    The Essence of Law of Community's Participation in the Local Development Planning in Papua

    Centralized development strategy is an example of uncertainty bureaucracy to variety of local community development and less responsive of the local community needs/interests including in the lowest level of bureaucracy – called village. The spirit and participation of the local community to develop their capacity and /or their region then cannot be done properly. Basically, the public participation has been governed in some laws such as the Law No. 25/2004, the Law No.32/2004 – has been amanded into the law No. 23/2014 concerning Local Governance. Therefore, the form of the participation as stipulated in those laws needs to use optimally either in terms of planning, implementation, or evaluation of the development in Papua. As it is known that the essense of the public particpation is because the people basically are more understand to the real problems and needs of the development that they are faced.     The Effect of The Substitution of Ground Corn with Fermented Banana Weevil in The Concentrate Added to The Basal Feed on Blood Metabolite Level of Fattened Bali Cattle by Breeder Pattern

    This research is aimed at knowing the effect of the substitution of ground corn with fermented banana weevil in the concentrate as energy sources added to the basal feed of Fattened Bali cattle on the blood metabolite content (blood urea, blood sugar, and total blood proteins). This research was conducted in a field laboratory of Faculty of Animal Science in Oelatsala, Kabupaten Kupang. This research has twelve Fattened Bali cattle at range 2 – 2.5 years of age with average body weight 102,71 kg ±17,58 (KV=17,11%).The reseach method utilized is a trial method using randomize group design with four treatements and three replications. The treatements in this research are P0: basal feed of breeder pattern + concentrate (contained of 30% ground corn without fermented banana weevil), P1: basal feed of breeder pattern + concentrate (contained of 20% ground corn + 10% fermented banana weevil), P2:basal feed of breeder pattern + concentrate (contained of 10% ground corn + 20& fermented banana weevil), P3: basal feed of breeder pattern + concentrate (contained of 30% fermented banana weevil without ground corn). The data was analyzed using Analysis of Variance (ANOVA). The variable observed includes blood sugar, urea, total blood proteins, and blood cholesterol in Fattened Bali cattle. The result of statistical analysis shows that the substitute ground corn with fermented banana weevil in the concentrate added to the basal feed is not statistically significant (P>0.05) for the sugar blood, urea, total blood proteins, and blood cholesterol in Fattened Bali cattle. The conclusion of this research is that the substitute ground corn with fermented banana weevil in the concentrate added to the basal feed does not cause different profile of blood metabolite, especially, in terms of blood sugar, urea, total blood proteins, and cholesterol of Fattened Bali cattle

    Physiological Status of Fattening Bali Cattle Feeding a Concentrate Containing Gliricidia sepium Leaves Meal Fortified with Vitamin B-Complex and Vermicide

    This research has been conducted at Oeletsala village, for 10 weeks from 23 November 2015 to 23 January 2016, comprised of 2 weeks preliminary and 8 weeks for data collection. The aim of the research was to study the effect of feeding a Gliricidia sepium leaves meal concentrate fortified with B. complex vitamin and vermicide on rectal temperature, respiratory frequency, and heart rate of fattening Bali cattle. Experimental animals used were nine young male Bali cattle of 1.5-2 years old, with an initial body weight ranging from 82 to 124 kg (KV=15.114%) in average of 98.7±14.93 kg. The experimental design used was Randomized Block Design with three treatments and three replications. Those treatments were R0 = leaves of Leucaena leucocephala and Ceiba pentandra+ native grass ad libitum (as commonly practiced by local farmers), R1 = R0 + 2 kg concentrate, and R2 = R1 + B. complex vitamin, and vermicide. Statistical analysis showed that there was no significant effect of the treatments on rectal temperature, respiratory frequency, and heart rate of the fattening Bali cattle(P ≤ 0.05).In conclusion, there was no significant effect of Gliricidia sepium leaves meal concentrate, vitamin B. complex, and vermicide on rectal temperature, respiratory frequency, and heart rate of the fattening Bali cattle.     PENGARUH PEMBERIAN Clitoria ternatea BENTUK HAY DAN SILASE TERHADAP KONSUMSI, KECERNAAN NUTRISI PADA SAPI ONGOLE

    The study was aimed at evaluating the effect of feeding Clitoria ternatea hay and silage on nutrient intake and digestibility of Ongole cattle. There 12 Ongole cattle of 2-2.5 years old with 192-248.5 kg (avg 209.08 kg), CV (16,71%) initial body weight were used in the study. The cattle were randomly allotted into the 4 treatment diets offered based on Block design of 4 treatments and 3 replicates procedure. The 4 treatment diets offered were formulated as: R0: local grass ad libitum + polard 1% BW (control); R1: local grass ad libitum + polard 1% BW + 1% BW of Clitoria ternatea silage; R2: local grass ad libitum + polard 1% BW + 1% BW of Clitoria ternatea hay. Statistically analysis shows that, effect of feeding 1% BW of Clitoria ternatea hay and silage is significant (P<0.05) on crude protein, fat and gross energy intake, and on dry matter, organic matter, protein, and fat, crude fiber, NFE and energy digestibility values, but not significant (P>0.05) on dry matter, organic matter, crude fiber and NFE intake. Feeding hay performed higher results than feeding silage in both nutrient intake and digestibility of Ongole cattle. ABSTRAK  Tujuan dari penelitian ini adalah untuk mengetahui pengaruh pemberian Clitoria ternatea dalam bentuk silase dan hay terhadap konsumsi, kecernaan nutrien pada ternak sapi Ongole. Dalam penelitian ini digunakan Ternak sebanyak 12 ekor sapi Ongole, dengan umur ternak 2 - 2,5 tahun dengan kisaran berat badan 192 kg – 248,5 kg dengan rataan 209,08 kg, KV (16,71%). Ternak sapi secara acak dibagi dalam tiga kelompok perlakuan  menggunakan rancangan acak kelompok (RAK) dengan 3 perlakuan dan 4 ulangan. Perlakuan yang diberikan adalah R0: rumput alam ad libitum + polard 1% BB sebagai control, R1: rumput alam ad libitum + polard 1% BB + 1% BB silase Clitoria ternatea R2: rumput alam ad libitum + polard 1% BB + 1% BB hay Clitoria ternatea. Hasil penelitian menunjukan Pemberian pakan Clitoria ternatea dalam bentuk Silase 1% BB dan Hay 1%BB berpengaruh tidak nyata (P>0,05) terhadap konsumsi bahan kering, bahan organik, serat kasar, BETN, namun berpengaruh nyata (P<0,05) terhadap protein kasar, lemak kasar dan energi pada ransum sapi Ongole. Dan Pemberian pakan Clitoria ternatea dalam bentuk Silase dan Hay 1% BB berpengaruh nyata (P<0,05) terhadap kecernaan  bahan kering, bahan organik, protein kasar, lemak kasar, serat kasar, BETN dan energi pada ransum sapi Ongole. Hasil analisis statistik menunjukan perlakuan yang lebih berpengaruh adalah pakan hay Clitoria ternatea lebih baik dari pada silase terhadap konsumsi dan kecernaan nutrisi ternak sapi Ongole

    According to aired TV announcements, any accidents are caused by the improper installation of electrical and control devices. Therefore, a person highly skilled with a certificate of expertise specifically in installing electrical and control systems is needed to carry out the installation to avoid the danger of short circuits. Therefore, this research aims to develop software capable of controlling all electrical devices of a house based on a raspberry-based control system with the tools executed by a smartphone to ensure adequate securities. The results showed that the raspberry-based electrical control system functions properly, both on the security system (MCB) and various controlled loads. This was further determined by carrying out research trials using smartphones and a manual switch button on the boarding house, which also showed that the application and interface of the raspberry-based electrical control system function properly, as evidenced by the results of the full system trial, using local IP, internet networks, and smartphones
