    Green Economy: Regional Priorities

    The article is dedicated to transforming the economy of Russian regions to a green economy, which is an essential factor for the sustainable development. This is important not only for Russia but the whole world because our country has the great natural capital and provides important environmental services that support the planet biosphere. Based on the analysis of economic, social and ecological statistical data and Human Development Index (HDI) we have shown that the development of Russian Federal Districts is very unbalanced and each Russian region has its own way to new economic model. For instance, it is necessary to increase the well-being in the North Caucasus Federal District, it is important to reach higher life expectancy at birth in the Siberian and the Far Eastern Districts. It is necessary to move from the Β«brownΒ» economy to a green one by using the human capital (building a knowledge economy), by applying Best Available Technologies (Techniques), by investing in efficiency of use of natural resources and by increasing energy efficiency. The transition to a green economy will help to achieve social equity and the development of human potential; it helps to move from the exploitation of non-renewable natural capital to renewable human capital. All these socio-economic measures should give decoupling effect, make risks lower, reduce the exploitation of natural capital, stop the environmental degradation and prevent the ecological crisis. Transition to the green economic model has to be accompanied by new economic development indicators, which take into account social and environmental factors.The research was supported by the grant of the Russian Foundation for Basic Research No. 14-06-00075

    Training of specialists of Health Technology Assessment: experience of foreign countries

    According to the main values of international HTA organizations regarding the development of scientific potential and training of specialists in this field and taking into account the conditions of implementation of medical technology assessment in Ukraine, the scientific interest includes the professional training of HTA users and developers. In this regard, the need of studying the foreign experience and best practices in the use of various curricula, the introduction of forms, methods and technologies is actualized. The author pays special attention to the issue of training these specialists in the system of postgraduate education. The aim of the article was to analyze the use of modern forms, methods and technologies in vocational education and training of specialists in the assessment of medical technologies. Materials and methods of the research were strategic programs of EU and Ukraine development, normative and legal documents regulating the implementation of HTA, legislative acts on education development in Ukraine, publications in scientometric databases of Scopus, Web of Science and others. Research methods used: systematic search of information using search engines, databases and websites by keywords; content analysis of documents; situational and comparative analysis; generalization; prognostication. According to the results of the analysis of scientific works, the study of international experience revealed that in foreign countries all types of education are used to train specialists in HTA: formal, non-formal, informal. It was found out that the most common forms of obtaining this specialty in the system of formal education are bachelor’s degree, master’s degree, training of doctors of philosophy. At the same time, for the training of such specialists in the middle-income countries, the programs of various duration in the system of non-formal education are used the most often. Among them: courses, trainings, seminars, internships, apprenticeships, mentoring, etc. Certification upon completion of the training is required. Based on the foreign experience and the analysis of scientific literature, the feasibility of creating and implementing various programs (long-term and short-term, in-service and non-in-service, distance, extramural, full-time, etc.) of the HTA specialists’ training in non-formal education completion of training was proved

    It has been shown that polymeric film coatings derived from polydicyclopentadiene are subject to oxidation and structuring in air. Oxidation in air of double bonds in films gradually happens during several weeks and it comes amid an increase of adsorption band of carbonyl and hydroxyl groups in polymers infrared spectrums. Moreover, because of selective oxidation of cis-configured chains, structuring occurs around the double bonds in the polymer chain in polydicyclopentadiene films acquired by metathesis polymerization

    Diffuse Neuroendocrine System: Structural and Functional Effects of Radiation Injury to Amine Precursor Uptake and Decarboxylation (APUD) Cells

    The paper presents a review of the results obtained by the authors on the study of external (gamma) and internal (I-131) radiation effects on the functional morphology and linkage of the diffuse neuroendocrine system (DNES) and amine precursor uptake and decarboxylation (APUD) cells of the stomach and duodenum. The investigations performed enabled us to determine that the morphological changes noted in APUD cells had a dose and time dependency. The present study supports the point of view that the radiation initiates serotonin release from APUD cells, which appears to initiate the mechanism of early postirradiation dysfunctions of the gastrointestinal tract and the subsequent adaptive response of DNES. Analysis of our results, together with a review of the literature, indicates that APUD cells actively participate both in pathogenesis of radiation injury and development of organ and tissue radiosensitivity

    The work is devoted to qualitative analysis of poly(styrene)acrylates, the definition of the content of styrene in them. The methods of IR, NMR spectroscopy and gas chromatography-mass spectrometry were used for analysis.
