Evolution Logic and Revelations of the Financial Policy of Chinese Compulsory Education Since the Reform and Opening Up

As a special form of the general public policy, the financial policy of compulsory education also possesses the essential attributes of it. Since the reform and opening up, the basic sequence of the financial policy of Chinese compulsory education is: equalization of distribution orientation; nationalization of obligation put in; centralization of coordination system as well as standardization of supervision. By analyzing the evolution process of the financial policy of compulsory education, it is found that it follows the top-down-supply-led mechanism and the value orientation of balanced development, as public spirit is the basic feature of reform. What’s more, in this thesis, the theory on the coordination of policy is also utilized to shed light on the non-independence of the evolution in the financial policy of Chinese compulsory education

    Hybrid Strangeon Stars

It was conjectured that the basic units of the ground state of bulk strong matter may be strange-clusters called strangeons, and they can form self-bound strangeon stars that are highly compact. Strangeon stars can develop a strange quark matter (SQM) core at high densities, particularly in the color-flavor-locking phase, yielding a branch of hybrid strangeon stars. We explore the stellar structure and astrophysical implications of hybrid strangeon stars. We find that hybrid strangeon stars can meet various astrophysical constraints on pulsar masses, radii, and tidal deformabilities. Finally, we show that the strangeon-SQM mixed phase is not preferred if the charge-neutrality condition is imposed at the strangeon-SQM transition region.Comment: 10 pages, 4 figure

Achieving Lightweight Federated Advertising with Self-Supervised Split Distillation

As an emerging secure learning paradigm in leveraging cross-agency private data, vertical federated learning (VFL) is expected to improve advertising models by enabling the joint learning of complementary user attributes privately owned by the advertiser and the publisher. However, there are two key challenges in applying it to advertising systems: a) the limited scale of labeled overlapping samples, and b) the high cost of real-time cross-agency serving. In this paper, we propose a semi-supervised split distillation framework VFed-SSD to alleviate the two limitations. We identify that: i) there are massive unlabeled overlapped data available in advertising systems, and ii) we can keep a balance between model performance and inference cost by decomposing the federated model. Specifically, we develop a self-supervised task Matched Pair Detection (MPD) to exploit the vertically partitioned unlabeled data and propose the Split Knowledge Distillation (SplitKD) schema to avoid cross-agency serving. Empirical studies on three industrial datasets exhibit the effectiveness of our methods, with the median AUC over all datasets improved by 0.86% and 2.6% in the local deployment mode and the federated deployment mode respectively. Overall, our framework provides an efficient federation-enhanced solution for real-time display advertising with minimal deploying cost and significant performance lift.Comment: Accepted to the Trustworthy Federated Learning workshop of IJCAI2022 (FL-IJCAI22). 6 pages, 3 figures, 3 tables Old title: Semi-Supervised Cross-Silo Advertising with Partial Knowledge Transfe

VideoReTalking: Audio-based Lip Synchronization for Talking Head Video Editing In the Wild

We present VideoReTalking, a new system to edit the faces of a real-world talking head video according to input audio, producing a high-quality and lip-syncing output video even with a different emotion. Our system disentangles this objective into three sequential tasks: (1) face video generation with a canonical expression; (2) audio-driven lip-sync; and (3) face enhancement for improving photo-realism. Given a talking-head video, we first modify the expression of each frame according to the same expression template using the expression editing network, resulting in a video with the canonical expression. This video, together with the given audio, is then fed into the lip-sync network to generate a lip-syncing video. Finally, we improve the photo-realism of the synthesized faces through an identity-aware face enhancement network and post-processing. We use learning-based approaches for all three steps and all our modules can be tackled in a sequential pipeline without any user intervention. Furthermore, our system is a generic approach that does not need to be retrained to a specific person. Evaluations on two widely-used datasets and in-the-wild examples demonstrate the superiority of our framework over other state-of-the-art methods in terms of lip-sync accuracy and visual quality.Comment: Accepted by SIGGRAPH Asia 2022 Conference Proceedings. AAV-KLF7 Promotes Descending Propriospinal Neuron Axonal Plasticity after Spinal Cord Injury

DPSN axons mediate and maintain a variety of normal spinal functions. Unsurprisingly, DPSN tracts have been shown to mediate functional recovery following SCI. KLF7 could contribute to CST axon plasticity after spinal cord injury. In the present study, we assessed whether KLF7 could effectively promote DPSN axon regeneration and synapse formation following SCI. An AAV-KLF7 construct was used to overexpress KLF7. In vitro, KLF7 and target proteins were successfully elevated and axonal outgrowth was enhanced. In vivo, young adult C57BL/6 mice received a T10 contusion followed by an AAV-KLF7 injection at the T7–9 levels above the lesion. Five weeks later, overexpression of KLF7 was expressed in DPSN. KLF7 and KLF7 target genes (NGF, TrkA, GAP43, and P0) were detectably increased in the injured spinal cord. Myelin sparring at the lesion site, DPSN axonal regeneration and synapse formation, muscle weight, motor endplate morphology, and functional parameters were all additionally improved by KLF7 treatment. Our findings suggest that KLF7 promotes DPSN axonal plasticity and the formation of synapses with motor neurons at the caudal spinal cord, leading to improved functional recovery and further supporting the potential of AAV-KLF7 as a therapeutic agent for spinal cord injury

Assessing the concentration and potential health risk of heavy metals in China's main deciduous fruits

AbstractTo assess levels of contamination and human health risk, we analyzed the concentrations of the heavy metals lead (Pb), cadmium (Cd), chromium (Cr), and nickel (Ni) in China's main deciduous fruits — apple, pear, peach, grape, and jujube. The concentration order of the heavy metals was Ni>Cr>Pb>Cd. In 97.5% of the samples, heavy metal concentrations were within the maximum permissible limits. Among the fruits studied, the heavy metal concentrations in jujube and peach proved to be the highest, and those in grape proved to be the lowest. Only 2.2% of the samples were polluted by Ni, only 0.4% of the samples were polluted by Pb, and no samples were polluted by Cd or Cr. Compared with the other fruits, the combined heavy metal pollution was significantly higher (P<0.05) in peach and significantly lower (P<0.05) in grape. For the combined heavy metal pollution, 96.9% of the samples were at safe level, 2.32% at warning level, 0.65% at light level, and 0.13% at moderate level. In the fruits studied, the contribution of heavy metals to the daily intake rates (DIR) followed the order of Ni>Cr>Pb>Cd. The highest DIR came from apple, while the lowest DIR came from grape. For each of the heavy metals, the total DIR from five studied fruits corresponded to no more than 1.1% of the tolerable daily intake, indicating that no significant adverse health effects are expected from the heavy metals and the fruits studied. The target hazard quotients and the total target hazard quotients demonstrated that none of the analyzed heavy metals may pose risk to consumers through the fruits studied. The highest risk was posed by apple, followed in decreasing order by peach and pear, jujube, and grape. We suggest that the main deciduous fruits (apple, pear, peach, grape, and jujube) of China's main producing areas are safe to eat
