DEA application to evaluate the technical and ecological efficiency of water pricing policies
With the enforcement of the Water Framework Directive 2000/60/EC (WFD), policy makers are
required to pursue the improvement of the use efficiency of the water resources in the agricultural
sector. For this purpose, we suggest a methodology to perform an ex-ante analysis of the efficiency of
water pricing policies, based on a two stage DEA technique, by which it is possible to disaggregate
the technical and the ecological efficiency of the policy. According to our results, we found that,
coherently with the WFD principles, the direct pricing methods show the highest levels of efficiency.
However, we have also found that some indirect pricing methods show relatively high levels of
efficiency. Therefore, since the high cost for the management and implementation of water
measurement devices required to apply the volumetric methods, indirect pricing methods might still be
preferable
Economic Effects of Legislative Framework Changes in Groundwater Use Rights for Irrigation
In most countries, groundwater resource is a public good, and the entitlement of
use rights by the public authority to final users differs according to a country-specific
legislative framework. In Italy, groundwater extraction has been regulated through
non-tradable private licenses. At present, the public authority needs to reform the current
legislative framework, in order to comply with the Water Framework Directive, aimed at
the enhancement of the efficiency of the resource use. This research analyzes the effects of
reforming the current framework based on non-tradable use rights, by comparing two
different liberalization scenarios: an intra-sector market, and a regional market. Although
positive economic benefits are generally expected from the liberalization of use rights at
aggregated level, we want to analyze whether effects of the legislative framework causes
uneven changes on some farm groups. The empirical case study refers to the Fortore river
basin (South of Italy), where groundwater covers about 50–80% of current needs, and
informal (though illegal) water markets across neighbor farmers already exist. From the
findings, there is no evidence that the exchange liberalization of groundwater use rights
leads to gains in terms of the value added and the farmer’s revenue. In addition, in the case
of an auction system regulated by the public authority, farmers whose water productivity is higher may be able to gain, while others may suffer some losses. In this case, resistances

Role of the irrigation charges to induce the adoption of water saving innovation in semi-arid regions
The paper investigates about the effectiveness of water charges in inducing farmers to adopt the
technical innovation aimed at water saving. It is claimed that by increasing water charge, the signal of
the scarcity of the water resource is directly and effectively conveyed to farmers, who are supposed to
promptly react by adopting a water saving technology. The analysis is referred to two types of innovation:
an agronomic innovation, consisting on a crop mulching practice, and a management
innovation, based on a voluntarily water pricing scheme with tariffs differentiated according to a peak
and off-peak season. A theoretical model based on farms’ profit maximization is proposed, to evaluate
the trigger conditions for the innovation. The model is applied to a case study referred to a semi-arid
region, located in the South of Italy, according to which there is no clear evidence that a generalized
increase may induce farmers to adopt the innovatio

In this study we analyze the price inducement effect of a generalized water tariff
increase in the adoption of water saving innovation at farm level. We apply a linear programming
decision making model to analyze the determinants affecting the adoption of two types of innovation:
a process innovation, consisting on a crop mulching practice, and a management innovation, based
on a voluntary water seasonal pricing scheme, differentiated according to a peak and off-peak
periods. According to our results, the mulching practice is not affected by the tariffs that are still lower
than the water marginal productivity, while they exert a negative effect when they become higher. On
the contrary, the adoption of the voluntary water seasonal pricing scheme is affected by the tariffs
increase only if the latter induce an excessive concentration of water demand during the peakDans cette étude nous présentons une recherche relative à la possibilité que
l augmentation de tarif de l eau est capable d induire l agriculteur de adopter une innovation adressée
à l épargne de l eau. Notre modèle de programmation linéaire nous a permis de analyser le procès
de décision de l agriculteur et d entendre les causes déterminantes de l adoption de deux typologies
d innovation: une innovation de procès, relative à une technique de paillis, et une innovation de
management, relative à l introduction d un plan volontaire, avec des tarifs différentes entre les
periodes de intense et de normale utilisation de l eau. Nos résultats montre que l augmentation de
tarif de l eau n est pas une mesure sufficiente pour stimuler les agriculteurs Ă adopter la technique de
paillis, lorsque le tarif de l eau est inférieur à sa productivité marginale. Ou contraire, quand le tarif est
plus grand que la productivité marginale de l eau, l augmentation de tarif freine l adoption de

RintracciabilitĂ e biologico come opportunitĂ territoriali
L’obiettivo della relazione è di analizzare il ruolo della rintracciabilitĂ di filiera nell’ottica della valorizzazione della filiere biologiche, con particolare riferimento al sistema della pasta biologica in Capitanata. L’adozione di sistemi di rintracciabilitĂ di filiera risulta particolarmente promettente in questo comprensorio, soprattutto se si adotta un approccio di marketing territoriale, qual è la metodologia alla base della ricerca “Biopasta”. Da una parte, in Capitanata sono presenti le diverse fasi produttive della filiera della pasta biologica: sementieri, produttori di grano duro, mulini e pastifici. Dall’altra, il tema della rintracciabilitĂ , per le produzioni biologiche, ha una notevole rilevanza strategica, in quanto rappresenta uno strumento utile per garantire la sicurezza alimentare e una base solida sulla quale costruire percorsi di differenziazione del prodotto, in termini di valorizzazione della qualitĂ ed eventualmente della tipicitĂ
PiĂą fondi alla ricerca per innovare davvero
L'articolo affronta il tema dell'innovazione nella politica agraria in Italia. Per disegnare la nuova Pac, la Commissione ha proposto alcune novità di rilievo. Il partenariato dell’innovazione agricola dovrebbe consistere in una serie di attività , sia di sistema sia operative, per stimolare le imprese nell’adozione di nuove tecnologie e per rimuovere i vincoli che ostacolano la mobilità della conoscenza. Affinché funzioni, occorre coordinare l’utilizzo delle opportunità offerte dalla Pac e dalla politica della ricerca, con attenzione al programma Horizon 2020. L’ampliamento dei servizi di consulenza dovrebbe agevolare le imprese a migliorare sia i risultati economici, sia quelli ambientali. Occorre allargare le misure non solo alla mitigazione dei cambiamenti climatici, alla biodiversità , alla protezione delle risorse idriche, ma soprattutto alla competitività . Il potenziamento delle misure di cooperazione deve privilegiare i progetti pilota e gli interventi per lo sviluppo di nuovi prodotti, tecnologie e modalità gestionali nelle filiere agroalimentari

L'articolo analizza l'impatto prevedibile della riforma universitaria con particolare riferimento al contesto delle scienze agrarie. Le novità di cui l’università italiana aveva bisogno per incidere su alcuni dei suoi punti di debolezza storici, sui conservatorismi e sulle difese corporative non sono presenti in questa riforma, che rappresenta un’altra occasione mancata dal nostro Paese per migliorare il sistema dell'istruzione e della ricerca
