La fauna nativa de México en riesgo y la NOM-059: ¿Están todos los que son y son todos los que están?
The Norma Oficial Mexicana 059 (NOM-059) is the Mexican legal instrument that identifies species or populations at risk throug the use of the Método de Evaluación de Riesgo de Extinción de Especies Silvestres de México (MER). From its first promulgation in 1994, the NOM-059 has been used as a reference to assess the conservation status, and as a tool on national environmental policies; however, it has been questioned for the lack of scientific criteria. We assess the relevance of the NOM-059 as a tool to assess the conservation status of Mexican native species by utilizing the mammals as a case study. More than 40% of native mammals are included in the list, though only 10% of the listed species had been evaluated with the MER, and have technical support to justify their inclusion. In most cases, criteria used to determine the species inclusion are unknown, in the other cases the criteria are contradictory with the objectives and methods stablished in the NOM-059. Non-endemic mammals are overrepresented in the list, while the extinction risk of the endemic mammals is underestimated.The evidence shows that in its current form the NOM-059 it is not an adequate tool to assess the species conservation status. Finally, we list a series of recommendations that would improve NOM-059 and strengthen conservation efforts in Mexico. Resumen. La Norma Oficial Mexicana 059 (NOM-059) es el instrumento normativo que identifica las especies o poblaciones de México en riesgo mediante la aplicación del Método de Evaluación de Riesgo de Extinción de Especies Silvestres de México (MER). Desde su primera publicación en 1994 la Norma ha sido usada como referencia para evaluar el estado de conservación y como herramienta en las políticas ambientales nacionales; sin embargo, ha sido fuertemente cuestionada por la aparente falta de criterios científicos. El objetivo de este trabajo fue evaluar la pertinencia del uso de la NOM-059 como referencia del estado de conservación de las especies nativas de México utilizando a los mamíferos como caso de estudio. Más del 40% de los mamíferos nativos de México están incluidos, pero solo el 10% del total de especies listadas se han evaluado con el MER; solo estas especies cuentan con soporte técnico que justifique su inclusión. En la mayoría de los casos los criterios empleados para determinar la inclusión se desconocen, pero en algunos casos son incluso contradictorios a los objetivos y metodología establecidos en la misma Norma. Los resultados sugieren que los mamíferos no endémicos están sobrerrepresentados en la NOM-059, mientras que el riesgo de extinción de los mamíferos endémicos está subestimado. La evidencia pone de manifiesto que en su forma actual la NOM-059 no es la herramienta adecuada para evaluar el estado de conservación. Finalmente, presentamos una serie de recomendaciones que consideramos contribuyen a mejorar la NOM-059 y así fortalecer los esfuerzos de conservación del país.
Avifauna del estero de punta banda, Baja California, México
Twenty four bird identification and counting campaigns were carried out at Estero de Punta Banda, Baja California, Mexico between March 2004 and March 2005, in six representative environmental units. Thirty-five bird families were registered, including 104 species. Sixty-four species were associated with aquatic environments. Both, aquatic and terrestrial communities showed clear temporal patterns with three groups associated with seasonal changes. Twelve of these species are listed as protected in the Mexican environmental legislation. We found evidences of the reproductive success of the Clapper Rail and the Black-necked Stilt populations in disturbed areas. These results indicated that the Estero de Punta Banda remains an important reproduction-feeding area for many resident and migratory birds. However, the rapid urban development of the City of Ensenada, water pollution, and illegal use of its natural resources, threaten the survival of Estero Punta Banda and its bird species.Entre marzo de 2004 y marzo de 2005 se realizaron veinticuatro salidas de campo quincenales de avistamiento y registro de aves costeras en 6 unidades ambientales del Estero de Punta Banda, Baja California, México. Se registraron 35 familias y 104 especies; 64 estuvieron asociadas al ambiente acuático. La estructura de las comunidades de aves acuáticas y terrestres presentó una secuencia temporal que se caracterizó por la formación de dos grupos asociados con las condiciones de invierno o verano y otro más pequeño formado por los censos efectuados en la transición entre ambas estaciones. Doce especies aparecen enlistadas en alguna categoría de protección en la Norma Oficial Mexicana. Se registró el éxito reproductivo de dos especies residentes (Rallus longirostris e Himantopus mexicanus) en áreas disturbadas por estructuras costeras hechas por el hombre. Los resultados indican que el Estero de Punta Banda es importante como área de reproducción, alimentación y descanso de muchas especies de aves residentes y migratorias. Sin embargo, el acelerado crecimiento urbano de la ciudad de Ensenada, la contaminación y el uso desordenado de sus recursos amenaza su presencia y supervivenci
Mechanics and energetics of ground effect in flapping flight
Ground effect (GE) is an interaction between a wing and a surface that increases
lift and reduces induced drag, stalling, minimum power, and maximum range speeds
(Vstall, Vmp,Vmr, respectively). Four bird species utilising GE during flapping flight were
studied: Double-Crested Cormorants (Pholacrocoraz auritus) at Mandarte Island B.C.,
Brown Pelicans (Pelecarius occideniali.s) at Ensenada Méico, Black Skimmers (Rynchops
niger) at San Diego California, and Barn Swallows (Hirundo rstica) at Ladner, Williams
Lake, and English Buff, B.C. Films were taken at 60—64 Hz in nature and digitised
for vertical wing displacement analysis. Flight speeds of swallows and cormorants were
measured with a Doppler radar.
Best-fit sinusoids of dicular-linear regression (Batschelet 1981), periodic ANOVA
(Bliss 1970), and Fourier series (Lighthill 1958, Bloomfield 1976) were used to describe
vertical wing movement. Linearised sinusoids were used to show vertical wing displacement
and average height of wings above the surface. Methods of evaluating GE for fixed wings
were compared to determine simple, realistic calculations for flapping flight. Average
interference coefficients were used to evaluate the influence of GE, utilising the theory of
Reid (1932). Results were compared to those for oscillating (Katz 1985 ) and banking
wings (at an angle to the horizontal) (Binder 1977).
The effect of GE on the daily energy balance (DEB) was evaluated in cormorants.
DEBs were constructed considering GE, metabolic, reproductive, and fight costs. Power
curves were constructed using fixed-wing quasi-steady aerodynamic theory (Pennycuick
1975). Flight speeds Vmp=10.9 ms-1 out of ground effect (OGE), 6 ms-1, in GE
(IGE), arid Vmr=16.3 ms-1 OGE, 15.4 ms-1 IGE and flight costs IGE and OGE of
cormorants were compared to speeds measured during the 1987 and 1988 reproductive
seasons. Cormorants observed at Mandarte Island obtain savings of up to 40% of total
power when flying in GE. If cormorants fly with a fixed cargo per trip (0.3 kg) from the feeding site to the nest the predicted number of trips per day is 3—4 as observed by
Robertson (1971). Cost of Transport (cost of moving a unit weight a unit distance) was
compared for flights IGE and OGE, with and without a load. Foraging radius (Pennycuick,
1979) calculates maximum distance travelled on available energy. Foraging radii ICE and
OGE of double-crested cormorants limit potential food sources. Flight IGE is significantly
cheaper than OGE for the double-crested cormorant.
Flight energy expenditures were compared for the four species. Swallows and skimmers
show savings of up to 50% when IGE, but most savings are obtained only at speeds <8
ms-1. Cormorants and pelicans showed energy savings going from 5% at speeds > 15

Influencia de la asimetría de las rectrices exteriores en la eficiencia de vuelo del Rabihorcado (Fregata magnificens)
La asimetría de las rectrices exteriores en Fregata magnificens (rabihorcado) influye en su eficiencia de vuelo, mientras que la cola, profundamente bifurcada de esta especie sexualmente dimórfica, juega un papel crucial en su desempeño aerodinámico. Para evaluar la presión de la selección natural en la asimetría de la cola, modelamos el desempeño de rabihorcados machos y hembras simétricos y asimétricos adultos durante el vuelo de planeo en la colonia reproductiva de Isla Isabel, México, mediante la proporción levante:arrastre y las polares y superpolares de planeo. Encontramos diferencias significativas entre rabihorcados machos y hembras, simétricos y asimétricos cuando analizamos su desempeño en el vuelo de planeo y sus costos de compensación asociados. El modelo teórico indicó que la asimetría de la cola tendrá un efecto más grande en los machos que en las hembras durante el vuelo, y que los individuos asimétricos volarán menos eficientemente que los simétricos corrigiendo su asimetría en función de la velocidad al incorporar más costos de arrastre. Investigación futura para estimar las tasas de supervivencia de individuos simétricos y asimétricos, costos de construcción de nido y de éxito reproductivo podría revelar las ventajas de tener una cola simétrica en esta especie y elucidar si la asimetría tiene un costo en la adecuación
Sustentabilidad y regulación de la observación de ballenas en México
Since the last decade, Whales Observation in Mexico has grown and
has a broad geographical communication. However, its legislations
permit authorizations and particular regulations seem to leave those
changes unattended. Whales Observation contributes to the reduction
of local riots of the ecosystems in use, but not to reduce the derivate
impacts from more intense coastal activities. We unveiled and discuss
the legal realm of Whales Observation, analyzing its defi ciencies and
repercussions about the activity and ecosystems, illustrating the case
of Laguna San Ignacio, BCS and Bahia de Banderas, Nayarit-Jalisco.
We propose changes in the permits are given.Desde la última década la observación de ballenas (OB) en México ha
crecido y tiene una difusión geográfi ca amplia. Sin embargo, su legislación,
la emisión de permisos y los reglamentos particulares parecen
no atender esos cambios. La OB contribuye a reducir disturbios locales
de ecosistemas en uso, pero no a reducir impactos derivados de actividades
costeras cada vez más intensas. Descubrimos y discutimos el
panorama legal de la OB, analizando sus defi ciencias y repercusiones
sobre la actividad y los ecosistemas, ilustrando con los casos de Laguna
San Ignacio, BCS y Bahía de Banderas, Nayarit-Jalisco. Proponemos

PHENOLOGY AND LENGTH OF STAY OF TRANSIENT AND WINTERING WESTERN SANDPIPERS AT ESTERO PUNTA BANDA, MEXICO
Feeding habits of the speckled guitarfish Rhinobatos glaucostigma (Elasmobranchii, Batoidea) in the southeastern Gulf of California
To assess the feeding habits of Rhinobatos glaucostigma (speckled guitarfish), the stomach contents of 176 individuals were examined. Specimens were obtained from the artisanal gillnet fisheries operating off Nayarit, Mexico, in the southeastern region of the Gulf of California, during January–August 2008 and January–May 2009. Relative measures of prey quantities and nonparametric multivariate methods were used to analyze diet differences between sex and maturity stages. The trophic relationship and feeding strategy were determined using Levin’s niche amplitude index, the Costello method modified by Amundsen, and Pianka’s diet overlap index. The overall diet was dominated by crustaceans, primarily decapods, brachyurans, and cumaceans. Diets were similar between sexes and maturity stages, except between mature females and males where only slight differences were found. Mature females and immature specimens of both sexes showed specialized diets, while mature males had a generalist diet. A significant overlap between sexes and maturity stage diets was found. Diet compositions allowed us to estimate a standardized trophic level of 3.57 for R. glaucostigma. The diet compositions between sexes and maturity stages suggest that all individuals consume similar prey items and have similar trophic roles in the benthic community of the southeastern region of the Gulf of California, where R. glaucostigma should be considered a secondary consumer.

Contributions of bioacoustics to the scientific knowledge of marine mammals in Latin America
We review and document scientific publications on marine mammal bioacoustics in Latin America between 1971 and 2021, showing eraly scarcity and an increase through time. Marine bioacoustic studies how marine fauna produce and receive sounds hat facilitate their life functions. Bioacoustics explores the biology and ecology of marine mammals, difficult or impossible to carry out using oly traditional methods. From the first published study on the free-living common bottlenose dolphin in the Gulf of Mexico in 1953, acoustic studies on marine mammals have increased; most of its growth occurred in the 2000s. The objective of this study was to document the history and development of marine mammal bioacoustics in Latin America. We conducted a systematic search of scientific peer-reviewed literature on the Web of Science from 1971 to 2021, using keywords involving 18 acoustic and 16 marine mammal terms. We reported the countries where studies were carried out, the focal species, and the research topics. The oldest paper found was published in Chile in 1971. The 2010s yielded the most publications (n = 10), compared to the 1970s (n = 4), 1980s (n = 8), 1990s (n = 12), and the 2000s (n = 49). The publication rate increase between 1971 and 2021 is likely due to the increased development and use of affordable autonomous recording devices. The countries with most publications were Brazil (n = 60), Mexico (n = 46), and Ecuador (n = 29). Those with the least studies were in the Caribbean region. The most studied species were the humpback whale (Megaptera novaeangliae) (n = 46), the sperm whale (Physeter macrocephalus) (n = 43), and the bottlenose dolphin (Tursiops truncatus) (n = 40). These species are highly vocal, widely distributed, and accessible in several habitats, facilitating their study. The most analyzed research topics were inter- and intraspecific differences in vocalizations (n = 104), acoustic signal descriptions (n = 74), and association of acoustic signals and behavior (n = 59). The use of bioacoustics in abundance, distribution, habitat use, and anthropogenic effects was scant in the list of publications reviewed for this study, but these topics are predicted to be pursued more often by researchers in the future as they are needed to establish mitigation policies for the species and their habitat conservation
