    Includes bibliographical references.This mixed method study of the effectiveness of the management of substance abuse in South Africa explored the way policies are formulated and implemented. A governance lens used coordination and public participation as indicators to measure the efficacy of the coordinating substance abuse structures (the Central Drug Authority, Provincial Substance Abuse Forums and Local Drug Action Committees) to implement the National Drug Master Plan 2006-2011. Coordinated governance, which include empowerment and resourcing of structures at the provincial and municipal levels will be helpful to provide necessary resources, expertise and skills to the "whole of society" for the implementation of future strategies

    Dynamic and Thermodynamic Stability and Negative Modes in Schwarzschild-Anti-de Sitter

    The thermodynamic properties of Schwarzschild-anti-de Sitter black holes confined within finite isothermal cavities are examined. In contrast to the Schwarzschild case, the infinite cavity limit may be taken which, if suitably stated, remains double valued. This allows the correspondence between non-existence of negative modes for classical solutions and local thermodynamic stability of the equilibrium configuration of such solutions to be shown in a well defined manner. This is not possible in the asymptotically flat case. Furthermore, the non-existence of negative modes for the larger black hole solution in Schwarzschild-anti-de Sitter provides strong evidence in favour of the recent positive energy conjecture by Horowitz and Myers.Comment: 21 pages, 5 figures, LaTe

    Wildlife linkages: volumes and values of residual timber in riparian zones in eastern Texas

    In regenerating southern pine, maintenance of riparian zones (RZs) is a major land concession for soil and water protection and wildlife habitat enhancement. However, there are few data quantifying the volume and value of residual timber in such areas. We inventoried merchantable timber in nine RZs of three widths in sapling-class East Texas pine plantations. Present, discounted, and projected volumes and values of residual timber were determined. Average per-acre volumes of narrow, medium, and wide RZs were 337, 1438, and 2542 board feet (Doyle log rule) and 4.6, 8.2, and 7.2 cords, respectively. At US 154.00andUS154.00 and US 57.00 per thousand board feet for pine and hardwood saw timber, respectively, and US 15.00andUS15.00 and US 5.00 per cord for pine and hardwood pulpwood, respectively, average present per-acre values were US 46.41,US46.41, US 209.93 and US 352.75fornarrow,medium,andwideRZs.Interestratesforthegrowthoftreesfrom1981to1989ranged3.7352.75 for narrow, medium, and wide RZs. Interest rates for the growth of trees from 1981 to 1989 ranged 3.7%-23.5% for pine and 2.2%-6.1% for hardwood. For the 1981-1989 discount period, average per-acre net annual equivalents of narrow, medium, and wide RZs were US 4.52, US 20.46,andUS20.46, and US 34.38, respectively.     Optimal combination of signals from co-located gravitational wave interferometers for use in searches for a stochastic background

    This article derives an optimal (i.e., unbiased, minimum variance) estimator for the pseudo-detector strain for a pair of co-located gravitational wave interferometers (such as the pair of LIGO interferometers at its Hanford Observatory), allowing for possible instrumental correlations between the two detectors. The technique is robust and does not involve any assumptions or approximations regarding the relative strength of gravitational wave signals in the detector pair with respect to other sources of correlated instrumental or environmental noise. An expression is given for the effective power spectral density of the combined noise in the pseudo-detector. This can then be introduced into the standard optimal Wiener filter used to cross-correlate detector data streams in order to obtain an optimal estimate of the stochastic gravitational wave background. In addition, a dual to the optimal estimate of strain is derived. This dual is constructed to contain no gravitational wave signature and can thus be used as on "off-source" measurement to test algorithms used in the "on-source" observation.Comment: 14 pages, 4 figures, submitted to Physical Review D Resubmitted after editing paper in response to referee comments.     Evaluation and Verification of the Global Rapid Identification of Threats System for Infectious Diseases in Textual Data Sources

    The Global Rapid Identification of Threats System (GRITS) is a biosurveillance application that enables infectious disease analysts to monitor nontraditional information sources (e.g., social media, online news outlets, ProMED-mail reports, and blogs) for infectious disease threats. GRITS analyzes these textual data sources by identifying, extracting, and succinctly visualizing epidemiologic information and suggests potentially associated infectious diseases. This manuscript evaluates and verifies the diagnoses that GRITS performs and discusses novel aspects of the software package. Via GRITS’ web interface, infectious disease analysts can examine dynamic visualizations of GRITS’ analyses and explore historical infectious disease emergence events. The GRITS API can be used to continuously analyze information feeds, and the API enables GRITS technology to be easily incorporated into other biosurveillance systems. GRITS is a flexible tool that can be modified to conduct sophisticated medical report triaging, expanded to include customized alert systems, and tailored to address other biosurveillance needs

    Sensitivity of first trimester ultrasound in the detection of congenital anomalies in twin pregnancies: population study and systematic review.

    INTRODUCTION: The first aim of this study was to ascertain the diagnostic performance of first trimester ultrasound in detecting congenital anomalies in twins. The secondary aim was to explore the strength of association between different pregnancy characteristics and early detection of structural anomalies in a large unselected population of twin pregnancies. A systematic review of the published literature was also carried out MATERIAL AND METHODS: Retrospective analysis of prospectively collected data from consecutive twin pregnancies booked for antenatal care from 1996 till 2014. Predictive accuracy of those covariates independently associated with the occurrence of fetal anomalies were assessed with logistic regression analysis and ROC curves RESULTS: 1064 twin pregnancies (820 dichorionic and 264 monochorionic) were included in the analysis. 42 pregnancies had one or more fetuses with structural abnormalities. Detection of structural abnormalities using ultrasound was possible in the first trimester in 27.3% (95% CI: 15.0-42.8) of twin pregnancies. Mono-chorionicity (OR 2.3, 95% CI: 1.1-4.7) and discordance in crown-rump length and nuchal translucency were associated with an increased risk of fetal anomalies. However, their predictive accuracy was only moderate (AUC: 0.67, 95% CI: 0.6-0.8 and 0.68, 95% CI: 0.6 - 0.8, for crown-rump length and nuchal translucency discrepancy respectively CONCLUSIONS: First trimester detection of structural abnormalities in twin pregnancies is possible in 27.3% (95% CI: 15.0-42.8) of cases. The likelihood for first trimester detection of structural anomalies in twins was maximum for cranial vault, midline brain and abdominal wall defects. Monochorionicity and increasing discrepancy in crown-rump length and nuchal translucency were associated with fetal structural abnormalities, although their predictive performance was only moderately good.     One-loop Renormalization of Black Hole Entropy Due to Non-minimally Coupled Matter

    The quantum entanglement entropy of an eternal black hole is studied. We argue that the relevant Euclidean path integral is taken over fields defined on α\alpha-fold covering of the black hole instanton. The statement that divergences of the entropy are renormalized by renormalization of gravitational couplings in the effective action is proved for non-minimally coupled scalar matter.
