Implementasi Kebijakan Layanan secara Elektronik Pengadaan Kendaraan Dinas Pemerintah Provinsi Jawa Barat
Electronic Procurement Service (LPSE) is a policy in the procurement of goods and services with internet-based, which facilitates a transparent auction. West Java was chosen as one of the 5 LPSE Center and expected to create transparency and accountability in government management. The purpose of this study is to describe and analyze the LPSE policy implementation, particularly in the procurement of official vehicles in West Java Provincial Government. The research was conducted through observation and interview techniques. Data consisted of primary and secondary data, therefore this research design used qualitative methods. The theory used in this study was the theory of policy implementation. Based on the research, it is known that the policy implementation of LPSE, particularly in the procurement of official vehicles in West Java Provincial Government, is not only able to minimize the corruption potential, but also able to provide a positive impact on the financial condition of local governments. Analisa Sosial Ekonomi Pembangunan Pusat Perbelanjaan Modern; Studi Kasus Pembangunan Lotte Mall di Kecamatan Pondok Aren, Tangerang Selatan 2010
In modern civilization, the existence of modern shopping centers often become a symbol of the progress of a city. This study aimed to analyze the social and economic development plans Lotte Mall in District Pondok Aren, Tangerang Selatan. This study uses a qualitative method of collecting data through observation and indepth interview. Lotte Mall development is not only a positive impact, but also had a negative impact. The positive effect is; First, Lotte Mall provides nearly half of the needs of human life. Consumers or visitors can easily select and purchase the desired item. Second, the existence of Lotte Mall can drive the economy of local communities. Third, the construction of Lotte Mall will obviously create employment so that it can push the unemployment rate although in certain scale. Fourth, the existence of Lotte Mall has become a prerequisite for modern urban civilization. The establishment of Lotte Mall will certainly attract investment for development in other sectors such as property and other businesses. As for the negative impact of the construction of Lotte Mall, among others; First, a potentially lethal retailer small or medium class because it is not able to compete with large classes of retail traders. Second, the existence of Lotte Mall promoting wider logic of consumerism because people tend to be "spoiled" with ease and facility of shopping easy and convenient. Thirdly, the presence of Lotte Mall tends to turn off the traditional markets that already exist in the vicinity of the shopping center. Fourth, further reducing green open spaces as public spaces are natural and pro-environment. The existence of Lotte Mall also has the potential to cause traffic congestion due to be sentrum vehicular traffic

This research besides study whether the management and culvation oil and gas in the Masela Block in accordance with rules in the article of 33 the constitution of 1945, it also examines at how the management of the Masela Block to increase state revenues and public welfare. This research using qualitative methods with the approach case study. In full view of the perspective of contract system and the power mining, management in Masela Block it can be uttered not based on conception “in all over the state” in accordance with rules of the constitution . Operation the Masela Block by Inpex Corporation, is not state control on the first rank, because state in fact has not been conducted directly management natural resources the oil and gas. Although Production Sharing Contract system used, believed to be a model contracts accommodate the article of 33 the constitution of 1945, but in practice, the state could not do mastery entirely in the Masela Block. The state potentially losing sovereignty in managing all of economic resources oil and gas in the Masela Block, because mastery itself be turned over or authorized to corporate or form permanent business. Problematika Pilkada Langsung; Studi Kasus Pelaksanaan Pilkada Langsung di Provinsi Sumatera Utara 2005-2007
The local elections directly that has been held since 2005 is a long process of struggle democracy in Indonesia. This research analyze about the local elections directly in some districts in the province of north Sumatra in the period 2005-2007. This research employe in a qualitative approach field research. Technique the data collection was conducted through focus group discussion (FGD), in-depth the interview, questionnaire and media review. The results research indicate that the election directly during 2005- 2007 in the north Sumatera is still dyed with several crucial problems, such as, Voter registration; candidacy, the existence of desk election; campaign; neutrality of the election stakeholders; neutrality supervision committee (Panwas); participation and voters behaviour; the preparation of moment and the funds of the local election; the role and the behavior of political party behavior; demonstrations and media violence. To intensify the quality of election, improvements to systems absolutely necessary, as complete mechanism voter registration; to intensify the participation of voters; political education voters; and strengthening the skill, the competence and integrity of the local election
Dwarf males in the barnacle Alepas pacifica Pilsbry, 1907 (Thoracica, Lepadidae), a symbiont of jellyfish
In the pedunculate barnacle Alepas pacifica Pilsbry, 1907, a symbiont of jellyfish, several small individuals were found attached to conspecifics rather than directly to the host. We investigated whether these individuals act as dwarf males, as is known in some other species of barnacles. The conspecific-attached individuals had longer penes than juvenile hermaphrodites of similar sizes attached directly to the jellyfish, although there was no other morphological difference between these two types of individuals. Only the largest conspecific-attached individual was ovigerous. We conclude that the conspecific-attached individuals are dwarf males, which develop the male function at a smaller size than hermaphrodites do, with a small possibility of becoming hermaphroditic. This is the first report of dwarf males, and hence of the coexistence of males and hermaphrodites (androdioecy), in the family Lepadidae. In addition, the record of A. pacifica attached to Nemopilema nomurai Kishinouye, 1922, is reported herein as new to science
Impact of the introduction of apple snails and their control in Japan
The apple snail, Pomacea canaliculata, was imported into Japan and cultured extensively for food in the early 1980s. Not long after, escaped or discarded snails became feral and started feeding on rice seedlings and other aquatic plants. This was especially noted in Kyushu in southern Japan. Snails are still proliferating, but the area of damaged rice is not increasing as fast, mainly because of the success of snail control. Currently, the most effective methods of avoiding damage to rice are keeping water shallow, transplanting older seedlings and, in some cases, using molluscicides or repellents. However, these methods have almost no effect on damage by snail feeding when rice fields are flooded. The apple snail is believed to be the most important obstacle to the spread of direct-sowing culture of rice in Kyushu. The Ministry of Agriculture, Forestry and Fisheries has launched a national project for the integrated management of the snail under direct sowing culture of rice in Kyushu. Nanometre-scale nuclear-spin device for quantum information processing
We have developed semiconductor point contact devices in which nuclear spins
in a nanoscale region are coherently controlled by all-electrical methods.
Different from the standard nuclear-magnetic resonance technique, the
longitudinal magnetization of nuclear spins is directly detected by measuring
resistance, resulting in ultra-sensitive detection of the microscopic quantity
of nuclear spins. All possible coherent oscillations have been successfully
demonstrated between two levels from four nuclear spin states of I = 3/2
nuclei. Quantum information processing is discussed based on two fictitious
qubits of an I = 3/2 system and methods are described for performing arbitrary
logical gates both on one and two qubits. A scheme for quantum state tomography
based on Mz-detection is also proposed. As the starting point of quantum
manipulations, we have experimentally prepared the effective pure states for
the I = 3/2 nuclear spin system.Comment: 16 pages, 5 figure
