    Scott Copsey, Sue Walsh, Liam Fassam, Richard Southern, ‘Enhancing Rural Public Transport Accessibility Through Implementing a Smart Scan-on M Ticketing Solution: A United Kingdom Case Study Approach Within Rural Deregulated Environments’, paper presented at the European Transport Conference, Barcelona, Spain, 5-7 October, 2016.The aim of this paper is to demonstrate how two UK Local Authorities (Hertfordshire and Northamptonshire), the two Universities of Hertfordshire and Northampton and public transport providers have worked in partnership to develop a smart scan-on m-ticketing solution, that integrates into a wider ‘smart city’ solution delivering social good through connected value propositions. Based on the initial success of a Hertfordshire pilot, a specific objective of this work is to establish smart integrated multi-operator/modal solutions. This pilot is subsequently being collaboratively expanded upon, through the UK Department for Transport funded ‘Network Northamptonshire Total Transport’ initiative, a transformative project to improve connectivity, integration and accessibility for rural transport networks. This forms part of the recently signed ‘Heart of England’ economic tri-county alliance agreement, which aims to work collaboratively across three local authority regions (Buckinghamshire, Oxfordshire and Northamptonshire), consolidating £3bn of spending. This provides a further future platform for innovative transport solutions being rolled out across wider geographical areas. The initial Hertfordshire demonstrator pilot project explored how a ‘smart’ m-ticketing platform could provide a sustainable financial business model for implementing ticketing solutions for small and medium bus operators within rural Shires, outside of large urban settings. This unique project was the first scan-on bus mobile ticket product used in the UK (outside of London). It offers a partnership model and governance structure for local authorities, commercial operators and other stakeholders with an interest in integrated sustainable transport to take forward, and leads to the possibility of new, socially innovative models for procuring and delivering transport solutions. Initial user reactions have been positive, generating large digital data sets, analysis of which indicates rapid user uptake in comparison to other schemes. This data enables detailed analysis such as precise user geo-spatial distribution, supporting targeted marketing and route-specific promotions to encourage further service uptake. A critical success factor of the project was to target a reduction of on-bus cash handling by five per cent within the first 12 months. This would aid in reducing bus loading times, improve reliability and operator efficiencies. After an initial 16 month operational use, uptake growth in excess of 7 per cent of total revenue has been achieved, on specific routes the transfer to m-ticket has exceeded 12 per cent, with targets of 10 per cent of total cash to mobile conversion predicted by the middle of 2017, likely to be realised. The effectiveness of marketing campaigns, technical development aspects and implementation issues will be reported. These projects have a wider context. Public transport services in rural areas in England are deregulated, and have at present no effective statutory backing or ring-fenced funding. As a result, with reductions in funding to local authorities, funding for non-commercial bus services is being sharply reduced and many authorities are proposing to cease all funding for local bus services (Campaign for Better Transport, 2016). These projects may offer alternative cost-effective ways of providing local transport services in non-metropolitan areas, and thus provide the potential for unique future research opportunities. These include understanding the uptake of smart multi-modal solutions in rural areas to improve accessibility and connectivity through enhanced services for new users and for those with restricted or reduced mobility networks, whilst also offering efficiencies for operators. This research has added importance, because the UK Government is proposing legislation on bus services in England, which would confer significant extra powers on local authorities to intervene in the bus market in various ways. These projects may act as pathfinders for the use of these powers in non-metropolitan areas. Structures supporting a partnership approach involving all those with an interest in public transport are a critical part of improving rural connectivity and accessibility. Through the experience of establishing quality partnership models in Hertfordshire, this paper will go on to detail the subsequent work now underway developing a Social Enterprise model involving local government, universities, operators, health and education services in Northamptonshire, which will form the basis of the transformation of rural integrated sustainable transport delivery.Non peer reviewedSubmitted Versio

    Three-Dimensional Structure of the Central Region of NGC7027: A Quest for Trails of High-Velocity Jets

    We report on the results of a radio interferometric observation of NGC7027 in the CO J=2-1 and 13CO J=2-1 lines. The results are analyzed with morpho-kinematic models developed from the software tool Shape. Our goal is to reveal the morpho-kinematic properties of the central region of the nebula, and to explore the nature of unseen high-velocity jets that may have created the characteristic structure of the central region consisting of molecular and ionized components. A simple ellipsoidal shell model explains the intensity distribution around the systemic velocity, but the high velocity features deviate from the ellipsoidal model. Through the Shape automatic reconstruction model, we found a possible trail of a jet only in one direction, but no other possible holes were created by the passage of a jet.Comment: 26 pages, 13 figures; accepted for publication in AJ; Full resolution version available at http://web.hku.hk/~junichi/paper

    Suppressing sensorimotor activity modulates the discrimination of auditory emotions but not speaker identity

    Our ability to recognize the emotions of others is a crucial feature of human social cognition. Functional neuroimaging studies indicate that activity in sensorimotor cortices is evoked during the perception of emotion. In the visual domain, right somatosensory cortex activity has been shown to be critical for facial emotion recognition. However, the importance of sensorimotor representations in modalities outside of vision remains unknown. Here we use continuous theta-burst transcranial magnetic stimulation (cTBS) to investigate whether neural activity in the right postcentral gyrus (rPoG) and right lateral premotor cortex (rPM) is involved in nonverbal auditory emotion recognition. Three groups of participants completed same-different tasks on auditory stimuli, discriminating between the emotion expressed and the speakers' identities, before and following cTBS targeted at rPoG, rPM, or the vertex (control site). A task-selective deficit in auditory emotion discrimination was observed. Stimulation to rPoG and rPM resulted in a disruption of participants' abilities to discriminate emotion, but not identity, from vocal signals. These findings suggest that sensorimotor activity may be a modality-independent mechanism which aids emotion discrimination. Copyright Š 2010 the authors

    Influence of built environment and social capital on mental health of residents of assisted living communities in Louisville, KY.

    Objectives: Prior research has shown social capital and built environment quality are associated with overall health status and the incidence of mental illness. This study explores the relationship between social capital, built environment, and quality of life specifically for assisted living residents, currently a gap in the literature. Method: A total of 76 assisted living residents were interviewed for the study using researcher-administered questionnaires. In addition, site audits were conducted to quantitatively evaluate the built environment surrounding 12 assisted living communities in the Louisville Metro region. Results: There was a moderate, positive correlation between social capital and mental health, r = .473, p \u3c .001. Built environment quality for the neighborhood immediately surrounding the assisted living community was not significantly correlated with quality of life for assisted living residents. Other population characteristics, including demographic characteristics, self-rated health status, and instrumental activities of daily living were not significantly predictive of mental health scores. Conclusion: This study demonstrates that social capital is associated with happiness and self-rated quality of life. Specifically, increased social capital is associated with increased mental well-being for older adults residing in assisted living communities, with social capital explaining about 20% of the variation in quality of life scores

    Translating policy to place: exploring cultural ecosystem services in areas of Green Belt through participatory mapping

Importantly, they form the open spaces close to where most people live, but we lack clarity over how Green Belts are used and valued by publics, and the cultural ecosystem services they provide. To address this policy and research gap, a public participatory mapping survey was conducted on the North-East England Green Belt, with 779 respondents plotting 2388 points. The results show for the first time that in addition to being a planning policy zone, Green Belts are important, and widely used open spaces for ‘everyday nature’, providing several cultural ecosystem services including recreation, connection with nature, sense of place and aesthetic value. Several factors were found to influence the supply of cultural ecosystem services in Green Belts, including proximity to urban areas, woodland land cover and access designations. Whereas most demand pressures on Green Belts were on public rights-of-way, nature designations and deciduous woodlands. Pervasive barriers inhibiting Green Belt’s full potential were identified including management issues, concerns over personal safety and lack of access. We argue that opportunities to further enhance the cultural ecosystem services provided Green Belts and peri-urban landscapes more broadly, not only come from planning policies themselves, but from the design and delivery of approaches integrating urban, rural and land-use policy silos. The findings have wider implications for policy including potential conflict with future development, and opportunities for greater access to greenspace

    A need for definition: a matter of life and death for human embryos

    A recent IMJ commentaryon brain stem death criteria summarised ethical and technical issues concerning “end of life decisions”, and we concur that physicians should have competence in eliciting the proper sequence of brain stem signs in clinical practice. However, a truly comprehensive dialogue on the definition of death should address another question that confronts IVF clinics in Ireland each day—when does a human embryo die? Despite the enormous social and political energy focused on “right to life” issues over recent decades, the death of a human embryo remains a sadly forgotten topic. As Dr Murphy indicated1, the introduction of brain stem death criteria in 1967 recognised permanent loss of consciousness and spontaneous breathing after the inactivation of essential human neural elements. But our IVF clinics and allied research facilities are responsible for human life well before any discrete neurological system has developed. For practitioners and scientists engaged in the care of these tiniest of “patients”, a relevant definition of death should not be neglected
