State Defiance of Bankruptcy Law

Bankruptcy is the principal device by which failing businesses and financially-troubled families get one last chance to reorganize their affairs back to financial health. It is also the graveyard for business failures, the place where we bury dead corporations and divide their remaining assets among their surviving creditors. In the last decade, the bankruptcy system has given seven million middle-class families a way to start over-an opportunity to save their homes from foreclosure, rid themselves of overwhelming debts, and reintegrate themselves into the workforce as productive citizens. It has also been the way that 10,000 corporations have restructured their way from failure to health, avoiding the disruptive costs of dissolution and liquidation and instead preserving jobs, stabilizing community tax bases, and fueling the longest period of economic expansion in United States history. Another 100,000 less fortunate corporations have had their funerals in bankruptcy, as their creditors have divided their assets and facilitated the redistribution of capital and labor resources that must accompany liquidation. Bankruptcy is the safety valve in America\u27s capitalist system: technical and arcane, but so important. For the last 100 years, bankruptcy has functioned efficiently, providing a vital lubricant at the rough edges of the American economy. We do not expect individuals to live life without hope and force them into the underground economy to avoid a mountain of debt. Nor do we discourage entrepreneurs from starting new ventures by holding them personally liable if that corporate venture fails. Instead, we give each individual and business person a fair chance to start over. This second chance breeds innovation and risk taking that puts the United States at the cutting edge of technological and scientific development. When our corporations experience liquidity problems, we do not allow lenders to shut them down and break them up. Rather, we permit sick businesses to file under chapter 11 to provide a breathing spell to rehabilitate themselves; if rehabilitation cannot be accomplished, we provide a forum for liquidation of the businesses for the collective good of all creditors

Satellite laser ranging work at the Goddard Space Flight Center

Laser ranging systems, their range and accuracy capabilities, and planned improvements for future systems are discussed, the systems include one fixed and two mobile lasers ranging systems. They have demonstrated better than 10 cm accuracy both on a carefully surveyed ground range and in regular satellite ranging operations. They are capable of ranging to all currently launched retroreflector equipped satellites with the exception of Timation III. A third mobile system is discussed which will be accurate to better than 5 cm and will be capable of ranging to distant satellites such as Timation III and LAGEOS

Article 386 paragraph 1 of Law Number 23 Year 2014 concerning Regional Government which made for increasing the regional government's performance. The innovation that took place in the city of Manado in 2016 was a successful innovation in the region. After the issuance of Government Regulation Number 38 of 2017 concerning Regional Innovation, it's stated that regional innovation is organized by the head of the Research and Development Agency (R & D). Applying a qualitative approach through literature studies. It aims to contribute ideas about various efforts that can be done by R & D of Manado City institutions in carrying out their functions in Government Regulation Number 38 of 2017 concerning Regional Innovation. Agencies must be the organization responsible for regional innovation by providing solutions for regional innovation, becoming the Independent Team Coordinator to deal with problems that occur in these countries. Agencies must carry out additional budgets to support tasks to improve the Regional Innovation System

The finite-difference computation of natural convection in a rectangular enclosure

A study is made of the natural convection of a fluid contained in a long horizontal enclosure of rectangular cross section with one vertical wall heated and the other cooled. Two-dimensional motion is assumed. The governing vorticity and energy transport equations are solved by an implicit alternating direction finite-difference method. A Survey on Classification of Power Quality Disturbances in a Power System

ABSTRACT Nowerdays, due to the penetration of power electronics based loads and microprocessor based controlled loads. We have to give more importance to power Quality problems. In order to improve the power quality, the sources of power quality disturbances should be recognized and classified earlier. So many techniques are proposed so far in many research papers under feature extraction and classification. This paper gives a survey of the various papers and it will be use full for the researchers to know about the various methods discussed and helps to do the further work in this area
