Public relations issues in Turkish public administration
Halkla ilişkiler faaliyetinin bir işletme ile hedef kitlesi arasında karşılıklı iletişimi, anlayışı oluşturmaya ve sürdürmeye yardımcı bir yönetim fonksiyonu olduğu göz önünde bulundurulursa mevcut durum itibariyle Türk kamu yönetiminde halkla ilişkilerin başarılı bir şekilde yürütüldüğünü söyleyemeyiz. Türk kamu yönetiminde yönetimin halk tarafından yeterince tanınmaması ve kendisini tanıtamaması, şeffaflık sorunu, hesap verme sorumluluğunun olmaması, kamu yönetimindeki halkla ilişkiler birimleriyle ilgili sorunlar karşımıza çıkan başlıca sorunlardır. Bu çalışmamızda Türk kamu yönetiminin karşı karşıya bulunduğu bu sorunlar, bu sorunların nedenleri, sonuçları ve çözüm önerileri tartışılacaktır.We can notsay that relations with the people in the Turkish public administration have been carried out successfully in the present situation if it is considered that the activity of public relations is a management function which helps mutual communication, understanding and maintenance between a business and its target mass.The problems of transparency, lack of responsibility for accountability, problems with the public relations units in public administration are the main problems that the management in the Turkish public administration is not well recognized by the public and can not be introduced.The problems faced by the Turkish public administration in this study, the causes of these problems, their results and the proposed solution will be discussed
Investigation of public relations practices in Turkish public administration
Bir işletme ile hedef kitle arasında karşılıklı iletişimi, anlayışı oluşturmaya ve sürdürmeye yardımcı bir yönetim fonksiyonu olarak tanımlanabilecek olan halkla ilişkiler artık özel sektörde olduğu kadar kamu yönetimi alanında da önemli bir uygulama olarak kabul edilmektedir. Günümüz insanı ile dikkatli ve düzenli bir şekilde etkileşime geçmek, haberleşmek gereğinden yola çıkarak, yönetim halkın denetim ve açıklık isteklerine halkla ilişkiler uygulamaları ile karşılık vermektedir. Bu bağlamda 1962 yılında hazırlanan Merkezi Hükümet Teşkilatı Araştırma Projesi (MEHTAP) raporu ve 1991 yılında yayınlanan Kamu Yönetimi Araştırma Projesi (KAYA) raporunda kamu kuruluşlarında halkla ilişkilerin geliştirilmesi vurgulanmıştır. Son dönemde 2006 yılında kurulan Başbakanlık İletişim Merkezi (BİMER) Türk kamu yönetiminde halkla ilişkiler konusunda görülen en önemli gelişmelerdendir. Bu çalışmamızda başta Başbakanlık İletişim Merkezi (BİMER) olmak üzere merkezden yönetim kuruluşları ve yerinden yönetim kuruluşlarında halkla ilişkiler uygulamaları incelenecektir.Public relations, which can be defined as a management function that helps create and maintain mutual communication, understanding and maintenance between a business and the target group, is now regarded as an important application in public administration as much as it is in the private sector.In order to interact with contemporary people in a careful and regular manner, the administration responds to the requests of the people by the applications of the people in relation to the requests of the inspection and openness. A Rare Cause of Secondary Amyloidosis: Common Variable Immunodeficiency Disease
The common variable immunodeficiency disease (CVID) is the most common symptomatic primary antibody deficiency. It is the most frequently observed cause of panhypogammaglobulinemia in adults. Here, we present a case of systemic amyloidosis that developed secondary to the common variable immunodeficiency disease causing recurrent infections in a young female patient. A 24-year-old female patient, who was under treatment at the gynecology and obstetrics clinic for pelvic inflammatory disease, was referred to our clinic when she was observed to have swellings in her legs, hands, and face. She had proteinuria at a rate of 3.5 gr/day, and her serum albumin was 1.5 gr/dl. The levels of immunoglobulins are IgG: 138 mg/dl, IgA: 22,6 mg/dl, and IgM: 16,8 mg/dl. The renal USG revealed that the kidneys were observed to be enlarged. Since the patient had recurrent infections, hypogammaglobulinemia, nephrotic range proteinuria, and enlarged kidneys in the renal USG, she was thought to have type AA amyloidosis and therefore underwent a renal biopsy. The kidney biopsy revealed amyloid (+). So the patient was diagnosed with AA type of amyloidosis secondary to common variable immunodeficiency disease. A treatment regimen (an ACE inhibitor and a statin) with monthly administration of intravenous immunoglobulin was started
A Rare Gestational Trophoblastic Disease: Placental Site Trophoblastic Tumor
Placental site trophoblastic tumor (PSTT) is a highly rare form of gestational trophoblastic diseases that arise from intermediate trophoblastic cells. By presenting this case, we aimed to review the treatment and diagnosis, approach to PSTT.
A 31-year-old (G2P1A1L1) patient had abnormal vaginal bleeding. Serum ß-HCG was 5.82 mIU/ml and the transvaginal USG detected a polypoid mass in uterine cavity. Probe curettage was performed. Histopathologic specimens were confirmed as PSTT. No metastasis was detected. A total abdominal hysterectomy was performed.
PSTT is a rare tumor. In contrast to other trophoblastic tumors, PSTT produces a small amount of ß-HCG and it is relatively insensitive to chemotherapy. Adjuvant chemotherapy is suggested to follow surgical treatment in the cases with metastasis
