The editorial took issue with Europe’sintent to force its norms on the rest of the world by taking advantage of the dynamismof its internal market both affluent and attractive and in addition highly organized.Examples cited included the Microsoft Affair, the ban on the importation of chlorinerinsedpoultry, the Reach legislation on chemical products, as well as the plan to taxairline companies as part of the battle against climate change.*Why does Europe favour norms as its mode of influence?*Why has its normative influence become global?*What are the main areas for externalizing European norms? Exporter la démocratie ? La question est d’actualité mais elle ne se prête guère à une réponse simple. La fin du moment démocratique ? Un défi pour l’Europe

Par moment démocratique, il faut entendre la structure d’opportunités ouverte par le système international pour favoriser l’implantation et la légitimation de « régimes démocratiques » à travers des logiques de diffusion, de contagion ou d’importation impulsées de l’extérieur, mais trouvant localement des repreneurs susceptibles de se les réapproprier par contrainte, crainte, calcul ou conviction. Le « moment démocratique » pourrait ainsi se définir comme celui où la démocratie apparaît comme la problématique légitime du temps mondial et propice par là même aux transactions entre exportateurs et importateurs démocratiques. Le concept de structures d’opportunité, forgé par Sydney Tarrow, renvoie à l’existence de ressources externes pouvant être mises à profit par des acteurs sociaux au sens large pour diminuer le coût de l’action collective, faire apparaître des alliés potentiels et révéler les points faibles des élites [en place] et des autorités contre lesquelles elles luttent (...)
