    Methodology for Differentiating Spatial Development Programs by Zones

    The systems analytical approach to the study of integrated regional development implies a joint consideration of elements constituting the regional system and of problems associated with specific sets of regional characteristics. This requires the grouping of elementary geographic (or administrative) areas into homogeneous zones in accordance with their socioeconomic characteristics. The purpose of this analysis is to provide planning authorities with guidelines for preparing adequate socioeconomic policies. This paper summarizes the results of a classification and grouping of approximately 160 spatial units within the USSR into a small number of homogeneous clusters. It will be of substantive and methodological relevance for scholars engaged in integrated analyses of regional development

    FORMATION OF THE STUDENT'S PERSONALITY AS A DIDACTIC PROBLEM: CONCEPTS, PROJECTS, PRACTICE

    This paper presents the long-term research of the phenomenon of pedagogical upbringing as a didactic problem, as well as the ways and means of using the upbringing potential of the educational process in the formation of the basic structures of the modern student's personality - his worldview, culture, and experience. The authors define upbringing as the process of formation of basic structures of personality, and pedagogical upbringing – as the formally organized and curated pedagogical process aimed at formation of the basic structures of personality. This process is carried out through education and other activities appropriate to the modern education system. The defining characteristics of the pedagogical upbringing are its systematic nature and purposefulness.Based on the methodology of humanistic education, the authors propose the original solutions to the personality-forming tasks in the system of civic development of students through the work on cultural, ideological component of educational material at the lesson. The authors show their significant practical pedagogical results in collaboration with foreign and Russian scientists in the educational system in Tula region. They are: the strengthening of children and adult communities in the classroom and outside, development of the democratic bases of the educational process, overcoming the negative consequences of authoritarian upbringing, improvement of professional pedagogical culture of educators. Theoretical studies and experiments allowed influencing the development of innovative processes in educational institutions, improving the system of education management in the Tula region, and expanding the interdepartment cooperation in education. The paper describes the course of scientific research, its stages and results in detail. The used techniques are correlated with the goals and objectives of the study. Scientific novelty of this research is that it identifies the learning opportunities as a factor of the formation of the school upbringing system. It defines the principles and ways of integrating the subsystems of the school in a unified educational system, offers a theoretical didactic model of civil education of school students, and the formation of the culture of schools based on the principles of democratization and humanization of all processes. The practical significance consists in the fact that the research results can be applied to activities of different types of schools and to become the basis for their development and improvement. They also may aid the strengthening of the teaching community through enhancing the professional culture of teachers and leaders of the education system

    This article studies the impact of changes in the accounting of property of organizations in connection with the new regulations in the field of accounting, and the convergence of Russian accounting with international standards. These changes are considered on the example of accounting for tools and inventory in a construction contractor. The conclusion is made about the significant impact on the financial statements of the limit for accepting fixed assets for accounting established in the Accounting Policy, and the need to justify the choice of such a limit by the accountant

As far as I know it is the only Soviet scientific team which consistently bases the study of a complex social system upon the methodology of systems analysis. The primary target of our team was to investigate the reasons for rural-to-urban migration and to look for policies which would discourage out-migration and therefore provide rural areas with the needed labor force

    Treatment of the elements of depreciation of fixed assets in the Accounting Policy

    This article examines the issues involved in treatment of the elements of depreciation of fixed assets in the Accounting Policy of transport companies. The cost of fixed assets has a significant weight in the balance sheet of transport organizations. The reliability of the assessment of this type of property depends on the correct calculation of depreciation and the choice of its elements. The use in calculations of liquidation and fair value influenced the amount of book value (formerly “written down”), and in general the amount of balance sheet assets. The article analyzes accounting changes with respect to depreciation due to the enactment of the FSBU (Federal Accounting Standard) 6/2020, and substantiates the need to develop new forms of accounting documents to reflect the elements of depreciation on receipt of fixed assets as well as to record information about changes in each element of depreciation (useful life, residual value, the method of depreciation) for each year during the useful life in connection with the requirement FSBU 6/2020. The author identifies the relationship between the method of establishing a useful life and the method of depreciation and examines the reflection of sufficient information in the Accounting Policy on the elements of depreciation

It is a highly crucial issue for academic research due to significant role of regional integration project in the contemporary international system and growing cooperation between various regions. In the article, major problems undermining cooperation between the Eurasian and the European integration project were examined. These problems included such issues as political, institutional, geopolitical, conceptual contradictions and values differences. As a result of this research, it was demonstrated that political interests and reasoning prevail over economic interests and reasoning.     Role of Integration Processes in the Formation of Transnational Parties

    This article is devoted to the formation and development of transnational political parties. It is a highly crucial issue for academic research due to active development of transnational parties and their growing role in the decision-making process. As a result of this research, it was argued that development of transnational parties was determined by integration processes. The European integration demonstrates that active cooperation of political parties on the supranational level is highly dependent on the parliamentary assemblies, their budgetary and legislative competences, and elections to form parliamentary assemblies. Then national political parties are interested in joint activities, transnational parties’ structures and consolidation of political programmes to participate in the regional institutions. The practical importance of this article is determined by evaluation of major factors stimulating international political parties’ cooperation and formation of transnational parties
