People and guns involved in denied and completed handgun sales
Objective: Denial of handgun purchases by prohibited people and knowledge of the structure of gun commerce have helped to deter and prevent firearm violence. The authors hypothesize that handguns involved in a denied purchase would more closely resemble those used in crime compared with handguns sold. Design: Cross sectional. Setting: Denied and completed handgun sales in California, 1998 -- 2000. Main outcome measures: Handgun and purchaser characteristics of denied and completed sales were compared. In particular, handgun characteristics most closely associated with crime guns (type, caliber, barrel length, price) were examined. Results: Compared with handguns sold, handguns in denied sales were somewhat more likely to be semiautomatic pistols (74.6% v 69.4%), to have short barrels (25.9% v 22.2%), and be of medium caliber (48.9% v 37.3%). Ten percent of the handguns in denied sales and 3.4% of handguns sold were identified as inexpensive. Conclusions: The characteristics of denied handguns are similar to those seen among crime guns. Both groups of guns may reflect the desirability for criminal purposes of pistols, which have larger ammunition capacities than other handguns, and short barrels, which increase their ability to be concealed
An epidemiological study of burglary offenders: trends and predictors of self-reported arrests for burglary in the United States, 2002-2013
Burglary is serious property crime with a relatively high incidence and has been shown to be variously associated with other forms of criminal behavior. Unfortunately, an epidemiological understanding of burglary and its correlates is largely missing from the literature. Using public-use data collected between 2002 and 2013 as part of the National Survey on Drug Use and Health (NSDUH), the current study compared those who self-reported burglary arrest in the prior 12 months with and without criminal history. The unadjusted prevalence estimates of self-reported burglary arrest were statistically different for those with a prior arrest history (4.7%) compared with those without an arrest history (0.02%) which is a 235-fold difference. Those with an arrest history were more likely to report lower educational attainment, to have lower income, to have moved more than 3 times in the past 5 years, and to use alcohol, tobacco, illicit drugs, and engage in binge drinking. Moreover, those with prior arrest histories were younger and more likely to be male. There is considerable heterogeneity among burglars with criminal history indicating substantially greater behavioral risk

Toward a Formalism for Conservative Claims about the Dependability of Software-Based Systems
In recent work, we have argued for a formal treatment of confidence about the claims made in dependability cases for software-based systems. The key idea underlying this work is "the inevitability of uncertainty": It is rarely possible to assert that a claim about safety or reliability is true with certainty. Much of this uncertainty is epistemic in nature, so it seems inevitable that expert judgment will continue to play an important role in dependability cases. Here, we consider a simple case where an expert makes a claim about the probability of failure on demand (pfd) of a subsystem of a wider system and is able to express his confidence about that claim probabilistically. An important, but difficult, problem then is how such subsystem (claim, confidence) pairs can be propagated through a dependability case for a wider system, of which the subsystems are components. An informal way forward is to justify, at high confidence, a strong claim, and then, conservatively, only claim something much weaker: "I'm 99 percent confident that the pfd is less than 10-5, so it's reasonable to be 100 percent confident that it is less than 10-3." These conservative pfds of subsystems can then be propagated simply through the dependability case of the wider system. In this paper, we provide formal support for such reasoning

A Radial Basis Function (RBF) Compact Finite Difference (FD) Scheme for Reaction-Diffusion Equations on Surfaces
We present a new high-order, local meshfree method for numerically solving reaction diffusion equations on smooth surfaces of codimension 1 embedded in ℝd. The novelty of the method is in the approximation of the Laplace-Beltrami operator for a given surface using Hermite radial basis function (RBF) interpolation over local node sets on the surface. This leads to compact (or implicit) RBF generated finite difference (RBF-FD) formulas for the Laplace-Beltrami operator, which gives rise to sparse differentiation matrices. The method only requires a set of (scattered) nodes on the surface and an approximation to the surface normal vectors at these nodes. Additionally, the method is based on Cartesian coordinates and thus does not suffer from any coordinate singularities. We also present an algorithm for selecting the nodes used to construct the compact RBF-FD formulas that can guarantee the resulting differentiation matrices have desirable stability properties. The improved accuracy and computational cost that can be achieved with this method over the standard (explicit) RBF-FD method are demonstrated with a series of numerical examples. We also illustrate the flexibility and general applicability of the method by solving two different reaction-diffusion equations on surfaces that are defined implicitly and only by point clouds
The main- interpulse interaction of PSR B1702-19
This paper reports on single-pulse radio observations of PSR B1702-19 and their implications for pulsar emission theories. These observations were made with the Westerbork Synthesis Radio Telescope at 1380 and 328 MHz. The PA-swing is used to constrain possible geometries of the pulsar and the single-pulse data is analysed for subpulse modulation correlations between the main pulse and interpulse. We confirm earlier conclusions that the dipole axis of this pulsar is almost perpendicular to its rotation axis, and report that both its main pulse and interpulse are modulated with a periodicity around 10.4 times the pulsar's rotation. Allowing for the half-period delay between main pulse and interpulse the modulation is found to be precisely in phase. Despite small secular variations in the periodicity, the phase-locking continues over all timescales ranging up to several years. The precision of the phase locking is difficult for current emission theories to explain if the main pulse and interpulse originate from opposing magnetic poles. We therefore also explore the possibility of a bidirectional model, in which all the modulated emission comes from one pole, but is seen from two sides and slightly displaced by aberration and time-delay. In this model the unmodulated emission is directed to us from the opposite pole, requiring the emission of the main pulse to originate from two different poles. This is difficult to reconcile with the observed smooth PA-swing. Whichever model turns out to be correct, the answer will have important implications for emission theories
