    Recycling E-Waste: a Solution through Third Party Recycler

    With 50 million metric tons of e‐waste disposed worldwide each year, e-waste recycling has become an increasingly important issue globally. The U.S. alone generated a total of 3.01 million tons of e-waste in 2007, of which only 13.6% was recycled. Improper disposal of e-waste poses an immediate and prominent threat to environmental and public health. Many electronic vendors have initiated either the Expended Producer Responsibility or the Producer Stewardship and launched manufacturer-sponsored recycling programs. Many of these programs, however, are in trouble because of the fee generated for recycling, thereby blocking the road for effective actions. In this paper, we propose a third party recycler model as an alternative solution to e-waste recycling. The third party recycler works as the intermediary between consumers (source of e-waste) and electronic vendors (recipient of recycled items) to recycle disposed electronics properly. The proposed information system is composed of five modules and supports the business operations and functionalities of the third party recycler. We hope the third party recycler structure will be adopted globally in the near future

    Exploring a Third-Party e-Waste Recycling System under the Extended Producer Responsibility Framework in China

    The rapid advance of information technologies has produced a large amount of waste of electronic and electrical equipment (WEEE). WEEE or e- waste, refers to old, end-of-life (EoL) or discarded electronic appliances. The world produces 20 to 50 million metric tons of e-waste annually (Electronics Take-back Coalition 2009), of which China alone contributes 2 million tons. Each year at least 6 million washing machines, 7 million TV sets, 10 million PCs and 70 million mobile phones are discarded and the number increases at the rate of more than 10 per cent each year (Hung 2007), according to the report from the resource and environment comprehensive utilization department of the State Development and Reform Commission (SDRC 2006). Discarded electronic products contain a stew of toxic metals and chemicals such as lead, mercury, cadmium, chromium and polychlorinated biphenyls (Scott 2007) and cause great harm to the environment. Recycling and reusing e-waste are thus becoming an increasingly important global issue

    The creative industrial park : formation path and evolution mechanism

    This paper has built a three-stage assumption of creative industrial park on the base of evolutionary economics, which are the gather of units, the construction of interface and the development of network. The gather of units is a reflection of resource search, the construction of interface is a need of identity, and the development of network is a result of multi-dimensional expansion.In the three-stage evolution, the creative industrial park increases constantly their evolution level from the simple geographic gathered to the division and cooperation of labor, until the formation of novel systems. Then this paper analyzes the 798 creative industrial park using the three-stage assumption. This paper finds the main problem of 798’s self-destructing after the low level development of the third stage is the exclusion of the commercial prosperity to the art production. Accordingly,the paper puts forword four modes of promoting the integration between art and commerce. At last, this paper argues the different characteristics of the creative industrial park from other industrial parks. On the angle of formation path, the essence of creative industries is integration of culture and economy, technology.     Simulation and application of loose tooling forging for heavy grinding roller shaft forgings

    The grinding roller shaft is a key part of the grinding roller. It has a step-shaped shaft with different round cross-sections and 1850 mm × 1110 mm rectangular cross-section. If the general method of free forging is used, the upsetting diameter of ingot will reach 2900 mm, and 8400 t hydraulic press current will not be produced so that the loose tooling forging process is to be used. The loose tooling forging process of rectangular flange has been researched by using DEFORM-3D simulation software and establishing a reasonable forging process. The production results reveal that the heavy forgings used as grinding roller shafts can be successfully produced with the present 8400 t capacity hydraulic presses. The eligible forgings have proved the rationality of the technical process

    A Novel Image Segmentation Algorithm Based on Graph Cut Optimization Problem

    Image segmentation, a fundamental task in computer vision, has been widely used in recent years in many fields. Dealing with the graph cut optimization problem obtains the image segmentation results. In this study, a novel algorithm with weighted graphs was constructed to solve the image segmentation problem through minimization of an energy function. A binary vector of the segmentation label was defined to describe both the foreground and the background of an image. To demonstrate the effectiveness of our proposed method, four various types of images were used to construct a series of experiments. Experimental results indicate that compared with other methods, the proposed algorithm can effectively promote the quality of image segmentation under three performance evaluation metrics, namely, misclassification error rate, rate of the number of background pixels, and the ratio of the number of wrongly classified foreground pixels
