Dans le premier cas, les investissements nationaux via RFF sont beaucoup plus conséquents que ceux réalisés par les différentes régions sur les réseaux secondaires même si , dans le cadre des politiques de décentralisation, la régionalisation des transports ferroviaires de 2002 constitue une avancée importante

Iron in Hot DA White Dwarfs

We present a study of the iron abundance pattern in hot hydrogen-rich (DA) white dwarfs. The study is based on new and archival far ultraviolet spectroscopy of a sample of white dwarfs in the temperature range 30,000 K < T_eff < 64,000 K. The spectra obtained with the Far Ultraviolet Spectroscopic Explorer along with spectra obtained with the Hubble Space Telescope Imaging Spectrograph and the International Ultraviolet Explorer sample FeIII to FeVI absorption lines enabling a detailed iron abundance analysis over a wider range of effective temperatures than previously afforded. The measurements reveal abundance variations in excess of two orders of magnitude between the highest and the lowest temperatures probed, but also show considerable variations (over one order of magnitude) between objects with similar temperatures and surface gravities. Such variations in cooler objects may be imputed to accretion from unseen companions or so-called circumstellar debris although the effect of residual mass-loss and selective radiation pressure in the hottest objects in the sample remain dominant.Comment: Accepted for publication in Ap

Avec la réintroduction du tramway à Nantes en 1985 et le succès qu’il connaît depuis lors, plusieurs questions se posent sur les fonctionnalités du tramway. Quel est le rôle que les élus et les urbanistes font jouer au tramway ? Ce mode de transports collectifs a vu sa fonctionnalité première évoluée, elle est passée d’un instrument de  déplacement à un outil de requalification urbanistique. Le tramway par rapport au métro et au bus à haut niveau de service (BHNS), assure par ses qualités propres une fonctionnalité de requalification urbanistique qui se rajoute à sa fonction première ou qui l’occulte totalement. Dans les choix effectués par certaines agglomérations, lorsque le tramway se trouve en concurrence avec le BHNS, en particulier lorsqu’il sort du cœur de la ville, il s’inscrit dans les politiques de mobilité globale.With the reintroduction of the Tramway in Nantes in 1985 and the success it knows since then, several questions arise on the features of the tramway. What is the role the elected representatives and the town planners make play the tramway? This type of collective transport saw its first feature evolved, it is transformed itself from an instrument of travel to a tool of urbanistic requalification. The tramway with regard to the subway and to the bus at high level of service ( BHNS), assures by its appropriate qualities a feature of urbanistic requalification which adds in its first function or which hides it totally. Within the choices made by certain towns, when the tramway is in competition with the BHNS, in particular when it goes out of the heart of the city, it joins in the policies of global mobility

O/H in the Local Bubble

We present new measurements of the oxygen gas-phase abundance along four sightlines probing gas inside the Local Bubble, using data obtained with the Far Ultraviolet Spectroscopic Explorer (FUSE) and the Hubble Space Telecope (HST). Combining these with seven previously published N(O I) and N(H I) measurements we determine a mean O/H ratio for the Local Bubble, (O/H) = (3.45 +/- 0.19)x10^(-4) (1 sigma in the mean). Our result is virtually identical to O/H = (3.43 +/- 0.15)x10^(-4) derived from data for sightlines probing gas well outside the Local Bubble. In contrast to the D/O and D/H ratios, which seem to have different values beyond the Local Bubble, our results show that the O/H ratio is constant and single-valued both inside and outside the Local Bubble, for low density sightlines, with column densities up to log N (H) ~ 21. In addition, the similarity of the two values above suggests that the net effect of the uncertain O I f-values in the FUSE bandpass is not significant. Taking into account the latest determinations of the Solar abundance of oxygen, our result implies that ~25% of the oxygen in the Local Bubble is depleted onto dust grains. The similarity of the value for O/H along low average density sightlines in the Local Bubble with that of denser sightlines beyond may permit a limit on the diluting effects of infalling low metallicity gas.Comment: Accepted for publication in the Astrophysical Journa

Psychology as a natural science in the eighteenth century

Psychology considered as a natural science began as Aristotelian "physics" or "natural philosophy" of the soul. C. Wolff placed psychology under metaphysics, coordinate with cosmology. Scottish thinkers placed it within moral philosophy, but distinguished its "physical" laws from properly moral laws (for guiding conduct). Several Germans sought to establish an autonomous empirical psychology as a branch of natural science. British and French visual theorists developed mathematically precise theories of size and distance perception; they created instruments to test these theories and to measure visual phenomena such as the duration of visual impressions. These investigators typically were dualists who included mental phenomena within nature

Retractable Syringes in a Swiss Prison Needle and Syringe Exchange Program: Experiences of Drug-using Inmates and Prison Staff Perceptions

Needle and Syringe Exchange Programs (NSP) prevent infectious diseases in community and prisons. Less than 1% of prisons worldwide have NSP. One barrier is organizational concern for needle stick injuries from used syringes. Given these concerns, we introduced retractable syringes into our prison NSP and evaluated 1) injection drug users' experiences with retractable syringes and 2) beliefs and knowledge about NSP among prison officers (PO) and healthcare staff (HS). In 2010, we replaced usual syringes with retractable needle devices in the prison of Champ-Dollon, Geneva, Switzerland. We examined demographics, clinical profiles and NSP use among NSP participants, and asked about ease and safety of retractable syringes use in interviews. We distributed questionnaires to PO and HS, to assess knowledge and general opinions on NSP. The majority of participants expressed that retractable syringes were acceptable alternatives, but needed improvements. Of the questionnaires, 90.3% of PO and 9.6% of HS were still concerned about misuse of soiled syringes as weapons. Improving the quality and ease of use of use may increase the acceptance of retractable syringes. Continuing to address PO and HS safety concerns is an important step towards more disseminated NSP implementation and useful innovation

Die Zukunft der bezahlten und unbezahlten Arbeit: drei Szenarien

Die in diesem Diskussionspapier zusammengefassten Beiträge von Carsten Stahmer (Halbtagsgesellschaft: konkrete Utopie für eine zukunftsfähige Grundsicherung), Ronald Schettkat (Dienstleistungen zwischen Eigenarbeit und Professionalisierung) und Gerhard Scherhorn (Demokratisierung des Wohlstands) beruhen auf einer Reihe von Veranstaltungen im Rahmen des Wirtschaftswissenschaftlichen Kolloquiums des Wuppertal Instituts. In dieser von Ronald Schettkat im Jahr 2007 organisierten Seminarreihe wurden am Wuppertal Institut ausgewählte Fragestellungen im Spannungsfeld von Wirtschaftswachstum und Nachhaltiger Entwicklung diskutiert. Mit der Präsentation seines Konzeptes einer Halbtagsgesellschaft, die einen radikalen Bruch mit konventionellen Arbeitsarrangements und eine drastische Ausweitung informeller Versorgungssysteme (informelle Arbeit, räumliche Substitution, Zeittauschringe) vorsieht, hatte Carsten Stahmer einen Stein ins Wasser geworfen. Die drei hier skizzierten Szenarien machen deutlich, dass verschiedene Zukünfte der Arbeit vorstellbar sind. Sie sind von unterschiedlichen Wertvorstellungen geprägt und mit verschiedenartigen Gestaltungsansätzen verbunden. Gesellschaft und Politik sind aufgerufen zu diskutieren, welche Entwicklungsrichtung wahrscheinlicher und welche zukunftsfähiger erscheint. Dazu wollen die drei Beiträge Impulse setzen. -- This discussion paper outlines articles from Carsten Stahmer (Halbtagsgesellschaft: konkrete Utopie für eine zukunftsfähige Grundsicherung / Part-time society: concrete utopia for a sustainable provision of basic social security), Ronald Schettkatt (Dienstleistungen zwischen Eigenarbeit und Professionalisierung / Supply of services between one's own work and professionalising) and Gerhard Scherhorn (Demokratisierung des Wohlstands / Democratisation of wealth), which are based on a series of events organised in the context of the Wuppertal Institute's scientific colloquium on economics. The lecture series organised by Ronald Schettkat at the Wuppertal Institute in 2007 dealt with discussions about selected questions in the conflicting fields of economic growth and sustainable development. The three scenarios, presented in this paper, demonstrate the possibility of different future work models. They are based on different moral concepts and on diverse conceptual approaches and want to give an impetus to society and policy to discuss which of the trends seems more likely and which of them seems more sustainable.
