A magistrate's view on achieving compliance
This conference presentation was given as part of the Achieving Compliance with Road Traffic Law: What can enforcement, prosecution and sentencing contribute? Conference by Chris Hunt Cooke, Magistrate and Chairman of the Magistrates' Association Road Traffic Committee. The conference, jointly organised by PACTS and the Criminal Justice Research Centre with Brunel Law School, was hosted at Brunel University on the 13th June 2012, and was the first opportunity to review the evidence about how to improve compliance with road traffic law. Its aim was to set out the challenges facing the government over the next few years and the steps that need to be taken to improve levels of compliance on our roads. It took a wide look at the process of compliance from initial choices about enforcement through to the effectiveness of the court system
Spectroscopy of Hadrons with b Quarks from Lattice NRQCD
Preliminary results from an extensive lattice calculation of the B, B_c, and
\Upsilon spectrum at quenched \beta = 6.0 are presented. The study includes
radially and orbitally excited mesons, and baryons containing b quarks. The b
quarks are formulated using NRQCD; for light and c quarks, a tadpole-improved

Flexible Transparent Barrier Applications of Oxide Thin Films Prepared by Photochemical Conversion at Low Temperature and Ambient Pressure
Photoconversion of metal-organic precursors to thin film metal oxides using ultraviolet (UV) radiation in oxidative atmosphere is an attractive technology because it can be applied at temperatures <80°C and at ambient pressure. Thus, it enables preparing this class of thin films in a cost-efficient manner on temperature sensitive substrates such as polymer films. In this article, various aspects of research and development in the field of photochemical thin-film fabrication, with particular focus to the application of the produced films as gas permeation barriers for the encapsulation of optoelectronic devices are reviewed. Thereby, it covers investigations on fundamental photochemically initiated reactions for precursor classes containing metal-oxygen and metal-nitrogen bonds, and emphazises the relevance of that understanding for applicative considerations like integration of the single-layer barrier films into relevant encapsulation films. Further perspectives are given concerning integration of additional functionalities like electrical conductivity to the flexible and transparent barrier films. © Copyright © 2020 With, Helmstedt and Prager
Multiple model estimation for the detection of curvilinear segments in medical X-ray images using sparse-plus-dense-RANSAC
In this paper, we build on the RANSAC method to detect multiple instances of objects in an image, where the objects are modeled as curvilinear segments with distinct endpoints. Our approach differs from previously presented work in that it incorporates soft constraints, based on a dense image representation, that guide the estimation process in every step. This enables (1) better correspondence with image content, (2) explicit endpoint detection and (3) a reduction in the number of iterations required for accurate estimation. In the case of curvilinear objects examined in this paper, these constraints are formulated as binary image labels, where the estimation proved to be robust to mislabeling, e.g. in case of intersections. Results for both synthetic and real data from medical X-ray images show the improvement from incorporating soft image-based constraints
The scaling dimension of low lying Dirac eigenmodes and of the topological charge density
As a quantitative measure of localization, the inverse participation ratio of
low lying Dirac eigenmodes and topological charge density is calculated on
quenched lattices over a wide range of lattice spacings and volumes. Since
different topological objects (instantons, vortices, monopoles, and artifacts)
have different co-dimension, scaling analysis provides information on the
amount of each present and their correlation with the localization of low lying

New flexible motion estimation technique for scalable MPEG encoding using display frame order and multi-temporal references
The applicability of MPEG video coding can be improved by scaling both the algorithmic complexity and resource usage appropriately for the intended device and application. For this purpose, we present a new technique for motion estimation, based on a scalable three-stage process including frame processing in display order, approximation of motion vector fields using multiple references and optional quality refinements. Experiments show that the computational effort is scalable with a factor of 14, resulting in a global variation of 7 dB SNR in picture quality. At full processing, our technique slightly outperforms a 32Ă—32 full search motion estimation.
