    The loss of territoriality over lands conveyed under the Alaska Native Claims Settlement Act had adverse impacts for Alaskan tribal governance. Despite policy frameworks that emphasize the value of local governance at an international, regional, and statewide level, Alaskan tribes face unique obstacles to exercising their authority, with consequences for both human development and human rights. This Article examines how territoriality was lost and analyzes the four major effects of this loss on tribal governance.     Most scholars believe the Supreme Court dropped its per se rule against price-fixing in Appalachian Coals (1933), re-instituting that rule in Socony-Vacuum (1940), but that the rule ignored "reasonableness" until BMI (1979), and that Maricopa (1982) relied on Socony to step back from "reasonableness" again. However, the view that Socony's per se rule had nothing to do with "reasonableness" came from unreasonably ignoring Socony's comments on Appalachian Coals, which came from misunderstanding Appalachian Coals by ignoring the economic implications of the facts the district court found. Those implications show that Appalachian Coals, Socony, and BMI all gave the same price-fixing rule.

    The Intertemporal-Substitution Hypothesis is Alive and Well (But Hiding in the Data)

    According to the intertemporal-substitution hypothesis, which underlies the typical empirical real business cycle model, cyclical fluctuations in employment and hours of work are optimizing labor-supply responses to short-run aggregate demand shifts. We demonstrate that previous empirical labor-supply research has used inappropriate data to test the intertemporal-substitution hypothesis. We estimate a fixed-effects life-cycle labor-supply model with more informative data, the triannual micro data of the Survey of Income and Program Participation. We find economy-wide wage elasticities of employment and hours worked per employee of +1.55 and +0.51, which support the intertemporal-substitution hypothesis and give econometric credibility to the labor-market specification of empirical real business cycle models.intertemporal-substitution, cycle, Kneisner, Kimmel

    We study the ability of efficient quantum verifiers to decide properties of exponentially large subsets given either a classical or quantum witness. We develop a general framework that can be used to prove that QCMA machines, with only classical witnesses, cannot verify certain properties of subsets given implicitly via an oracle. We use this framework to prove an oracle separation between QCMA and QMA using an "in-place" permutation oracle, making the first progress on this question since Aaronson and Kuperberg in 2007.     For decades the fact that input price hikes are passed on faster than input price cuts was thought to be well explained by the assumption that competitive firms fully pass on all input price changes, so they can't price asymmetrically, so asymmetric pricing behavior is limited to oligopolies, firms that do all sorts of bizarre things (finding yet another one being no big deal). However, Peltzman found no effect of concentration on such asymmetric pricing, raising the puzzle of why competitive industries generally price asymmetrically. This paper solves that puzzle.

    On Nonrigid Shape Similarity and Correspondence

    An important operation in geometry processing is finding the correspondences between pairs of shapes. The Gromov-Hausdorff distance, a measure of dissimilarity between metric spaces, has been found to be highly useful for nonrigid shape comparison. Here, we explore the applicability of related shape similarity measures to the problem of shape correspondence, adopting spectral type distances. We propose to evaluate the spectral kernel distance, the spectral embedding distance and the novel spectral quasi-conformal distance, comparing the manifolds from different viewpoints. By matching the shapes in the spectral domain, important attributes of surface structure are being aligned. For the purpose of testing our ideas, we introduce a fully automatic framework for finding intrinsic correspondence between two shapes. The proposed method achieves state-of-the-art results on the Princeton isometric shape matching protocol applied, as usual, to the TOSCA and SCAPE benchmarks
