    Visual Rulemaking

    Visual politics are seeping into the technocracy. Rulemaking stakeholders—including agencies, the President, and members of the public—are deploying politically tinged visuals to push their agendas at every stage of high-stakes, often virulently controversial, rulemakings. These images, GIFs, and videos usually do not make it into the official rulemaking record, so this new “visual rulemaking” world has not been discussed much by scholars or others. In this article, we explore the new visual rulemaking culture that emerged in Obama’s presidency, providing examples and discussing relevant policy implications. Although we recognize some risks, we argue that, on balance, visual rulemaking is a good thing because it can further transparency, accountability, and participation.     Federal rulemaking has traditionally been understood as a text-bound, technocratic process. However, as this Article is the first to uncover, rulemaking stakeholders—including agencies, the President, and members of the public—are now deploying politically tinged visuals to push their agendas at every stage of high-stakes, often virulently controversial, rulemakings. Rarely do these visual contributions appear in the official rulemaking record, which remains defined by dense text, lengthy cost-benefit analyses, and expert reports. Perhaps as a result, scholars have overlooked the phenomenon we identify here: the emergence of a visual rulemaking universe that is splashing images, GIFs, and videos across social media channels. While this new universe, which we call “visual rulemaking,” might appear to be wholly distinct from the textual rulemaking universe on which administrative law has long focused, the two are not in fact separate. Visual politics are seeping into the technocracy. This Article argues that visual rulemaking is a good thing. It furthers fundamental regulatory values, including transparency and political accountability. It may also facilitate participation by more diverse stakeholders—not merely regulatory insiders who are well-equipped to navigate dense text. Yet we recognize that visual rulemaking poses risks. Visual appeals may undermine the expert-driven foundation of the regulatory state, and some uses may threaten or outright violate key legal doctrines, including the Administrative Procedure Act and longstanding prohibitions on agency lobbying and propaganda. Nonetheless, we conclude that administrative law theory and doctrine ultimately can and should welcome this robust new visual rulemaking culture

    Methodological Issues in Colorectal Cancer Screening Research: Implications for Researchers, Practitioners and Policymakers.

    This dissertation explores three distinct, but interrelated, areas of research that provide important additions to the current colorectal cancer (CRC) screening literature. The first study reveals the problematic nature of the common practice of ignoring the impetus for CRC testing when specifying outcomes in survey design and analysis. The results show significant overestimation of true screening rates, high rates of diagnostic testing and disproportionate rates of screening among those with less socioeconomic privilege when compared with those with more socioeconomic resources. The second study finds that survey measurements often mistake diagnostic testing referrals for true screening recommendations, resulting in significant misperception about who is likely to receive a screening recommendation. Finally, the third study showed that although individuals with multiple chronic conditions are more likely to engage in diagnostic testing, their overall rates of true screening are higher than the general population. Based on our findings, we recommend immediate changes to survey methodology, specifically collecting data that allow researchers to clearly differentiate diagnostic testing and true screening. Furthermore, behavioral researchers need to reanalyze additional NHIS data to determine the extent to which diagnostic testing has misestimated improvements in CRC screening rates across time. Researchers exploring psychosocial and instrumental barriers and facilitators of CRC screening need to actively engage with individuals from many sociodemographic groups. Our results show troubling variation in screening uptake and recommendations across groups. We need to understand the source of this variation in order to design and target interventions appropriately. We further recommend that policymakers reconsider their approach to federal screening goals. Specifically, a one-size-fits-all goal that averages very high and very low rates across sociodemographic groups fails to acknowledge the challenges we face in improving public health across levels of privilege. Significant gaps in screening rates will continue to persist if resources are not allocated to addressing these disparities. Finally, our results show we must continue to explore contextual factors such as MCC as we seek to identify influential factors at multiple levels that influence the recommendation and delivery of CRC screening services.PHDHealth Behavior & Health EducationUniversity of Michigan, Horace H.     Fifty Shades of Deservingness: An Analysis of State-Level Variation and Effect of Social Constructions on Policy Outcomes

    A patchwork of policies exists across the United States. While citizens\u27 policy preferences in domains such as the criminal legal system, gun regulations/rights, immigration, and welfare are informed by their political predispositions, they are also shaped by the extent to which policy targets are viewed as deserving. This article centres the idea that collective evaluations matter in policymaking, and it ascertains whether subnational levels of deservingness evaluations of several target groups differ across space to illuminate the link between these judgements and state policy design. We leverage original survey data and multilevel regression and poststratification to create state-level estimates of deservingness evaluations. The analyses elucidate the heterogeneity in state-level deservingness evaluations of several politically relevant groups, and they pinpoint a link between these social reputations and policy design. The article also delivers a useful methodological tool and measures for scholars of state policy design to employ in future research

    Reexamining Chronic \u3cem\u3eToxoplasma gondii\u3c/em\u3e Infection: Surprising Activity for a Dormant Parasite

    Purpose of Review Despite over a third of the world’s population being chronically infected with Toxoplasma gondii, little is known about this largely asymptomatic phase of infection. This stage is mediated in vivo by bradyzoites within tissue cysts. The absence of overt symptoms has been attributed to the dormancy of bradyzoites. In this review, we reexamine the conventional view of chronic toxoplasmosis in light of emerging evidence challenging both the nature of dormancy and the consequences of infection in the CNS. Recent Findings New and emerging data reveal a previously unrecognized level of physiological and replicative capacity of bradyzoites within tissue cysts. These findings have emerged in the context of a reexamination of the chronic infection in the brain that correlates with changes in neuronal architecture, neurochemistry, and behavior that suggest that the chronic infection is not without consequence. Summary The emerging data driven by the development of new approaches to study the progression of chronic toxoplasma infection reveals significant physiological and replicative capacity for what has been viewed as a dormant state. The emergence of bradyzoite and tissue cyst biology from what was viewed as a physiological “black box” offers exciting new areas for investigation with direct implications on the approaches to drug development targeting this drug-refractory state. In addition, new insights from studies on the neurobiology on chronic infection reveal a complex and dynamic interplay between the parasite, brain microenvironment, and the immune response that results in the detente that promotes the life-long persistence of the parasite in the host

    A journey down to hell: new thermostable protein-tags for biotechnology at high temperatures

    The specific labelling of proteins in recent years has made use of self-labelling proteins, such as the SNAP-tag® and the Halotag®. These enzymes, by their nature or suitably engineered, have the ability to specifically react with their respective substrates, but covalently retaining a part of them in the catalytic site upon reaction. This led to the synthesis of substrates conjugated with, e.g., fluorophores (proposing them as alternatives to fluorescent proteins), but also with others chemical groups, for numerous biotechnological applications. Recently, a mutant of the OGT from Saccharolobus solfataricus (H5) very stable to high temperatures and in the presence of physical and chemical denaturing agents has been proposed as a thermostable SNAP-tag® for in vivo and in vitro harsh reaction conditions. Here, we show two new thermostable OGTs from Thermotoga neapolitana and Pyrococcus furiosus, which, respectively, display a higher catalytic activity and thermostability respect to H5, proposing them as alternatives for in vivo studies in these extreme model organisms
