Britain's New Deal and the Next Round of U.S. Welfare Reform
The United States will begin another round of debate on welfare reform during the 107th Congress, which convened in January 2001. The new congress and administration must decide on reauthorization of funding for Temporary Assistance for Needy Families, the program established in 1996 as a replacement for Aid to Families with Dependent Children. Among other things, the reauthorization debate will focus on issues of program funding, rationalization, performance, best practice, and direction. This paper argues that all phases of this debate would benefit from more widespread understanding and appreciation of the British Labour government's welfare reform program, including both the New Deal welfare-to-work programs and related changes in benefits and coverage. This paper reviews the ideology, strategy, and implementation of British innovations with regard to links to U.S. reforms and as a source of new perspectives and ideas for the reauthorization debate.
The 'psychic pet' phenomenon: a reply to Rupert Sheldrake

Certain points arising from this criticism have also been included in his recent book, Dogs That Know When Their Owners Are Coming Home and Other Unexplained Powers of Animals (Sheldrake 1999b). Detection of short-term changes in vegetation cover by use of LANDSAT imagery
The author has identified the following significant results. By using a constant band 6 to band 5 radiance ratio of 1.25, the changing pattern of areas of relatively dense vegetation cover was detected for the semiarid region in the vicinity of Tucson, Arizona. Electronically produced binary thematic masks were used to map areas with dense vegetation. The foliar cover threshold represented by the ratio was not accurately determined but field measurements show that the threshold lies in the range of 10 to 25 percent foliage cover. Montana evergreen forests with constant dense cover were correctly shown to exceed the threshold on all dates. The summer active grassland exceeded the threshold in the summer unless rainfall was insufficient. Desert areas exceeded the threshold during the spring of 1973 following heavy rains; the same areas during the rainless spring of 1974 did not exceed threshold. Irrigated fields, parks, golf courses, and riparian communities were among the habitats most frequently surpassing the threshold
Measuring measurement--disturbance relationships with weak values
Using formal definitions for measurement precision {\epsilon} and disturbance
(measurement backaction) {\eta}, Ozawa [Phys. Rev. A 67, 042105 (2003)] has
shown that Heisenberg's claimed relation between these quantities is false in
general. Here we show that the quantities introduced by Ozawa can be determined
experimentally, using no prior knowledge of the measurement under investigation
--- both quantities correspond to the root-mean-squared difference given by a
weak-valued probability distribution. We propose a simple three-qubit
experiment which would illustrate the failure of Heisenberg's
measurement--disturbance relation, and the validity of an alternative relation
proposed by Ozawa
Do CEOs Ever Lose? Fairness Perspective on the Allocation of Residuals Between CEOs and Shareholders
In this study we introduce a justice perspective to examining the result of bargaining between CEOs and boards over the allocation of firm residuals that ultimately determines CEO compensation. Framing CEO pay as the result of bargaining between CEOs and boards focuses attention on the power of CEOs to increase their share of firm residuals in the form of increased compensation, and the diligence of boards of directors to constrain CEO opportunism. Framing this negotiation through a theory of justice offers an alternative perspective to the search for pay-performance sensitivity. We predict and find that as board diligence in controlling opportunism declines and CEO power increases, CEOs are increasingly able to capture a larger portion of firm residuals relative to shareholders. This finding supports critics who charge that CEO pay violates norms of distributive and procedural justice
On quantum error-correction by classical feedback in discrete time
We consider the problem of correcting the errors incurred from sending
quantum information through a noisy quantum environment by using classical
information obtained from a measurement on the environment. For discrete time
Markovian evolutions, in the case of fixed measurement on the environment, we
give criteria for quantum information to be perfectly corrigible and
characterize the related feedback. Then we analyze the case when perfect
correction is not possible and, in the qubit case, we find optimal feedback

exhibit self-averaging properties. We study numerically the relative variances
and for the probability of a site belongin to the
"infinite" (maximum) cluster and the mean finite cluster size . It was
shown, that two-dimensional site-bound percolation on the square lattice, where
the bonds play the role of impurity and the sites play the role of the
statistical ensemble, over which the averaging is performed, exhibits

Atom laser coherence and its control via feedback
We present a quantum-mechanical treatment of the coherence properties of a
single-mode atom laser. Specifically, we focus on the quantum phase noise of
the atomic field as expressed by the first-order coherence function, for which
we derive analytical expressions in various regimes. The decay of this function
is characterized by the coherence time, or its reciprocal, the linewidth. A
crucial contributor to the linewidth is the collisional interaction of the
atoms. We find four distinct regimes for the linewidth with increasing
interaction strength. These range from the standard laser linewidth, through
quadratic and linear regimes, to another constant regime due to quantum
revivals of the coherence function. The laser output is only coherent (Bose
degenerate) up to the linear regime. However, we show that application of a
quantum nondemolition measurement and feedback scheme will increase, by many
orders of magnitude, the range of interaction strengths for which it remains
