Economic Aspects of Final Energy Consumption in Ukraine: Prospects of Implementation of the Positive Experience of the European Union

The lack of a proper system for the use of energy resources is a nationwide problem in Ukraine. Payment for the consumed services for energy carriers mainly formed according to “consumption rates”, which can significantly ex-ceed the actually received amount of services and leads to an unjustified in-crease in the cost of energy resources. All this requires a search for new tools to stimulate energy intensity, effective accounting of the total volume of ener-gy consumption and the introduction of the best foreign experience in the field of energy saving in Ukraine. The analysis of energy consumption in the coun-try made it possible to identify the existing problems that subsist in the energy sphere today and provided an opportunity to propose ways to eliminate imbal-ances. The proposed methodology makes it possible to build models for estab-lishing the relationship between energy intensity and final energy consump-tion in Ukraine. Evaluation of foreign European experience makes it possible to implement the most necessary reforms and measures in domestic practice to improve the sphere of energy consumption

ОСОБЛИВОСТІ СТАНОВЛЕННЯ ОСОБИСТІСНО-ПРОФЕСІЙНИХ ЯКОСТЕЙ МАЙБУТНІХ УЧИТЕЛІВ-ЛОГОПЕДІВ

У статті обгрунтовано сучасні підходи до формування професійної культури майбутнього вчителя-логопеда, підгрунтям для яких стає рівень професійної підготовки фахівців та їх етико-деонтологічний рівень в умовах переходу вищої освіти на європейські стандарти. Проаналізовано сучасні підходи до визначення поняття “деонтологія” та порівняння педагогічної етики і педагогічної деонтології. Визначено деонтологічну підготовку майбутнього-вчителя логопеда як цілеспрямований і керований процес, який розпочинається у закладі вищої педагогічної освіти й продовжується в професійній діяльності. Деонтологічна підготовка передбачає знання про “правильну” поведінку логопеда в різних ситуаціях. Важливим завданням вчителя-логопеда стають уміння дотримуватись специфічних, професійних та етичних вимог у системі “вчитель-учень”, “вчитель-батьки”, “вчитель-вчитель” тощо. Визначено умови успішної організації навчально-виховного процесу та означеної взаємодії в сучасній системі інклюзивного навчання. Обґрунтовано підходи до корекційно-розвиткової роботи з дітьми з особливими освітніми потребами, доведено необхідність дотримання особливих вимог до професійної компетентності вчителя-логопеда, оскільки вона є вирішальним чинником розвитку й навчання. Визначено, що вирішення означених завдань значною мірою залежить від професіоналізму логопеда, його культури, духовності, моральності. Доведено важливість особливого підходу до ситуацій ризику в діяльності вчителя-логопеда, визначення особливостей поведінки в означених ситуаціях з огляду на принципи педагогічної деонтології, виявлення взаємозв’язку між ініціативою, творчістю, новаторством й ризиком; визначення видів ризику.Отож деонтологічний компонент компетентність визначено як результат підготовки педагогів, що доводить необхідність спеціальної деонтологічної підготовки вчителів-логопедів для роботи з людьми з особливими освітніми потребами.Підтверджено, що деонтологічна підготовка вчителів-логопедів є однією з можливостей цілеспрямованої трансляції в соціокультурне середовище належних підходів до суб’єктів сучасної освіти – логопедів та їх вихованців з особливими освітніми потребами.Ключові слова: деонтологічна підготовка, професійна компетентність вчителя-логопеда, професійна культура, педагогічна етика, корекційно-розвиткова діяльність, інклюзивне навчання.</p

The article defines the nature of socio-economic development processes monitoring in a region on the basis of systematization of scientific works on economics. The terms of monitoring introduction into the processes of socio-economic development of a region are defined. The difference between monitoring and standard statistic technology is explained. The fact that socio-economic processes monitoring is primarily directed at collection, examination and preparation of information for making and analyzing of economic decisions at different management levels is proved. The indicators by the direction “renewable energy and energy efficiency”, which are evaluated in the process of monitoring, are outlined. Major tasks of monitoring are defined and principles of its information basis forming are determined. The level of household savings is important both for the households themselves and for the country's economy, since savings, on the one hand, help to avoid hunger during crises, and, on the other hand, are an important investment resource for the country's economy. That is why the methods of economic security calculations should be adapted to modern conditions. Significant changes in economic, political, social conditions in Ukraine because of the influence of military events cause the necessity of developing approaches to calculations of economic security level. The article aims at analyzing active methods of calculations of economic security level to adapt their indicators to actual economic circumstances in Ukraine and the world. Indicators of the economic security have been composed of budget, money-credit, foreign exchange, debt, known banking financial market security, banking security. Every component of economic security has factors of war influence, which, as a result, correlates with the integral indicator of economic security. The relevance and indispensability of reinforcement of the economy’s competitiveness on security foundations are substantiated. The authors’ methods of calculation of an integral indicator of economic security have been suggested. A taxonomic indicator is used to measure the level of security. Conclusions regarding the preconditions, capacity, and availability of tendencies of economic security in regions of the country have been made.
