    Multisensor satellite data integration for sea surface wind speed and direction determination

    Techniques to integrate meteorological data from various satellite sensors to yield a global measure of sea surface wind speed and direction for input to the Navy's operational weather forecast models were investigated. The sensors were launched or will be launched, specifically the GOES visible and infrared imaging sensor, the Nimbus-7 SMMR, and the DMSP SSM/I instrument. An algorithm for the extrapolation to the sea surface of wind directions as derived from successive GOES cloud images was developed. This wind veering algorithm is relatively simple, accounts for the major physical variables, and seems to represent the best solution that can be found with existing data. An algorithm for the interpolation of the scattered observed data to a common geographical grid was implemented. The algorithm is based on a combination of inverse distance weighting and trend surface fitting, and is suited to combing wind data from disparate sources

    Studies of uncontrolled air traffic patterns, phase 1

    The general aviation air traffic flow patterns at uncontrolled airports are investigated and analyzed and traffic pattern concepts are developed to minimize the midair collision hazard in uncontrolled airspace. An analytical approach to evaluate midair collision hazard probability as a function of traffic densities is established which is basically independent of path structure. Two methods of generating space-time interrelationships between terminal area aircraft are presented; one is a deterministic model to generate pseudorandom aircraft tracks, the other is a statistical model in preliminary form. Some hazard measures are presented for selected traffic densities. It is concluded that the probability of encountering a hazard should be minimized independently of any other considerations and that the number of encounters involving visible-avoidable aircraft should be maximized at the expense of encounters in other categories

    IRAS sky survey atlas: Explanatory supplement

    This Explanatory Supplement accompanies the IRAS Sky Survey Atlas (ISSA) and the ISSA Reject Set. The first ISSA release in 1991 covers completely the high ecliptic latitude sky, absolute value of beta is greater than 50 deg, with some coverage down to the absolute value of beta approx. equal to 40 deg. The second ISSA release in 1992 covers ecliptic latitudes of 50 deg greater than the absolute value of beta greater than 20 deg, with some coverage down to the absolute value of beta approx. equal to 13 deg. The remaining fields covering latitudes within 20 deg of the ecliptic plane are of reduced quality compared to the rest of the ISSA fields and therefore are released as a separate IPAC product, the ISSA Reject Set. The reduced quality is due to contamination by zodiacal emission residuals. Special care should be taken when using the ISSA Reject images. In addition to information on the ISSA images, some information is provided in this Explanatory Supplement on the IRAS Zodiacal History File (ZOHF), Version 3.0, which was described in the December 1988 release memo. The data described in this Supplement are available at the National Space Science Data Center (NSSDC) at the Goddard Space Flight Center. The interested reader is referred to the NSSDC for access to the IRAS Sky Survey Atlas (ISSA)

    Managing the Socially Marginalized: Attitudes Towards Welfare, Punishment and Race

    Welfare and incarceration policies have converged to form a system of governance over socially marginalized groups, particularly racial minorities. In both of these policy areas, rehabilitative and social support objectives have been replaced with a more punitive and restrictive system. The authors examine the convergence in individual-level attitudes concerning welfare and criminal punishment, using national survey data. The authors\u27 analysis indicates a statistically significant relationship between punitive attitudes toward welfare and punishment. Furthermore, accounting for the respondents\u27 racial attitudes explains the bivariate relationship between welfare and punishment. Thus, racial attitudes seemingly link support for punitive approaches to opposition to welfare expenditures. The authors discuss the implications of this study for welfare and crime control policies by way of the conclusion

    Extracting cosmological signals from foregrounds in deep mm maps of the sky

    The high Galactic latitude sky at millimeter and submm wavelengths contains significant cosmological information about the early Universe (in terms of the cosmic microwave background) but also the process of structure formation in the Universe from the far infrared background produced by early galaxies and the Sunyaev-Zeldovich effect in clusters of galaxies. As the Planck mission will produce full sky maps in this frequency range, deeper maps of selected low-foregrounds patches of the sky can produce complementary and important information. Here we analyze the performance of a balloon-borne survey covering a 10^\circ x 10^\circ patch of the sky with a few arcminute resolution and very high pixel sensitivity. We simulate the different components of the mm/submm sky (i.e., CMB anisotropies, SZ effect, radio and infrared sources, far infrared background, and interstellar dust) using current knowledge about each of them. We then combine them, adding detector noise, to produce detailed simulated observations in four observational bands ranging from 130 to 500 GHz. Finally, we analyze the simulated maps and estimate the performance of the instrument in extracting the relevant information about each of the components. We find that the CMB angular power spectrum is accurately recovered up to l ~ 3000. Using the Sunyaev-Zel'dovich effect, most of the galaxy clusters present in our input map are detected (60% efficiency overall).     Initial Performance of the NEOWISE Reactivation Mission

    NASA's Wide-field Infrared Survey Explorer (WISE) spacecraft has been brought out of hibernation and has resumed surveying the sky at 3.4 and 4.6 μm. The scientific objectives of the NEOWISE reactivation mission are to detect, track, and characterize near-Earth asteroids and comets. The search for minor planets resumed on 2013 December 23, and the first new near-Earth object (NEO) was discovered 6 days later. As an infrared survey, NEOWISE detects asteroids based on their thermal emission and is equally sensitive to high and low albedo objects; consequently, NEOWISE-discovered NEOs tend to be large and dark. Over the course of its three-year mission, NEOWISE will determine radiometrically derived diameters and albedos for ~2000 NEOs and tens of thousands of Main Belt asteroids. The 32 months of hibernation have had no significant effect on the mission's performance. Image quality, sensitivity, photometric and astrometric accuracy, completeness, and the rate of minor planet detections are all essentially unchanged from the prime mission's post-cryogenic phase
