over a wide range. Using a fibre polymer printer, a composite can be printed with a layer of carbon, glass, or Kevlar fibre laid in a predetermined orientation.     Being Blacklisted by China, And What Can Be Learned from It

    Bloomberg, and more recently The Washington Post, have run stories about the visa problems of scholars who contributed to Xinjiang: China’s Muslim Borderland, a volume edited by Frederick Starr and published by M.E. Sharpe in 2004. The Bloomberg piece was exhaustively reported; the reporters who wrote it, Dan Golden and Oliver Staley, conducted interviews with Chinese as well as western participants in the episode, and all in all did a good job with a complicated story. Inevitably, however, the Bloomberg piece creates some misconceptions, and these are as likely to be reinforced as cleared up in news reports that build on it, as the Washington Post story of last weekend shows. Now seems the time both to correct the problematic aspects of the Bloomberg piece and also to discuss lessons we may take away from the entire episode. There are a couple of key issues involved. Of special importance to scholars of China: are you in danger of being banned for what you write? My answer below will be, “not really.” And for universities, grant agencies and other institutions involved in academic exchanges with China, the episode raises the question of what you should do in the face of official Chinese interference in curriculum, research, guest lectures or other academic matters. I will suggest that a strong and collective response, organized by institutions and not left to the affected scholars themselves, is imperative. The reason for such a response is not simply to help individual scholars get visas, but to make the point that academic exchange must be unhampered and reciprocal and to set the right tone for future academic interchange with China

    Enabling prosperity: success factors in Indigenous economic development

    Public discussion about ‘closing the gap’ between Indigenous and non-Indigenous Australians tends to focus on measures such as life expectancy, child mortality, early childhood education, literacy and numeracy, and employment.  These are, rightly, essential markers of health and well-being for all people, and for decades they have provided evidence that Australia’s health and social systems have not met the needs of Indigenous Australians. However, there is another story, one that focuses on the measures of success, as evident in the many thriving Indigenous businesses and corporations around the country.  Across Australia, there is a growing story of economic security and success, in which Indigenous Australians are creating enterprises combining sound business principles with strong cultural and social foundations for the benefit of individuals, families and communities. Urbis was commissioned by Westpac to undertake research into Indigenous business development, to provide an evidence base to support the work of the Empowered Communities group. The report, Enabling Prosperity: Success Factors in Indigenous Economic Development, suggests that these factors are much the same as for any other businesses: human capital, access to capital and markets, infrastructure, location and an authorising environment created through government policy and regulation. In practice, businesses succeed because of more than one factor, and multiple factors can strengthen the capacity of a business to grow and develop.  For instance, access to capital often relies on the development of successful partnerships, while ownership of land and resources requires human capital to realise its potential. Indigenous culture can be both a support and a resource. Individual attitude and vision are also essential ingredients in business success, while government plays an important role in ensuring the regulatory environment enables rather than hinders business efforts. Much can be learned by examining successful Indigenous businesses both in Australia and internationally. Businesses are the key driver for wealth creation, helping to provide job opportunities and improve social and economic conditions. Fostering business success, therefore, has the potential to increase employment, improve living standards, and contribute to stable and nurturing communities. Current government policy frameworks, such as the Indigenous Economic Development Strategy, are largely focused on increasing education and training and generating opportunities for private sector employment and enterprise.  This is important. Just as important is the contribution that successful community or non-profit enterprises can make in providing employment, generating business investment for growth, building partnerships and demonstrating positive role models. The Empowered Communities group is such a national initiative. Formed in 2013, the group brings together Indigenous leaders from eight communities across Australia and seeks to strengthen Indigenous individuals and communities through a range of activities (see https://empoweredcomms.wordpress.com for more information). Strategies that strengthen both individual and community business initiatives will help to ensure that more Indigenous Australians have the opportunity to live successful and productive lives.  Everyone has a contribution to make in this regard. Governments can create an enabling regulatory environment. Banks can enable access to capital. Local chambers of commerce can foster business development through support and networks for new entrepreneurs. Communities and individuals can purchase goods and services from Indigenous businesses. Building a strong and vibrant Indigenous business and social enterprise sector can then contribute to improving many of the health and social indicators, such as improving nutrition and healthy lifestyle choices, and increasing employment and education.  Efforts to improve Indigenous outcomes really are everyone’s business
