Dialogue as Moral Paradigm: Paths Toward Intercultural Transformation
The Council of Europe’s 2008 White Paper on Intercultural Dialogue: ‘living
together as equals in dignity’ points to the need for shared values upon which intercultural dialogue might rest. In order, however, to overcome the monologic separateness that threatens community, we must educate ourselves to recognize the dialogism of our humanity and to engage in deep encounters with others with a mature skepticism of all dogmatisms, including our own. In order to aid us in reaching the necessary insight, the author calls upon Bakhtin’s ideas of the dialogism of every utterance and of the unity and heteroglossia of language, Gadamer’s hermeneutical experience that shakes us loose from what we think we know, and Levinas’s description of that transcendent ideal of a dialogue beyond reciprocity. These perspectives break open our certainty that tribalism and individualism are fundamental, placing them instead as secondary phenomena that, though
powerful, pronounce neither the initial nor the final word on our life together

Dynamical Spin Response Functions for Heisenberg Ladders
We present the results of a numerical study of the 2 by L spin 1/2 Heisenberg
ladder. Ground state energies and the singlet-triplet energy gaps for L =
(4-14) and equal rung and leg interaction strengths were obtained in a Lanczos
calculation and checked against earlier calculations by Barnes et al. (even L
up to 12). A related moments technique is then employed to evaluate the
dynamical spin response for L=12 and a range of rung to leg interaction
strength ratios (0 - 5). We comment on two issues, the need for
reorthogonalization and the rate of convergence, that affect the numerical
utility of the moments treatment of response functions.Comment: Revtex, 3 figure
Editorial : environmental governance of urban and regional development – scales and sectors, conflict and cooperation
Recent years have continued to see a concern for the detrimental environmental impacts of human economic activities particularly in the form of enhanced global warming, sea level rise, land degradation and deforestation. Although it can be argued that economic development and growth remain the priority for governments at a variety of spatial scales or levels, these same governments also express a desire through a growing number of policy initiatives to make such development more sustainable and environmentally-friendly. A growing interest amongst policy makers has been in identifying the ways in which environmental protection measures can be made complementary to economic development aims. Rather than seeing the environment and the economy in opposition, there has been a focus on the growth potential from developing a green or low-carbon economy (OECD, 2011). At the urban and regional scale governments have increasingly begun to try and position themselves as destinations for new forms of green economy investments as a source of a new round of capital accumulation (GIBBS and O’NEILL, 2014). In total then, questions around the environment, climate change and sustainability look set to grow in importance for decision makers in cities and regions
Gamow-Teller transitions and deformation in the proton-neutron random phase approximation
We investigate reliability of Gamow-Teller transition strengths computed in
the proton-neutron random phase approximation, comparing with exact results
from diagonalization in full shell-model spaces. By allowing the
Hartree-Fock state to be deformed, we obtain good results for a wide variety of
nuclides, even though we do not project onto good angular momentum. We suggest
that deformation is as important or more so than pairing for Gamow-Teller
transitions.Comment: 8 pages, 5 figures; added references, clarified discussion with

Gas loading of graphene-quartz surface acoustic wave devices
Copyright © 2013 AIP PublishingGraphene was transferred to the propagation path of quartz surface acoustic wave devices and the attenuation due to gas loading of air and argon measured at 70 MHz and 210 MHz and compared to devices with no graphene. Under argon loading, there was no significant difference between the graphene and non-graphene device and the values of measured attenuation agree well with those calculated theoretically. Under air loading, at 210 MHz, there was a significant difference between the non-graphene and graphene devices, with the average value of attenuation obtained with the graphene devices being approximately twice that obtained from the bare quartz devices.Royal Societ
