    Executive Authority to Reform Health: Options and Limitations

    Presidential power has provoked increasingly vigorous debate since the turn of this century. In recent years, scholars and lawyers have been grappling with how Congress\u27s dictates may limit the President\u27s Commander-in-Chief power to detain enemy combatants at Guantanamo Bay, to fight wars abroad, and to conduct intelligence activities at home. But policymakers have not yet explored the many possibilities for invoking the President\u27s Take Care power to change health care policy. This paper explores the scope and limits of President Barack Obama\u27s ability to invoke his executive authority to reform health care. Specifically, it identifies ways the Obama Administration can use directives to: (1) expand Medicaid and SCHIP coverage through section 1115 waivers; (2) test quality initiatives through Medicare demonstration authority; (3) expand health information technology; (4) allow drug reimportation and experiment with contracting power under Medicare; (5) enhance patient protections and private coverage requirements; (6) lift coverage restrictions on Medicaid and SCHIP; and (7) build on the health insurance program for federal employees.     Scalarizing Functions in Bayesian Multiobjective Optimization

    Scalarizing functions have been widely used to convert a multiobjective optimization problem into a single objective optimization problem. However, their use in solving (computationally) expensive multi- and many-objective optimization problems in Bayesian multiobjective optimization is scarce. Scalarizing functions can play a crucial role on the quality and number of evaluations required when doing the optimization. In this article, we study and review 15 different scalarizing functions in the framework of Bayesian multiobjective optimization and build Gaussian process models (as surrogates, metamodels or emulators) on them. We use expected improvement as infill criterion (or acquisition function) to update the models. In particular, we compare different scalarizing functions and analyze their performance on several benchmark problems with different number of objectives to be optimized. The review and experiments on different functions provide useful insights when using and selecting a scalarizing function when using a Bayesian multiobjective optimization method

    Type-Directed Program Transformations for the Working Functional Programmer

    We present preliminary research on Deuce+, a set of tools integrating plain text editing with structural manipulation that brings the power of expressive and extensible type-directed program transformations to everyday, working programmers without a background in computer science or mathematical theory. Deuce+ comprises three components: (i) a novel set of type-directed program transformations, (ii) support for syntax constraints for specifying "code style sheets" as a means of flexibly ensuring the consistency of both the concrete and abstract syntax of the output of program transformations, and (iii) a domain-specific language for specifying program transformations that can operate at a high level on the abstract (and/or concrete) syntax tree of a program and interface with syntax constraints to expose end-user options and alleviate tedious and potentially mutually inconsistent style choices. Currently, Deuce+ is in the design phase of development, and discovering the right usability choices for the system is of the highest priority

    Optimal Inflation Persistence: Ramsey Taxation with Capital and Habits

    Ramsey models of fiscal and monetary policy with perfectly-competitive product markets and a fixed supply of capital predict highly volatile inflation with no serial correlation. In this paper, we show that an otherwise-standard Ramsey model that incorporates capital accumulation and habit persistence predicts highly persistent inflation. The result depends on increases in either the ability to smooth consumption or the preference for doing so. The effect operates through the Fisher relationship: a smoother profile of consumption implies a more persistent real interest rate, which in turn implies persistent optimal inflation. Our work complements a recent strand of the Ramsey literature based on models with nominal rigidities. In these models, inflation volatility is lower but continues to exhibit very little persistence.
