    Fertility transition in China: causes and trends

    "Decentralised policy formation and implementation is one of the salient features of China's family planning programme that is the most important driving force of China's fertility transition. This paper reviews the differentials in local policy and programmes, and examines their effects on patterns of fertility transition across China. Major consequences of the differential fertility transition, such as varied processes of population ageing and labour force supply etc. at provincial level, are then discussed. The author argues that the success of government population policy to a large extent is determined by socio-economic and cultural factors. On the other hand, regional demographic patterns have profound impact on China's regional and rural-urban differences in terms of socio-economic development.     International Metropolis Soft Power Evaluation and Empirical Studies from Shanghai

    The AHP analysis method is used to determine various factors affecting soft power of international metropolis, and these factors are listed in order. The research finds that the important indices include share of cultural industry in GDP, urban green coverage, number of highly educated personnel, and qualified personnel who have studied abroad choose to stay in the city, etc. The 2009 empirical data analysis from Shanghai showed that indices such as urban environment, urban culture, and urban mobility have increased 85.7%, 91.6% and 128.1% upon those of the year 2000, respectively. While urban mobility is higher than the value of other factors, the index is still low, this may be more due to the lack of openness of the existing residence registration and social security system in Shanghai. In the mean time, education development and urban innovation effects are not significant as well. Therefore, the city should strengthen efforts to attract talents, improve quality of urban culture and urban image, and enhance cohesion of modern metropolis and cultural soft power, to improve the city's soft environment.Key words: AHP analysis; Soft power; International metropolis; Weight of inde

    Semantic-Aware Real-Time Correlation Tracking Framework for UAV Videos

    Discriminative correlation filter (DCF) has contributed tremendously to address the problem of object tracking benefitting from its high computational efficiency. However, it has suffered from performance degradation in unmanned aerial vehicle (UAV) tracking. This article presents a novel semantic-aware real-time correlation tracking framework (SARCT) for UAV videos to enhance the performance of DCF trackers without incurring excessive computing cost. Specifically, SARCT first constructs an additional detection module to generate ROI proposals and to filter any response regarding the target irrelevant area. Then, a novel semantic segmentation module based on semantic template generation and semantic coefficient prediction is further introduced to capture semantic information, which can provide precise ROI mask, thereby effectively suppressing background interference in the ROI proposals. By sharing features and specific network layers for object detection and semantic segmentation, SARCT reduces parameter redundancy to attain sufficient speed for real-time applications. Systematic experiments are conducted on three typical aerial datasets in order to evaluate the performance of the proposed SARCT. The results demonstrate that SARCT is able to improve the accuracy of conventional DCF-based trackers significantly, outperforming state-of-the-art deep trackers
