    The diversity of the EU approach to law enforcement: Towards a coherent model inspired by a law and economics approach

    Traditionally in the division of labor between the European level and the Member States it was, roughly, the European legislature that set the norms and the Member States that took care of enforcing these norms. In various policy areas, an implementation deficit has been observed, which is said to be partly due to the Member States facing difficulties with the choice of procedural options. For that reason, among others, the European legislature increasingly prescribes the enforcement approach to the Member States to back up national legislation that implements European law. This Article examines the incoherence of the EU’s approach to law enforcement in the areas of consumer, competition, environmental, and insider trading laws. After setting out the EU’s legal competences with a view to law enforcement, the rather diverse picture — mixes — of private, administrative, and criminal law enforcement in the four areas will be illustrated. The authors then ask the question of whether this divergence can be explained by an economic reasoning with respect to law enforcement.     NMR line shapes of a gas of nuclear spin-1/2 molecules in fluctuating nano-containers

    Reported in this paper is the impact of the fluctuations of the geometry of the nano-meter gas containers in the medium on the NMR line shape of the gas inside of the nano-containers. We calculate exactly the NMR line shape of the gas of spin-1/2 carrying molecules for two typical dynamics of the nano-container volume and the orientation with respect to the external magnetic field: (i) for a Gaussian stochastic dynamics, and (ii) for the regular harmonic vibrations. For the Gaussian ensemble of static disordered containers having an infinite correlation time, τc→∞\tau_{\sf c} \to \infty , the overall line shape is shown to obey a logarithmic low frequency asymptotics, I(ω)=const×ln⁥(1ω) I(\omega) = {const} \times \ln (\frac{1}{\omega}), at ω→0\omega \to 0, and exponentially decaying asymptotics in a high frequency domain. For the Gaussian ensemble of the rapidly fluctuating containers of a finite τc\tau_{\sf c}, the overall line shape has a bell-shaped profile with ∌ω−4\sim \omega^{-4} far wing behaviour. In addition, we calculate exactly a satellite structure of the NMR line shape when the nano-bubbles in a liquid are affected by the harmonic deformations due to the acoustic waves.Comment: 14 pages, 4 figure

    Reduction of the Three Dimensional Schrodinger Equation for Multilayered Films

    In this paper, we present a method for reducing the three dimensional Schrodinger equation to study confined metallic states, such as quantum well states, in a multilayer film geometry. While discussing some approximations that are employed when dealing with the three dimensionality of the problem, we derive a one dimensional equation suitable for studying such states using an envelope function approach. Some applications to the Cu/Co multilayer system with regard to spin tunneling/rotations and angle resolved photoemission are discussed.Comment: 14 pages, 1 figur

    Studies of the limit order book around large price changes

    We study the dynamics of the limit order book of liquid stocks after experiencing large intra-day price changes. In the data we find large variations in several microscopical measures, e.g., the volatility the bid-ask spread, the bid-ask imbalance, the number of queuing limit orders, the activity (number and volume) of limit orders placed and canceled, etc. The relaxation of the quantities is generally very slow that can be described by a power law of exponent ≈0.4\approx0.4. We introduce a numerical model in order to understand the empirical results better. We find that with a zero intelligence deposition model of the order flow the empirical results can be reproduced qualitatively. This suggests that the slow relaxations might not be results of agents' strategic behaviour. Studying the difference between the exponents found empirically and numerically helps us to better identify the role of strategic behaviour in the phenomena.Comment: 19 pages, 7 figure

    A Multi Agent Model for the Limit Order Book Dynamics

    In the present work we introduce a novel multi-agent model with the aim to reproduce the dynamics of a double auction market at microscopic time scale through a faithful simulation of the matching mechanics in the limit order book. The agents follow a noise decision making process where their actions are related to a stochastic variable, "the market sentiment", which we define as a mixture of public and private information. The model, despite making just few basic assumptions over the trading strategies of the agents, is able to reproduce several empirical features of the high-frequency dynamics of the market microstructure not only related to the price movements but also to the deposition of the orders in the book.Comment: 20 pages, 11 figures, in press European Physical Journal B (EPJB
