    The Defense Industrial Base (DIB) is an ever-changing landscape that requires acquisition professionals to maintain vigilance over its climate. Ever since the mid-1990s, the DIB has shrunk substantially due to a variety of reasons. In this study, we focus on two Navy Auxiliary Systems: air conditioning and refrigeration (AC&R) and compressed air systems. Data gained through analysis of contracting history and from subject matter experts (SME) and in-service engineering agents (ISEA) are used to perform a sector by sector, tier by tier (S2T2) fragility and criticality (FaC) assessment of AC&R and compressed air systems. The assessment revealed that both AC&R and compressed air systems carry moderate risk. With both systems, it is important to avoid vendor lock with an aim to increase competition to optimize cost, schedule, and performance on future capabilities.Civilian, Department of the NavyApproved for public release.     The Origins of the Monroe Doctrine Revisited: The Madison Administration, the West Florida Revolt, and the No Transfer Policy

    Late in October of 1810, as citizens and statesmen throughout the United States focused almost entirely on an imminent conflict with Great Britain and apprehensively monitored Napoleon\u27s armies in Europe, the president of the United States, James Madison, quickly convened an emergency session of his cabinet members. Great Britain and Napoleon were not, however, the reason for calling the secret cabinet meeting. What occupied the attention of the executive branch was a little recognized rebellion in a sparsely populated region south of the Mississippi Territory. Two days after secretly conferring with his cabinet, on October 27, Madison issued a pivotal presidential proclamation authorizing the U. S. occupation of the territory below the official U. S. border with Spanish Florida-the 31st parallel-and extending from the Mississippi River eastward to the Perdido River. Just weeks earlier, in late September of 1810, rebellious citizens, mostly recent American immigrants to the Baton Rouge area, declared their independence from Spain and dubbed themselves the West Florida Republic-the original Lone Star Republic. Within days of their precipitous declaration, the rebels requested the protection of and annexation by the United States. President Madison, motivated by a number of weighty and urgent considerations, deemed it right and requisite that the United States accept that invitation, and, accordingly, the Virginian unilaterally ordered the governor of the Orleans Territory, William C. C. Claiborne, to mobilize the territorial militia and enter into and exercise over the newly acquired region the authorities and functions legally pertaining to his office. Under the protection of the United States, the good people of the liberated Spanish territory were thus invited and enjoined to pay due respect to the new governor, and to be obedient, to maintain order, to cherish harmony, and in every manner to conduct themselves as peaceable citizens, under full assurance that they will be protected in the enjoyment of their liberty, property, and religion

    Government Venture Capital: a Case Study of the In-Q-Tel Model

    The evolution of information technology (IT) has outpaced the federal acquisition system\u27s ability to keep up. And as the United States security strategy increasingly demands information superiority to defeat its enemies, national security institutions cannot afford to lag behind the advancements in IT. The CIA addressed their inability to procure the cutting-edge technologies needed to meet their mission requirements and adopted an innovative acquisition strategy to bridge the gap. They engaged the IT sector through In-Q-Tel, a venture capital firm that invests Agency money in companies that could produce commercially viable technologies to fill the Intelligence Community\u27s (IC) pressing IT shortfalls. This thesis explores two aspects of the In-Q-Tel model, whether In-Q-Tel creates relationships between the IC and promising technology companies that would not have occurred otherwise, and the contributions In-Q-Tel makes to its portfolio companies that contribute to their success. The results of this study suggest that In-Q-Tel has promoted new relationships between the IC and technology firms that were not actively seeking the government market as well as bringing the IC together with technology companies that had viable technology solutions but for various reasons could not connect with the right users within the IC. Findings also show that In-Q-Tel\u27s technical validation of its portfolio companies\u27 products, its established network of investors and technology users within the IC, and the capital provided to fund product development and/or operating expenses are highly valued by its portfolio companies and directly contributed to the companies\u27 success

    This article deals with the theory and practice of Slovak referendum. Special aim is concentrated on referendum in 1997 (held on NATO accession and on the direct election of the president of the Slovak Republic). Generally speaking referendums brought with a lot of problems. Their outcome was polarization of society and political elite. All Slovak referendums were unsuccessful (with the exception of last referendum – euro referendum in 2003). Concerning the consolidation of Slovak democracy referendums had a negative impact
