Spatial heterogeneity and driving forces of environmental productivity growth in China: Would it help to switch pollutant discharge fees to environmental taxes?
© 2019 Elsevier Ltd Emission charge policy has recently switched from pollutant discharge fees to environmental taxes in China. Considering spatial heterogeneity, the effects of changes in emission charge policy may subject to different Chinese regions. In this study, environmental efficiencies of Chinese regions are evaluated through provincial environmentally extended input-output tables and a frontier-based optimization model. Driving factors of environmental productivity growth are identified through global Luenberger productivity decomposition approach. Moreover, spatial heterogeneity on the effects of change in emission charge policy on environment and economy are assessed. Results show that all regions experienced environmental productivity growth. Technology progress is the major driving factor in most regions with an average contribution of 90%, while technical efficiency regress slows environmental productivity growth in Southwest region. Switching from pollutant discharge fees to environmental taxes would decreases emission intensities by 1.42% on average, but it would have different negative impact on economic growth (−1.13%∼-4.90% of regional GDP) due to spatially heterogeneous trade-offs between environmental protection and economic development. Addressing such spatial heterogeneity provide not only a basis for diversified tax rate determination but also a framework for other environmental policy assessment
Carbon emissions intensity reduction target for China's power industry: An efficiency and productivity perspective
© 2018 Elsevier Ltd This paper proposes a scenario analysis to address whether the national and provincial CO2 emissions intensity reduction target during 2016–2020 would be achievable for China's power industry with the identification of change on carbon productivity. This productivity indicator is further decomposed to investigate contributions of different sources to productivity growth when there exists technological heterogeneity. Evaluation results show that even if all electricity-generating units in each region were able to adopt the best practice, the nationwide 18% intensity reduction target is not feasible through improving technical efficiency or upgrading technology on electricity generation and carbon abatement in a short or medium term. The existence of regional technological heterogeneity in power generation and associated CO2 emissions reduction processes implies the necessity of more differentiated regulations and policies for emission reduction across China's regions and inter-regional technology transfer. The emerging national emission trading scheme could easy some challenges in formulating emission policy for heterogeneous regions

Economic dispatch savings in the coal-fired power sector: an empirical study of China
© 2018 The current equal share dispatch approach has often been criticized for its negative influence on the electricity system operation in China, which worsens the energy security, environmental sustainability and affordability problems. To provide references for the on-going electricity market reform, this study employs an optimization model to quantify the economic dispatch savings in the coal-fired power sector. Key findings are summarized as follows: (1) The heat rates of 2803 coal generators in China range from 273.91 gce/kWh to 348.38 gce/kWh units in 2014, and the great differences among these generators at different geographical areas exhibit the necessity for economic dispatch. (2) 5.67% of the coal used for power generation could be saved from economic dispatch in a provincial level, the monetary value of which can reduce the average electricity price by 0.0058 yuan/kWh in 2014. (3) Three major political and economic challenges hinder the transition from the current dispatch mode to economic dispatch, namely the insufficient running hours for cost recovery, limited cross-border trading due to electricity over-supply and local protectionism, and the political economy problems from generators of different ownership types.This work was supported by China's National Key R&D Program (2016YFA0602603), National Natural Science Foundation of China (Nos. 71521002, 71273031 and 71573013) and China Scholarship Council (CSC) (201501310015)

Investment in carbon dioxide capture and storage combined with enhanced water recovery
Carbon dioxide capture and storage combined with enhanced deep saline water recovery (CCS-EWR) is a potential approach to mitigate climate change. However, its investment has been a dilemma due to high costs and various uncertainties. In this study, a trinomial tree modelling-based real options approach is constructed to assess the investment in CCS-EWR retrofitting for direct coal liquefaction in China from the investor perspective. In this approach, the uncertainties in CO2 prices, capital subsidies, water resource fees, the residual lifetime of direct coal liquefaction plants, electricity prices, CO2 and freshwater transport distance, and the amount of certified emission reductions (CERs) are considered. The results show that the critical CER price for CCS-EWR retrofits is 7.15 Chinese yuan per ton (CNY/ton) higher than that (141.95 CNY/ton) for CCS retrofits. However, the exemption from water resource fees for freshwater recovered from saline water and a subsidy of 26% of the capital cost are sufficient to eliminate the negative impact of enhanced deep saline water recovery (EWR) on the investment economy of CCS-EWR. In addition, when the residual lifetime is less than 14 years, CCS-EWR projects are still unable to achieve profitability, even with flexible management and decision making; therefore, investors should abandon CCS-EWR investments. On the whole, the investment feasibility for CCS-EWR technology is not optimistic despite access to preferential policies from the government. It is necessary to establish a carbon market with a high and stable CER price
Five tips for China to realize its co-targets of climate mitigation and Sustainable Development Goals (SDGs)
In 2018, a total of US$166 billion global economic losses and a new high of 55.3 Gt of CO2 equivalent emission were generated by 831 climate-related extreme events. As the world's largest CO2 emitter, we reported China's recent progresses and pitfalls in climate actions to achieve climate mitigation targets (i.e., limit warming to 1.5–2°C above the pre-industrial level). We first summarized China's integrated actions (2015 onwards) that benefit both climate change mitigation and Sustainable Development Goals (SDGs). These projects include re-structuring organizations, establishing working goals and actions, amending laws and regulations at national level, as well as increasing social awareness at community level. We then pointed out the shortcomings in different regions and sectors. Based on these analyses, we proposed five recommendations to help China improving its climate policy strategies, which include: 1) restructuring the economy to balance short-term and long-term conflicts; 2) developing circular economy with recycling mechanism and infrastructure; 3) building up unified national standards and more accurate indicators; 4) completing market mechanism for green economy and encouraging green consumption; and 5) enhancing technology innovations and local incentives via bottom-up actions
